The Nigerian government has emplaced counterterrorism policy measures to combat Boko Haram terrorism since the group became violent in 2010. However, there is a gap in the understanding of how these policies were developed and implemented. Such knowledge may offer suggestions as to how these policies can be improved. The purpose of this qualitative case study was to explore and describe the development and implementation of counterterrorism policy towards Boko Haram in Nigeria during 2009-2015. Drought is a recurring—and likely increasing—challenge to water rights administration in western states under the prior appropriation doctrine, where “first in time” senior rights are often allocated to non-survival uses such as commercial agriculture, rather than to drinking water supply for cities. While states and localities facing severe drought have used a variety of voluntary programs to reallocate water, these programs by their very nature cannot guarantee that water will in fact be redistributed to the uses that best promote public health and community survival. The Church of England in the Virginia colony is an institution which has been much overlooked in historiography. Traditionally, historians have focused upon the weakness of the church, with its lack of a complete hierarchy and dearth of ministers. These weaknesses, combined with some of the more unsavory attitudes and actions of early colonists, have led many scholars to postulate that religion did not play much of a role in the Virginia colony. The Need To Equip Lutheran Congregations In Mission For Christ Church Planters For Spiritual Warfare, David John Heinrich

The goal of this research project was to address the need for spiritual warfare training and equipping for church planters to be more efficient in mission within the Lutheran Congregations in Mission for Christ (LCMC) movement. The researcher designed a sequential mixed method approach to this research with LCMC church planters. The research findings demonstrated that church planters were well educated but 96 percent did not receive any formal spiritual warfare training and equipping in seminary or Bible school; the spiritual warfare training environment preferred was hands-on activation workshops.

The rise of lethal autonomous weapons systems creates numerous problems for legal regimes meant to insure public accountability for unlawful uses of force. In particular, international humanitarian law has long relied on enforcement through individual criminal responsibility, which is complicated by autonomous weapons that fragment responsibility for decisions to deploy violence. Accordingly, there may often be no human being with the requisite level of intent to trigger individual responsibility under existing doctrine. Electronic data—everything from e-mails and text messages to Facebook and Instagram posts to Twitter pronouncements to drone warfare data to search algorithms to financial transactions to cloud data storage—travels around the globe with little relationship to physical territory. In addition, all of this data is often in the custody and control of data intermediaries such as Google, Facebook, Twitter, Apple, Microsoft, Amazon, private military contractors, and so on.

As the global landscape changes and powers rise and fall, the Contested, Degraded, and Operationally Limited (CDO) environment is likely to be the new normal going forward. Uncertainty variables, such as missing, false, or extra information characterize the CDO environment. A key focus of this dissertation is optimizing training for recognizing these uncertainty variables when training time is limited. This was investigated by either exposing participants to multiple uncertainty variables at a time with low doses of each (whole-task training), by exposing singular variables at a time with high doses (part-task training) or using no variables throughout training (control). Prescription opioids are associated with rising rates of overdose deaths and hepatitis C and HIV infection in the US, including in rural Central Appalachia. Yet there is a dearth of published ethnographic research examining rural opioid use. The aim of this dissertation is to document the gendered inequalities that situate women’s encounters with substance abuse treatment as well as additional state interventions targeted at women who use drugs. These results are based on ethnographic fieldwork completed from 2013 to 2016 and centered around one county seat in rural Central Appalachia. The study of cyber security is an interdisciplinary pursuit that includes STEM disciplines as well as the social sciences. While research on cyber security appears to be central in STEM disciplines, it is not yet clear how central cyber security and cyber crime is to criminal justice scholarship. In this Article, I will describe the three questions I ask and highlight some of the practical problems that can arise when we answer each of the three questions. After that, I will move on to a discussion of how organized armed groups are treated under the LOAC, and how that treatment is--and should remain--different from how civilians are treated when they directly participate in hostilities. The rule on proportionality represents the most apparent manifestation of the balance between military necessity and considerations of humanity that underpins IHL. As military operations are taking place in densely populated areas with increasing frequency, the rule's significance for the protection of civilians has become even more key. It is of central relevance to the current discussions on the use of explosive weapons in populated areas.

Field Guide is a mixed-media artist book detailing the exploration of a fictitious culture through cartography, narrative, and illustration. It is presented through the lens of an amateur archaeologist, navigating a chain of islands to search for ruins and artifacts. In part, the project is focused on the fantasy of an imagined world. The island chain is a place entirely of my own creation. By creating the viewpoint of an outside explorer, it was possible to navigate through this world. This thesis is a meditation on liberatory futures for colonized pasts. It begins with a history of the imperial relationship between the US and the Philippines and how coloniality took root in the lives of Filipinos. The second chapter explores the critique of imperialism offered in post/colonial cultural productions by Manuel Ocampo and his location within the museum, as a constitutive site of modernity. The third chapter explores the project of de-coloniality and the role of ritual and imagination.

After sixty-two years of U.S. military testing, the small Puerto Rican island of Vieques and its residents continue to fight against ongoing environmental and social effects of U.S. hegemony. Starting with the arrival of the Spanish, then with U.S. occupation and use of Vieques as a military stopover, Viequense residents are used to U.S. governmental presence on their land. Despite the military’s removal from Vieques in 2003, many local residents have a fundamental lack of trust for the U.S. government. A pervasive theme in our understanding of civil legal disputes is the “big case”; that is, the generic mass tort that pits sympathetic clients against shadowy, villainous corporations. In John Grisham’s stories about these cases, a David-and-Goliath legal battle ensues, the parameters of the law shift, the attorneys’ ethics stretch, and the author uses characters to reveal both sides’ deep secrets unwillingly—and sometimes unwittingly. The issue that this study focused upon was the legitimacy of military interventions by a state against a violent non-state actor group located within another state's territory. The research sought to answer how interventions by the United States and its allies have evolved during the post 9/11 era. It additionally explored if the justification for military interventions had changed. This study used data from the Uppsala Conflict Data Program and the United Nations Security Council to create a hybrid data-set and analyzed the data for the location and number of states participating in operations against violent non-state actors ("VNSAs").
