Parody Of Power: Determining The Violence Levels Of Hegemonic Transitions, Dane R. Ecton

While established literature defines the terms in which a hegemonic transition would occur between great powers, it does not define the precise process. This thesis argues that the perceptions of the rising power affects the violence levels of the transition. The perception of hegemonic action as well as the rising power's role in the world fundamentally affect the way in which transitions do occur. However, current policies focus on technical and managerial aspects without asking for experts and non-experts values and preferences for preventing cyberterrorism. This study employs value focused thinking and public value forum to bare strategic measures and alternatives for complex policy decisions for preventing cyberterrorism. Oxime-Containing Acetylcholinesterase Reactivators And Their Complexes With Pd(Ii) And Pt(Ii) Ions: Recent Developments, Ivayla Pantcheva, Ahmed Nedzhib, Liudmil Antonov

The ability of oxime-containing acetylcholinesterase reactivators BT-07 (K005), BT-08 (K033), BT-07-4M (K074), and obidoxime (H$_{2}$LX$_{2}$, X = Cl$^{-}$, Br$^{-})$ to bind palladium(II) or platinum(II) cations was evaluated in aqueous solutions (pH 7.4) at metal-to-ligand molar ratio varying from 1:10 to 10:1. Spectral changes were monitored within a week after mixing the reagents in the range from 220 nm to 500 nm. Results showed that depending on chemical structure and reaction time, oximes form two complex species of composition, [MHL]$^{3+}$ or [M$_{2}$L]$^{4+}$ (M = Pd(II), Pt(II)). It was also found that complexation of platinum(II) ions proceeds slower as compared to palladium(II). …

A decade ago many Russian analysts concluded that the West’s efforts to preserve its global superiority would be futile and the emergence of a polycentric world was inevitable. To benefit from this transition Russia should adopt a strategy that combined great power realism and “traditional” Russian values. This strategy, first elaborated in Vladimir Putin’s Valdai Speech of 2013, is known as ‘Civilizational Realism’.

This report is the culmination of an interdisciplinary collaboration between Community Development Partners (CDP), the Center for Public Interest Design (CPID), Salazar Architect and OHSU-PSU School of Public Health documenting the resident engagement events, action research and design efforts at Cascadian Terrace Apartments. CDP acquired the property in 2015 with the intention of performing a complete renovation. CDP asked CPID to assist in the process using an Asset Based Community Development approach, engaging the residents and surrounding neighborhood, in order to define the scope of rehabilitation that is currently underway. Trade secrets are rapidly becoming the most important assets of many businesses. Information Governance (IG) professionals can and should play an integral part in managing company trade secrets, but not all companies have IG professionals and not all IG professionals understand the meaning of "trade secrets." This article maps the many facets of trade law and practice that are of potential interest to all IG professionals. It also highlights the different roles IG professionals can play with respect to trade secrets, from cataloging to monitoring to testifying.

The U.S. Selective Service System currently excludes women from the talent pool based upon the DoD's 1981 ban on women in direct combat. The DoD has removed the exclusion and has implemented a gender-neutral policy standard for assignments. However, there appears to be a misalignment of national security policy as it relates to gender fairness that impacts Reserve Officer Training Corps (ROTC) participants in particular. The United States increasingly has resorted to the use of Unmanned Aerial Vehicles (UAVs) for targeted killings of terrorists as a counterterrorism strategy. More states and terrorist organizations also are acquiring UAVs and this development can lead to indiscriminate and unregulated use of UAVs. Previous researchers have indicated the surveillance ability and precise weapon delivery capacity of UAVs make them a weapon of choice for U.S. counterterrorism efforts. Although the U.S. government estimated the collateral damage involved in the use of UAVs at 3-5%, nongovernmental sources put it at 25-40%. The study of stress on police task performance is important as this relationship can positively or negatively impact encounters with the public. This study focused on protective factors of positive psychology within the measured construct of dispositional optimism as a possible mediator of stress effects on physical task performance. The cognitive processing models used were the performance efficiency theory and attentional control theory as they apply in perceptual motor skill. Using a mediation model, the research question asked whether dispositional optimism mediated the relationship between stress and a pistol performance accuracy task. Recent application of the right of publicity doctrine to interactive media has led to inconsistent rulings and uncertainty as to the doctrine's scope when pitted against First Amendment considerations. These recent court decisions have inadequately explained the disparate application of legal principles, raising serious free speech concerns for expressive activities with other emerging interactive media platforms such as virtual reality. However, these recent decisions have unveiled discernible principles that help explain the disparate approach of the right of publicity doctrine to new interactive media.

Little research exists on the experiences of a combat-related injury that impairs fertility. This dissertation is a qualitative exploration of the lived experiences of military members after a genitourinary (GU) injury. It addresses the biological, psychological, and social impact on quality of life during recovery and subsequent attitudes about family development and sexual functioning. Building on both the life course perspective and the reproductive story model, this dissertation reviews literature on military culture, GU injury, and infertility to give a context to further analyze the essences of the phenomenon (Elder & Giele, 2009; Jaffe & Diamond, 2011).

The subject of Atlantic-based Golden Age (1650-1720) piracy has long been an area of historical and mythical fascination. The sea has historically been a realm outside the reaches of mainland society, where women could express any aspect of their personal identity. Women at the Helm: Rewriting Maritime History through Female Pirate Identity and Agency queers the history of Golden Age piracy while placing the colonial period’s seafaring women within a longer historical tradition of female maritime crime and power.

This comparative study explores the use of cavalry by the Union armed forces and Confederate armed forces during the American Civil War. This study examines the Michigan Cavalry Brigade and Ector’s Brigade of dismounted cavalry. The examination took a look at factors including weapons and equipment, leadership, tactics and strategy, casualties, and campaign performances. This study argues that, the Michigan Cavalry Brigade was able to demonstrate the Union’s superiority over the Confederacy when compared to Ector’s Brigade. Aging-friendliness work uses a model of eight core domains to assess and achieve communities in which people are more equipped to age well, and remain in their community as they age. These domains are broken into the built environment (i.e., Housing, Transportation) and the social environment (i.e., Communication, Social Inclusion, Employment). This dissertation is centered on the efforts to make communities more aging-friendly, and focuses specifically on the Livable Lexington initiative. While always a heated topic, immigration has once again taken center stage in political discourse across multiple countries in recent years. The controversial debate surrounding the Syrian refugee crisis was especially critical to the 2016 United States presidential election. In response to the crisis, The Church of Jesus Christ of Latter-day Saints announced its “I Was a Stranger” relief effort, encouraging members—and the women in particular—to seek out and assist refugees in their local communities. With this contentious political climate in mind, this paper will review the Church’s “I Was a Stranger” initiative as well as its position on immigration. …

This article examines the validity and reliability of the testimonies and sworn depositions that the Peuvergne administration produced in July 1910 as evidence justifying Justin Devès’s suspension and removal from office as mayor of Saint-Louis, capital of French Senegal. The main argument here is that the “Devès Affair” was based on spurious charges. The article places the conflictin the broader context of the political and economic competition between the French colonial administration and the Bordeaux firms, on the one hand, and the Devès network, on the other.
