How To Help Kids Succeed - School-Based Programs And Social Mobility, Theresa Bell Aug 2018

How To Help Kids Succeed - School-Based Programs And Social Mobility, Theresa Bell

Honors Theses

Education is the key to Social Mobility and unless children from poor families get a college degree, their economic mobility is severely restricted (Tough, 2016 pg 2). In November of 2005, the City unveiled a college tuition incentive to Kalamazoo Public Schools (KPS) graduates, The Kalamazoo Promise. According to the Kalamazoo Promise website (2017), the purpose of the Promise is to, “provide a real meaningful and tangible opportunity for all students,” as “education is an important key to financial wellbeing.” Though access to an affordable college education is possible for Kalamazoo students eligible for The Promise, the numbers show that …

Evaluating The Impact Of Nextgen’S Air Traffic System On Aviation Security, Linda V. Weiland, G. Wei

Publications

Networked Next Generation Air Transportation System (NextGen) opened the gate to digital National Airspace System (NAS) in cyberspace. Air traffic improvements from NextGen system, accompanied by the risk of long-standing cyberattack issue in information technology industry became an increasingly challenging matter to the aviation community and Air Traffic Management (ATM), as cybersecurity challenges in the NextGen system could affect NextGen's principle assurance of safety and security in air transportation. The technological shift of NAS infrastructure from traditional radar-based systems to networking system of systems leads to a review, revision and redefinition of current policies, standards regelations, cultures and norm to …

Publications and Research

This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. Differences in outcomes between the 17 MAP and 17 non-MAP housing developments will serve as the statistical basis for estimating …

Development And Verification Of A Finite Element Model Of A Fixed-Wing Unmanned Aerial System For Airborne Collision Severity Evaluation, Kalyan Raj Kota

Theses and Dissertations

Unmanned aircraft systems (UASs) pose a potential threat to general aviation/commercial aircraft as UASs are increasingly incorporated into the National Airspace System. This overarching research is aimed at addressing the severity of a UAS mid-air collision with another aircraft. This study is primarily focused on the development of a finite element (FE) model of a ~4 lb fixed-wing UAS (FW-UAS) which will be used to evaluate the severity of small UAS mid-air collisions to manned aircraft. A series of impact tests were performed at the University of Dayton Research Institute - Impact Physics Lab, to study the impact behavior of …

Above Politics: Congress And The Supreme Court In 2017, Jason Mazzone Aug 2018

Above Politics: Congress And The Supreme Court In 2017, Jason Mazzone

Chicago-Kent Law Review

The Supreme Court figured prominently in the November 2016 elections because of the vacancy on the Court that resulted from the death of Justice Antonin Scalia. This Essay picks up the story by examining the place of the Supreme Court in national politics during 2017. It traces congressional efforts to respond to statutory and constitutional rulings by the Court as well as steps to regulate the operations of the Court and the work of the Justices. Although in 2017 Republicans and Democrats introduced numerous bills directed at the Court, these bills were generally modest in scope and, even so, did …

Commitment Through Fear: Mandatory Jury Trials And Substantive Due Process Violations In The Civil Commitment Of Sex Offenders In Illinois, Michael Zolfo Aug 2018

Commitment Through Fear: Mandatory Jury Trials And Substantive Due Process Violations In The Civil Commitment Of Sex Offenders In Illinois, Michael Zolfo

Chicago-Kent Law Review

In Illinois, a person deemed a Sexually Violent Person (“SVP”) in a civil trial can be detained indefinitely in treatment facilities that functionally serve as prisons. SVPs are not afforded the right to waive a jury trial, a right that criminal defendants enjoy. This results in SVPs facing juries that treat sex offenders as monsters or sub-humans, due to often sensationalistic media coverage and the use of sex offenders as boogeymen in political campaigns. The lack of a jury trial waiver results in more individuals being deemed SVPs, depriving many of their liberty without the due process of law, a …

Drug Cases Filed Across The Alaska Court System, Fy 2008–2017, Daniel Reinhard

AJiC Fact Sheets

This fact sheet presents data on drug-related court filings throughout the state of Alaska for the fiscal years (FY) 2008 through 2017 and the 10-year trend of misdemeanor and felony drug case filings for Alaska and for the Anchorage, Palmer, Kenai and Fairbanks courts over the same period. Overall, felony drug case filing rates remained stable or increased in all locations until FY15 or FY16, before decreasing dramatically from FY16 to FY17. The exception is the Fairbanks court, which maintained an overall decrease in felony drug case filing rates over the 10-year period. Misdemeanor drug case filing rates, regardless of …

Prison Officer Legitimacy, Their Exercise Of Power, And Inmate Rule Breaking, Benjamin Steiner, John Wooldredge Aug 2018

Prison Officer Legitimacy, Their Exercise Of Power, And Inmate Rule Breaking, Benjamin Steiner, John Wooldredge

Criminology and Criminal Justice Faculty Publications

Prison officers are directly responsible for transmitting penal culture and prison policy to the confined, yet few studies of officers’ impact on inmate behavior have been conducted. We examined the effect of inmates’ perceptions of officer legitimacy on rule breaking within prisons, as well as the effects of officers’ reliance on different power bases on rates of rule breaking across prisons. The findings from bi-level analyses of data from inmates and officers from 33 prisons revealed that inmates who held stronger views regarding officer legitimacy committed fewer nonviolent infractions but that perceived legitimacy did not affect the number of violent …

Rural Futures Institute: Publications

Conclusion

Many rural Nebraskans think it brings shame upon a person to do the following: file personal bankruptcy, apply for food stamps and apply for income assistance. Most rural Nebraskans disagree that the following items bring shame to a person: go to Alcoholics Anonymous or other alcohol treatment, seek mental health care, and go to drug treatment. In general, rural Nebraskans say that residents of their community are more likely than they personally are to think doing the items brings shame upon a person.

At least one-third of rural Nebraskans think the following are a very serious problem or a …

Mitigating Risk: A Delphi Study Identifying Competencies In Sport And Event Security Management, Elizabeth Voorhees Aug 2018

Mitigating Risk: A Delphi Study Identifying Competencies In Sport And Event Security Management, Elizabeth Voorhees

Dissertations

The purpose of this study was to identify core competencies for supervisory-level security management professionals working in the sports and entertainment industry. Qualified and trained sport and event security-management professionals are essential to support the U.S. homeland security objectives outlined in Presidential Policy Directive-21. Providing effective safety and security for sports and entertainment events requires specialized knowledge and skill on the behalf of security-management practitioners who detect, deter, prevent, and respond to potential risks and threats. This qualitative research study employed a Delphi research design to elicit expertise from a purposefully selected panel of experts (N = 36). The …

Unregulated Charity, Eric Franklin Amarante Aug 2018

Unregulated Charity, Eric Franklin Amarante

Scholarly Works

The vast majority of charities in the United States operate in a regulatory blind spot: they are neither meaningfully evaluated when they apply for charitable status nor substantively monitored after they receive charitable status. Driven by severe budget constraints, the IRS decided to essentially ignore any charity that claims it will realize less than $50,000 in annual gross receipts. From a practical perspective, the IRS’s decision makes sense. To the extent smaller charities are less likely to cause harm, it is reasonable (perhaps even preferable) to subject them to less scrutiny. This type of prioritization, known as risk-based regulation, has …
