Crimmigration In Gangland: Race, Crime, And Removal During The Prohibition Era, Geoffrey Heeren Jan 2018

Crimmigration In Gangland: Race, Crime, And Removal During The Prohibition Era, Geoffrey Heeren

Articles

In 1926, local law enforcement and federal immigration authorities in Chicago pursued a deportation drive ostensibly directed at gang members. However, the operation largely took the form of indiscriminate raids on immigrant neighborhoods of the city. Crimmigration in Gangland describes the largely forgotten 1926 deportation drive in Chicago as a means to augment the origin story for "crimmigration." Scholars up until now have mostly contended that the convergence of criminal and immigration law occurred in the 1980s as part of the War on Drugs, with crime serving as a proxy for race for policy makers unable to openly argue for …

Elder Affairs Officers In Rhode Island: An Exploratory Descriptive Study, Kelsey Harrington

Justice Studies Theses

This paper examines the current state and perceived effectiveness of the Elder Affairs Officer system in Rhode Island, with an additional focus on identifying how current practice might be improved. To the author's knowledge, this is the first systematic study of this issue. Participants in the study were Elder Affairs Officers from police departments around Rhode Island. A survey was used to allow officers to share their experiences and opinions of the current system. Results of this study include participants' positive view of multi-disciplinary teams and the need for increased training in Rhode Island. Recommendations for training and implementation of …

Perceptions Of Crime, Security, And School Resource Officers In High Schools, Nicholas Joseph Dillon Jan 2018

Perceptions Of Crime, Security, And School Resource Officers In High Schools, Nicholas Joseph Dillon

Justice Studies Theses

Perceptions and voices from high school students on crime, security, and school resource officers is essential information for criminal justice researchers; high school administrators and teachers; and law enforcement agencies that help keep high schools safe. A handful of national surveys have been done (e.g., Madfis, 2015; Coon, 2007) on school safety, security, and police officers in schools; however, limited information has been collected to hear student voices on school crime, security, and school resource officers. Since the post-Columbine era of American history, the topic of school safety has been a concern of administrators and parents. This exploratory research project …

Gordon Tullock's Critique Of The Common Law, William F. Shughart Ii Jan 2018

Gordon Tullock's Critique Of The Common Law, William F. Shughart Ii

Economics and Finance Faculty Publications

Gordon Tullock, trained in the law at the University of Chicago, was an implacable critic of the common law, which originated in England centuries ago and was transplanted to the United States, Canada, Australia, and other English-speaking nations during colonial times.1 Tullock generally favored legal regimes based on civil law or "Roman civil law," the latter being the phrase used by John Henry Merryman and Rogelio Pérez-Perdomo ([1969] 2007) to solve a terminological problem in the comparative legal studies literature.2 Although applications of that regime differ from place to place and have evolved over time (as, of course, …

Explaining Civilian Attacks: Terrorist Networks, Principal-Agent Problems And Target Selection, Max Abrahms, Matthew Ward, Ryan Kennedy Jan 2018

Explaining Civilian Attacks: Terrorist Networks, Principal-Agent Problems And Target Selection, Max Abrahms, Matthew Ward, Ryan Kennedy

Department of Political Science

Terrorist groups exhibit variation in their targeting choices. Why do some groups direct their violence against civilians while others limit this occurrence? This study analyzes the network relationships between terrorist groups to elucidate their targeting behavior. Drawing upon insights from the organizational ecology and conflict literatures, we predict that terrorist group affiliates will be significantly more likely than their parent group to attack civilian targets. Our original principal-agent theory consistently outperforms extant explanations in a multi-method analysis of 238 terrorist groups from 1998 to 2005. These results shed new light on why certain terrorist groups are more likely than others …

Mandatory Minimum Sentencing Policies And Cocaine Use In The U.S., 1985–2013, Lauryn Saxe Walker, Briana Mezuk Jan 2018

Mandatory Minimum Sentencing Policies And Cocaine Use In The U.S., 1985–2013, Lauryn Saxe Walker, Briana Mezuk

Health Policy Publications

Background: As of May 2017, the United States federal government renewed its prioritization for the enforcement of mandatory minimum sentences for illicit drug offenses. While the effect of such policies on racial disparities in incarceration is well-documented, less is known about the extent to which these laws are associated with decreased drug use. This study aims to identify changes in cocaine use associated with mandatory minimum sentencing policies by examining differential sentences for powder and crack cocaine set by the Anti-Drug Abuse Act (ADAA) (100:1) and the Fair Sentencing Act (FSA), which reduced the disparate sentencing to 18:1.

The Effects Of Poverty Academically And Behaviorally On Students In Urban Communities, William Kyle Holmes Jan 2018

The Effects Of Poverty Academically And Behaviorally On Students In Urban Communities, William Kyle Holmes

All Electronic Theses and Dissertations

One of the biggest travesties that is present globally across all nations is poverty. Despite being the wealthiest country in the world, “in 2015 there were 43.1 million people in poverty.” (Proctor, Bernadette D. 2015). Additionally, millions more struggle just to survive on a monthly basis with and/or without public assistance. Sadly, this large number of Americans includes school aged children that are suffering from the devastation of the poverty. Children are the future of our nation. Thus, it is critical that all children receive a proper education for them to be a positive member of society across the country. …

Ready For Data Analytics? Data Collection And Creation In Local Governments, Minyoung Ku, J. Ramon Gil-Garcia Jan 2018

Ready For Data Analytics? Data Collection And Creation In Local Governments, Minyoung Ku, J. Ramon Gil-Garcia

Center for Technology in Government

A good understanding of local government data, particularly the contexts in which the data are collected and created, is essential in order for data guardians and users to effectively manage that data and to draw accurate and rich information from them. However, our knowledge of both local government data and data contexts is very limited, which poses a wide range of challenges to data initiatives inside and outside local governments, from open data to data analytics. This paper explores the mechanisms of data generation and the determinants of data contexts in local governments. To do so, we conducted an in-depth case study of …

Terror Management Theory: The Effect Of Death On Criminogenic Thought Patterns, Zachary J. Kyle Jan 2018

Terror Management Theory: The Effect Of Death On Criminogenic Thought Patterns, Zachary J. Kyle

Modern Psychological Studies

Terror Management Theory has been applied with judges and juries in the courtroom, but not yet with criminals themselves. The current study looks for an association between criminogenic thought patterns and worldviews of criminal behavior. Thought patterns were assessed with the Measure of Criminogenic Thinking Styles (MOCTS), while worldviews were measured with the associate section of the Measures of Criminal Attitudes and Associates. Results indicated that mortality salience did not increase criminogenic thinking. However, criminogenic thinking scores from the MOCTS were correlated with scores on the associate scale under mortality salience. These findings may suggest that participants with a worldview …

Positive Disruption: Addressing Race In A Time Of Social Change Through A Team-Taught, Reflection-Based, Outward Looking Law School Seminar, Alexi Freeman, Lindsey Webb

Sturm College of Law: Faculty Scholarship

Addressing race in the legal classroom has long been a potentially disruptive, even professionally hazardous, act. Despite multiple innovations in the legal curriculum, the decades-long discussion regarding racial inclusion in law schools has led us to the same, largely race-avoidant, place. Now, as we navigate a tumultuous period in which issues of marginalization, structural oppression, and active movement are occupying a prominent space, the need to respond to the growing demands of marginalized communities as well as students’ desires to deepen their understanding of racial injustice is even more pressing. This Article contributes to the literature addressing the inclusion of …

Class Debates In Intermediate Microeconomics: Social Economics And Pluralist Perspectives, Ashley J. Provencher, Smita Ramnarain Jan 2018

Class Debates In Intermediate Microeconomics: Social Economics And Pluralist Perspectives, Ashley J. Provencher, Smita Ramnarain

Economics Faculty Publications

This paper proposes the use of class debates in an intermediate level microeconomics course to introduce early- to mid-career undergraduate students to socially embedded and pluralist perspectives, political economic processes, and policy analyses. Using data from three semesters of class debates in an intermediate microeconomics course, we argue that this activity is a beneficial way to stimulate student interest in social economics, especially in the ethical, political economy, and economic justice aspects of economics and policy. We carried out three allied activities: participation in the debate, a learning self-assessment survey, and a five-page memo providing a balanced analysis of the …
