Grantees use an online data management system to submit data on participants served under their Vocational and Life Skills programming. We Refugees, Again, Aaron Linas
We Refugees, Again, Aaron Linas
Dissertations, Theses, and Capstone Projects
Dramatic shifts in climate have generated a new form of global displacement. These ‘climate migrants’ challenge the notion of state sovereignty by introducing a new paradigm for global responsibility. I seek to address this emerging demand of sovereignty by outlining the normative mechanisms of state institutions when encountering displaced persons. The extreme cases of disappearing island nations creates stateless population incompatible with standard liberal values of humanitarianism and border security. My claim is that current normative institutions and principles of assistance to migrating people are insufficient to manage the international crisis of climate change. To be able to aid migrants …
Uneven Policing: Low-Level Arrests During Gentrification, Fiscal Crisis, And Suburbanization, Brenden Beck
Uneven Policing: Low-Level Arrests During Gentrification, Fiscal Crisis, And Suburbanization, Brenden Beck
Dissertations, Theses, and Capstone Projects
In this dissertation, I analyze trends in low-level policing between 1990 and 2015. I explore how three contextual changes may have shaped policing during this time: gentrification, fiscal crisis, and the suburbanization of poverty and of people of color. I ask four interrelated research questions: How widely did “broken windows” policing, with its emphasis on misdemeanor arrests, diffuse? Do police make more stops and arrests in neighborhoods undergoing gentrification? Do local governments experiencing revenue shortfalls cut their criminal justice functions to save money, or do they increase them to reassert social order? Did the suburbanization of poverty and of people …

Constructing The Global Education Hub: The Unlikely Case Of Manila, Yasmin Y. Ortiga
Constructing The Global Education Hub: The Unlikely Case Of Manila, Yasmin Y. Ortiga
Research Collection School of Social Sciences
This paper investigates the creation of an unlikely education hub in Manila, Philippines, where local institutions have seen a growing number of international students from Korea, India, and the Middle East. These students seek qualifications in professions where Filipino migrants are highly represented, either to gain an advantage within their home countries or as a steppingstone towards jobs elsewhere. Drawing from current debates on ‘global cities’, this paper discusses how different actors promote Manila as an ideal destination for students by using the country’s unique position within the global market for migrant labor and its American colonial history. Here, Filipino …
The Mandatory Accreditation Of Emergency Medical Services Paramedic Programs In The United States: A Workforce Perspective, Tamantha Anne Cumbie
The Mandatory Accreditation Of Emergency Medical Services Paramedic Programs In The United States: A Workforce Perspective, Tamantha Anne Cumbie
All Theses And Dissertations
The purpose of this research study was to investigate the mandatory accreditation of paramedic initial education programs on the paramedic workforce while looking through the lens of professionalization theory and occupational closure. The study included a non-probability convenience expert sampling of the state EMS Director in each of the 48 contiguous states and yielded an 80.85% return rate. The online survey utilized dichotomous and multi-option variables and included skip logic questioning with open text boxes to allow the respondent to add explanations in their own words. The survey contained three parts, including the demographics of the leaders, workforce staffing, and …

“Everyone Gets Their First Dv Free”: Proposition 57’S Neglect Of Domestic Violence, Shivanjali A. Sewak
Penn State Law Review (2003 - Present)
Domestic violence is one of the most prevalent crimes in American society, permeating every social class, ethnic group, and political party. Some batterers, like former NFL player Ray Rice, are thrust into the spotlight when news of their battering goes public. For every incident that is reported, however, many more go unreported. This fact alone highlights the inherent danger of domestic violence. For a crime of this magnitude, the natural consequence would seem to be a lengthy prison sentence. In California, however, crimes of domestic violence are not classified as “violent” crimes under the Penal Code. The word “violence” is …
