Resonance Attacks On Load Frequency Control Of Smart Grids, Yongdong Wu, Zhuo Wei, Jian Weng, Xin Li, Robert H. Deng
Research Collection School Of Computing and Information Systems
Load frequency control (LFC) is widely employed to regulate power plants in modern power generation systems of smart grids. This paper presents a simple and yet powerful type of attacks, referred to as resonance attacks, on LFC power generation systems. Specifically, in a resonance attack, an adversary craftily modifies the input of a power plant according to a resonance source (e.g., rate of change of frequency) to produce a feedback on LFC power generation system, such that the state of the power plant quickly becomes instable. Extensive computer simulations on popular LFC power generation system models which consist of linear, …

It Is Not About The Drugs: A Comparative And Contextual Analysis Of Singapore And European Approach To Drug Issues, Rathna N. Korman
Research Collection Yong Pung How School Of Law
This article aims to establish that Singapore’s drug policy and approach though not in tandem, is consistent with the elements espoused in the harm reduction approach advocated by the Global Commission on drug policies. The Commission takes the position that drug control nationally has to be aligned with the sustainable development goals agenda approved by the member states in 2015. It has recommended abolishing death penalty for all drug related offences, decriminalizing drug possession and cultivation for personal consumption, implementing non-penal sanctions for all low level drug offenders, and exploring non-penal regulatory models following decriminalization. There is a paradigm shift …

Children need to develop a variety of skill sets to optimize their development and manage toxic stress. Research demonstrates that developmentally appropriate play with parents and peers is a singular opportunity to promote the social-emotional, cognitive, language, and self-regulation skills that build executive function and a prosocial brain. Furthermore, play supports the formation of the safe, stable, and nurturing relationships with all caregivers that children need to thrive.
Sex Offender Civil Commitment To Prison Post-Kingsley, Arielle W. Tolman
Sex Offender Civil Commitment To Prison Post-Kingsley, Arielle W. Tolman
Northwestern University Law Review
Today, an estimated 5400 people are civilly committed under state and federal sex offender programs. This Note surveys these civil commitment regimes and finds that seventeen jurisdictions (sixteen states and the federal government) have enacted legislative schemes that authorize the indefinite civil detention of people charged with, or previously convicted of, sex offenses to prisons or prison-like facilities—often for their entire lives. By charting the pervasiveness of sex offender civil commitment to prison, this Note provides new evidence that these sex offender civil commitment statutes are, in fact, punitive and, therefore, unconstitutional. Moreover, this Note argues that the Supreme Court’s …

Gamble V. U.S.: Brief Of Amici Curiae Law Professors In Support Of Petitioner, Stuart Banner, Paul Cassell
Utah Law Faculty Scholarship
In this case currently before the U.S. Supreme Court, petitioner Gamble's brief demonstrates that there was no dual sovereignty doctrine before the mid-19th century. At the Founding and for several decades thereafter, a prosecution by one sovereign was understood to bar a subsequent prosecution by all other sovereigns. Dual sovereignty is thus contrary to the original meaning of the Double Jeopardy Clause. Defendants today enjoy a weaker form of double jeopardy protection than they did when the Bill of Rights was ratified.
But that fact only raises three further questions. First why did the Court erroneously conclude in Bartkus v. …

Life-Cycle Management Of Ammunition: Safety, Security, And Sustainability, Jovana Carapic, Eric J. Deschambault, Paul Holtom, Benjamin King
Life-Cycle Management Of Ammunition: Safety, Security, And Sustainability, Jovana Carapic, Eric J. Deschambault, Paul Holtom, Benjamin King
The Journal of Conventional Weapons Destruction
Ammunition is an essential resource for the implementation of a national defense and security policy. National ammunition stockpiles—regardless of their functional classification—can pose risks to national security and public safety. Poor accounting and inadequate physical security of storage facilities can lead to the diversion of ammunition from the national stockpile to terrorists, criminals, and other armed groups, increasing insecurity and instability. Furthermore, the deterioration of munition components can contribute to unplanned explosions at munitions sites (UEMS), which can have significant negative socioeconomic and political consequences for the public and national governments. Comprehensive ammunition management ensures that the right types and …

Chilling: The Constitutional Implications Of Body-Worn Cameras And Facial Recognition Technology At Public Protests, Julian R. Murphy
Chilling: The Constitutional Implications Of Body-Worn Cameras And Facial Recognition Technology At Public Protests, Julian R. Murphy
Washington and Lee Law Review Online
In recent years body-worn cameras have been championed by community groups, scholars, and the courts as a potential check on police misconduct. Such has been the enthusiasm for body-worn cameras that, in a relatively short time, they have been rolled out to police departments across the country. Perhaps because of the optimism surrounding these devices there has been little consideration of the Fourth Amendment issues they pose, especially when they are coupled with facial recognition technology (FRT). There is one particular context in which police use of FRT equipped body-worn cameras is especially concerning: public protests. This Comment constitutes the …
A Case Study Of Strategic Governance In The Implementation Of Guided Pathways At Scale At California Community Colleges, Hayley Ashby
A Case Study Of Strategic Governance In The Implementation Of Guided Pathways At Scale At California Community Colleges, Hayley Ashby
Dissertations
Purpose: Community colleges across the United States are implementing systemic change models such as guided pathways to increase student success. The purpose of this multiple case study was to describe the role of strategic governance in the implementation of guided pathways at scale at California community colleges.
Methodology: This phenomenological qualitative study used a multiple-case embedded case study methodology to collect data aligned with the four imperatives of strategic governance theory. Semistructured interviews were conducted with campus leaders involved in guided pathways implementation at three California community colleges. Archival records and documentation were used to triangulate the data.
Findings: Colleges …
Review Of From Somalia To Snow: How Central Minnesota Became Home To Somalis By Hudda Ibrahim, Stephanie Chambers
Review Of From Somalia To Snow: How Central Minnesota Became Home To Somalis By Hudda Ibrahim, Stephanie Chambers
The Journal of Social Encounters
When I first started studying the Somali diaspora I searched for books to fill the void in my understanding of Somali culture and life. I tracked down a wonderful book that discussed basics of Somali culture, politics, and life. That book, Somalis in Minnesota by Ahmed Yusuf, provided a sense of the Somali experience and helped me understand the journey from Somalia to the state of Minnesota. Although Yusuf’s book didn’t offer the sort of interpersonal detail in Hudda Ibrahim’s book From Somalia to Snow, Yusuf’s book was extremely helpful. Together these books offer those interested in the Somali-American …

Taxing & Zapping Marijuana: Blockchain Compliance In The Trump Administration Part 2, Richard Thompson Ainsworth, Brendan Magauran
Taxing & Zapping Marijuana: Blockchain Compliance In The Trump Administration Part 2, Richard Thompson Ainsworth, Brendan Magauran
Faculty Scholarship
Legalization of marijuana burdens the States with the responsibility of (a) monitoring the physical flows of marijuana through the supply chain (making sure the marijuana does not enter inter-state commerce; making sure it stays out of the hands of minors, etc.), and (b) monitoring the fiscal flows (making sure the proceeds of marijuana production do not end up in criminal hands).
The type of controls favored by the states are track and trace (TAT), or seed-to-sale (STS) systems. These systems are reasonably complex, as well as technology-intensive. Nevertheless, there are questions about whether they are adequate to the enforcement needs. …

Taxing & Zapping Marijuana: Blockchain Compliance In The Trump Administration Part 3, Richard Thompson Ainsworth, Brendan Magauran
Faculty Scholarship
This is the third of a five-part series dealing with the rescission by U.S. Attorney General Jeff Sessions of the Obama-era policy that discouraged federal prosecutors from bringing charges in all but the most serious marijuana cases.
This article focuses on cyber-attacks on the main commercial chain, and the use of a private blockchain using HyperLedger Fabric as a platform.
This fraud is a direct, criminal attack; an attack designed to destroy/corrupt records of marijuana inventory and plant tags throughout the supply chain. The attack allows legalized marijuana to escape the system and be sold on the black market. A …

Unintended Consequences Of Location Information: Privacy Implications Of Location Information Used In Advertising And Social Media, Alice Karanja, Daniel W. Engels, Ghizlane Zerouali, Ariel Francisco
SMU Data Science Review
In this paper, we identify and evaluate the privacy implications caused by ourselves sharing information on social media platforms. Each day, millions of people use Facebook, Snapchat, Instagram, Twitter, and many other social media services and applications to stay connected with friends and family. We broadcast personal information such as our names, location, occupation, spouse’s and children’s names, personal photographs and videos, and other intimate details of our everyday lives. Social media sites monetize this free exchange of personal information by capturing and mining this data and significant metadata for advertising and other revenue generation activities. As we have divulged …

Opencrimemapping.Org: An Online Tool For Visualizing Crime, Michael Crowder, Lauren Darr, Gerardo Garza, Brent Allen
SMU Data Science Review
In this paper we present a method for creating geographic visualizations of criminal incidents using open data and open-source software. The motivation for this method is to provide law enforcement agencies (LEAs) and interested citizens an affordable and relatively easy way to start analyzing geospatial data. The National Incident Based Reporting System (NIBRS) is a national standard for LEA incident reporting going into effect for all 18,000 U.S. LEAs in 2021. This project uses the Dallas Police Department's publicly available, NIBRS-style, incident data to develop a geovisual analysis tool called opencrimemapping.org.
