The Center for Irregular Warfare and Armed Groups at the U.S. Naval War College presented its 10th annual symposium, “Access and Influence,” on June 26-27, 2018. Over 90 U.S. and international academics, practitioners, and operators from the U.S. Navy and other services attended to discuss the strategic and operational challenges associated with irregular warfare and armed groups. Attendees also included representatives from DHS, DIA, FBI, the intelligence community.

Managing risk of cyber systems is still on the top of the agendas of Chief Information Security Officers (CISO). Investment in cybersecurity is continuously rising. Efficiency and effectiveness of cybersecurity investments are under scrutiny by boards of the companies. The primary method of decision making on cybersecurity adopts a risk-informed approach. Qualitative methods bring a notion of risk. However, particularly for strategic level decisions, more quantitative methods that can calculate the risk and impact in monetary values are required. The Sub-Saharan region of Africa is one of the most resource-rich continents in the world, but it lacks economic growth. One of the factors contributing to its low economic development is its historical legacy of colonization, authoritarian regimes, and interstate and intrastate conflicts (Ocheni & Nwankwo, 2012; Bayeh, 2015). As a consequence, this sub-region, along with South Asia, has one of the world's lowest levels of per-capita income. The existing research on Sub-Saharan Africa indicates that little to no development occurs, due to how donor agencies implement aid programs. During the twentieth and early twenty-first centuries, Latin American countries set aside nature for conservation in thousands of parks and reserves. Today, such designations cover more than one-fifth of Latin America’s territory (see map 11.1). Parks range from Costa Rica’s tiny coastal Manuel Antonio National Park, consisting of a mere sixteen square kilometers, to those as large as Brazil’s Tumucumaque National Park, at nearly fifteen thousand square kilometers, a size larger than Belgium. In this project, we continue previous CSR project entitled RF Steganography based Joint Radar/Communication Waveform Design to develop a bio-inspired secure low probability detection (LPD) radio frequency (RF) waveform that can serve multiple purposes simultaneously. Previously, we have developed an RF steganography based RF waveform to conceal a secure digital communication within a linear frequency modulated (LFM) chirp radar signal. By exploiting novel reduced phase shift keying modulation and variable symbol duration, the new waveform is resistant to time domain analysis, frequency domain analysis and cyclostationary analysis. After more than 28,000 Ebola virus disease cases and at least 11,000 deaths in West Africa during the 2014⁻2016 epidemic, the world remains without a licensed vaccine or therapeutic broadly available and demonstrated to alleviate suffering. This deficiency has been felt acutely in the two, short, following years with two Ebola virus outbreaks in the Democratic Republic of Congo (DRC), and a Marburg virus outbreak in Uganda. Despite billions of U.S. dollars invested in developing medical countermeasures for filoviruses in the antecedent decades, resulting in an array of preventative, diagnostic, and therapeutic products, none are available on commercial shelves. Past attempts to create collective security, such as the League of Nations and the United Nations, have failed. This article argues that this is because the anarchic structure of the international system does not permit a top-down approach to the problem. It is argued that the solution is to create a collective security model that is bottom-up rather than top-down.

This article proposes a model of collective security that uses positive feedback generated by network effects to trigger the bottom-up emergence of a global collective security organization. Driven by fear and self-interest, weak states join this fledgling organization, increasing its …

In 1863, along the southern periphery of the American Civil War, a Union Brigadier General began recruiting Southern white men into a Union cavalry regiment known as the First Florida Cavalry (US). This study investigates the regiment and those who enlisted in it to show the fluidity of Southern loyalty during the Civil War and the conditions of the Deep South Homefront that existed on the periphery of Union occupation and continue to exist on the periphery of Civil War historiography. This thesis examines the commemoration of Indian soldiers who died during the First World War by the Imperial War Graves Commission, Britain's official government body overseeing all imperial commemoration efforts. For the soldiers of the Indian Army their war experience was split between the Western Front in Europe and Mesopotamia in modern-day Iraq. They were also far more ethnically, religiously, and lingually diverse than their British and Dominion counterparts. In order to examine how geography, religion, and the imperial relationship affected Britain's commemoration of India's war dead, this study uses the Commission's own records to recreate how the IWGC created …

The World’s Student Christian Federation established the European Student Relief (ESR) organization in 1920 in order to respond to the refugee and hunger crises emerging in the wake of World War I in Europe. Although nearly forgotten today, it was the first truly international ecumenical relief agency in the world. This article tells the story of ESR in reference to its efforts at building interorganizational coalitions and as a force for “internationalism.” The ESR’s story is instructive as the world marks the hundredth anniversary of the end of World War I and is once again confronted with refugee crises.

The Vietnam era was a time of great social unrest in Savannah. The Vietnam War and the Civil Rights Movement made Savannahians question Southern traditions and values including patriotism, honor, and deeply rooted racism. Through the interviews of over fifty Savannah civilians and Vietnam veterans, this thesis argues that Savannah is more complex and diversified in opinion than what the narrow scope the Southern narrative allows. Savannah’s history with the military and service members since the Civil War gives agency to the importance of its inhabitants’ opinions on the Vietnam War. The manifestations of the conflict between its two main proponents, the United States of America ('USA') and the Union of Soviet Socialist Republics ('USSR'), were propelled by the possibilities offered by modern technology (nuclear weapons, missile technology, computers, and satellites), and included interventions, proxy wars, and the struggle for natural resources. Although the current FDA approved cyanide antidotes (i.e., sodium nitrite, sodium thiosulfate, and hydoxocoboalamine) are effective for treating cyanide poisoning, each individual antidote has major limitations, including large effective dosage, delayed onset of action, or dependence on enzymes generally confined to specific organs. To overcome these current limitations, next-generation cyanide antidotes are being investigated, including 3-mercaptopyruvate (3-MP). Analytical methods capable of detecting 3-MP from plasma are essential for the development of 3-MP as a nextgeneration cyanide antidote. Although 3-MP has been analyzed by LC-MS-MS, this instrument is not widely available. Therefore, a high performance liquid chromatography (HPLC) method with fluorescence …
