A Bridge Over Troubled Waters - Resolving Bank Financial Distress In Canada, Janis P. Sarra

All Faculty Publications

Effective June 2017, Canada formalized its new resolution regime for “domestic systemically important banks”. This article examines the new resolution regime in the context of the early intervention program by the financial services regulator. The system offers a complex but integrated set of mechanisms to monitor the financial health of financial institutions, to intervene at an early stage of financial distress, and to resolve the financially distressed bank in a timely manner. Resolution is the restructuring of a financially distressed or insolvent bank by a designated authority. To “resolve” a bank is to use a series of tools under banking …

Local Tax Incentives And Behavior Of Foreign Enterprises: Evidence From A Large Developing Country, Jing Xing, Wei Cui, Xi Qu Jan 2018

Local Tax Incentives And Behavior Of Foreign Enterprises: Evidence From A Large Developing Country, Jing Xing, Wei Cui, Xi Qu

All Faculty Publications

We analyze how profit reporting and investment behavior of foreign enterprises respond to local tax incentives in China, a large developing country. Using firm-level data between 2000 and 2013 from China’s industrial enterprise survey, we first provide strong evidence for tax competition among Chinese cities (especially cities within the same province) over the average effective income tax rate. We then find that, despite stringent capital controls, both reported pre-tax profits and investment of foreign firms respond strongly to local tax incentives, suggesting that subnational tax competition in China is oriented towards both mobile profits and real resources.

Business Improvement Districts (BIDs) are self-taxed organizations that are comprised of businesses and property owners, are approved by city governments, and spend funds to improve profitability within certain neighbourhood boundaries. BID governance structures can also include neighbourhood residents and city councillors as voting or non-voting members. Numerous scholars have written about the role of BIDs in city governance, including the extent to which they improve or undermine inclusivity and accountability. This paper focuses on a related question that has not yet been deeply analysed in legal scholarship: can BIDs be considered a form of urban commons? The term ‘urban commons’ …

Recognizing The Relevance Of Human Rights: The Application Of The Presumption Of Conformity In The Context Of Copyright, Graham Reynolds

All Faculty Publications

This article discusses the application of the presumption of conformity with international law in the context of copyright. Although Canadian courts have applied the presumption of conformity in a number of copyright cases, no Canadian court has explicitly considered, under the presumption of conformity, whether interpretations of provisions of the Copyright Act are consistent with, or reflect the values and principles of, international human rights treaties that Canada has signed and ratified. In this article, I will argue that Canadian courts applying the presumption of conformity in the context of copyright should do so with reference to Canada’s obligations under …

Development And Evaluation Of Post-Production Oxygenation Techniques For The Augmentation Of Biochar, Matthew David Huff Jan 2018

Development And Evaluation Of Post-Production Oxygenation Techniques For The Augmentation Of Biochar, Matthew David Huff

Chemistry & Biochemistry Theses & Dissertations

Biochar is the carbon rich solid by-product of biomass pyrolysis. Interest in biochar can be broken down to several main categories: use as a carbon sequestration agent, use as a medium for the removal via adsorption of unwanted materials in wastewater, and as a soil amendment for the increase of cation exchange capacity (CEC). In order to generate a biochar which is stable enough for carbon sequestration, higher temperature pyrolysis must be used in order to ensure a lower O:C ratio in order to increase the half-life of biochar in soil. This dissertation addresses the evaluation of biochars made from …

Value Added Products From Lignin And Biomass Derivatives, Chen Li Jan 2018

Value Added Products From Lignin And Biomass Derivatives, Chen Li

Civil & Environmental Engineering Theses & Dissertations

Pyrolysis is one of the traditional lignin and biomass utilization methods. The liquid products bio-oil and solid products bio-char are the main value-added products from lignin pyrolysis. Due to the narrow application and low quality, using the pyrolysis method to produce bio-oil and bio-char cannot bring sufficient economic benefits. In this dissertation, two methods were investigated to improve the quality of lignin bio-products.

Instead of direct pyrolysis, chemical activation (pyrolysis) was introduced in this dissertation. Compared to bio-char, the lignin chemical activation product lignin-activated-carbon has better economic value. With the best activation conditions, the lignin-activated-carbon produced a surface area of …

Approximation Of Quantiles Of Rank Test Statistics Using Almost Sure Limit Theorems, Mark Ledbetter Jan 2018

Approximation Of Quantiles Of Rank Test Statistics Using Almost Sure Limit Theorems, Mark Ledbetter

Mathematics & Statistics Theses & Dissertations

There are many problems in statistics where the analysis is based on asymptotic distributions. In some cases, the asymptotic distribution is in an open form or is intractable. One possible solution is the logarithmic quantile estimation (LQE) method introduced by Thangavelu (2005) for rank tests and Fridline (2010) for the correlation coefficient. LQE is derived from an almost sure version of the central limit theorem using the results of Berkes and Csaki (2001), and it estimates the quantiles of a test statistic using only the data. To date, LQE has been used in only a few applications. We extend the …

The Association Between Emotional Competencies And E-Cigarette Susceptibility, Laurel Brockenberry Jan 2018

The Association Between Emotional Competencies And E-Cigarette Susceptibility, Laurel Brockenberry

Psychology Theses & Dissertations

The prevalence of e-cigarette use in young adults rose dramatically in the United States over the past decade. Nonetheless, our understanding of the motives that make young adults more susceptible to e-cigarette use remains limited. Risk factors associated with susceptibility to combustible cigarettes suggest that negative affect reduction outcome expectancies are positively associated with cigarette susceptibility in this age group. Further, emotion competencies, such as emotion regulation difficulties, distress tolerance, and positive and negative urgency have been positively associated with both susceptibility and negative affect reduction expectancies. Determining the role of negative affect reduction outcome expectancies on e-cigarette use requires …

Flexible High-Density Puzzle Storage Systems, Ehsan Shirazi Jan 2018

Flexible High-Density Puzzle Storage Systems, Ehsan Shirazi

Graduate Theses, Dissertations, and Problem Reports (ETD)

In a traditional storage system, when one of the mechanical or electrical parts or the software fails to operate correctly, it may lead to the failure of the entire system imposing huge costs to the system (Gue et al., 2014). However, in a grid storage network, if a grid fails to operate, the system continues to operate. Therefore, failure of a system component will not jeopardize the whole system functionality. As such, reliability is one of the key advantages of grid storage networks. Another benefit of grid storage systems is flexibility. Various systems such as GridFlow, GridPick, GridStore, are developed …

Regional Sea Level Rise Along The United States Coasts, Alessandra G. Burgos Jan 2018

Regional Sea Level Rise Along The United States Coasts, Alessandra G. Burgos

OES Theses and Dissertations

Over the past several years, there has been several studies focused on reconstructing global mean sea level (GMSL) for the 20th century, along with projecting rates out into the future. Of greater importance for mitigation and adaptation plans, however, is the rate of local or regional sea level (RSL) rise. Ocean dynamics along with changes in Earth’s gravitational field can cause RSL to deviate from the change in GMSL. During the satellite altimeter era covering the past two decades, RSL trends can be four times the global average, with much of this spatial variation due to internal climate variability. Isolating …

Aging of civil infrastructures is one of the major problems faced by the engineering industry today, with the concrete structures cracking and the steel reinforcement corroding due to exposure to deicing chemicals, resulting in shorter service life. An alternative to the degrading infrastructures made of concrete and steel is the use of Fiber Reinforced Polymer (FRP) composites, which are noncorrosive. Use of FRP as structural components such as bridge decks and retrofitting jackets can solve the problem of aging with enhanced durability in future constructions. But, proper installation of newer material in structurally important infrastructure requires a reliable method of …

The Quality Of Mercy, Kerry Mcnamara Jan 2018

The Quality Of Mercy, Kerry Mcnamara

English Theses & Dissertations

The Quality of Mercy is a hybrid of memoir and reportage, the story of a daughter’s love and her father’s journey through his vocation to the Catholic Church, his entry in the priesthood and his years of missionary work. Not many people discover in their teenage years that their father had been a celibate Catholic priest. Not many have the opportunity to trace their father’s story through diaries, interviews, and recollections. The Quality of Mercy is both a window into the world and a mirror into the soul, a daughter’s attempt to tell her father’s unique tale.
