Referendum To Overturn A 2018 Law That Replaced Money Bail System With A System Based On Public Safety Risk.
Initiatives
If this petition is signed by the required number of registered voters and timely filed, a referendum will be placed on the next statewide ballot requiring a majority of voters to approve a 2018 state law before it can take effect. The 2018 law replaces the money bail system with a system for pretrial release from jail based on a determination of public safety or flight risk, and limits pretrial detention for most misdemeanors.

Drug Possession Arrests Reported In Alaska, 1986–2017, Benjamin Ervin
AJiC Fact Sheets
This fact sheet presents data on drug sale possession arrests reported by Alaska law enforcement agencies for the 32-year period 1986 to 2017. Overall, the drug possession arrest rate plateaued be-tween 1998 and 2010, consistently declined from 2010 to 2016, and slightly increased in 2017. The lowest recorded overall drug possession arrest rate was in 1990. Rates increased from 1986 through 1998, then de-clined for all populations from 2010 to 2016. The adult and male populations drive the overall trend in arrest rates, accounting for roughly four out of every five arrestees during this 32-year period. The trend shows less …

A Culture Of Resistance: An Ethnography Of Tampa Bay’S Racial Justice Activist Community, Emily Janna Weisenberger
A Culture Of Resistance: An Ethnography Of Tampa Bay’S Racial Justice Activist Community, Emily Janna Weisenberger
USF Tampa Graduate Theses and Dissertations
Racial justice activists in Tampa Bay comprise a community and culture structured as a movement of social transformation. Data from eleven interviews and more than 100 hours of participant observation show that activists consist of a diverse array of Tampa Bay residents of varying ages, genders, sexualities, racial/ethnic identities and livelihoods. This community is best described by their beliefs and practices of ideology steeped in intersectionality and anti-capitalism, and are motivated by or empathetic to racial injustices directly experienced by them or those around them. The intention of this paper is to describe activists as they are rather than as …

Unforeseen interactions of dams and declining water availability have formed new obstacles to recovering endemic and endangered big-river fishes. During a recent trend of drying climate and declining reservoir water levels in the southwestern United States, a large waterfall has formed on two separate occasions (1989-1995 & 2001-present) in the transition zone between the San Juan River and Lake Powell reservoir because of deposited sediments. Because recovery plans for two large-bodied endangered fish species, razorback sucker (Xyrauchen texanus) and Colorado pikeminnow (Ptychocheilus lucius), include annual stockings in the San Juan River, this waterfall potentially blocks upstream …
The Forest And The Trees: What Educational Purposes Can A Course On Christian Legal Thought Serve?, Randy Beck
The Forest And The Trees: What Educational Purposes Can A Course On Christian Legal Thought Serve?, Randy Beck
Journal of Catholic Legal Studies
(Excerpt)
In this short essay, I want to consider the educational purposes a course in Christian legal thought might serve. How could having such a course in the curriculum help accomplish the goals of legal education? One can understand why a law school with a Christian identity would want to offer this sort of course. Such law schools embrace a theology that helps adherents make sense of the world, including the world of human law. The less obvious question I want to consider is why a law school that does not subscribe to a particular theological understanding of the world …
Technology And Sustainable Development, Matthew Goodlaw
Technology And Sustainable Development, Matthew Goodlaw
Culture, Society, and Praxis
How is technology effecting sustainable development? To answer this question, Goodlaw takes a step back into history to establish a context, and define what technology is and to give an idea of what the general effects of technology are. The essay offers basic definitions to frame the discussion on sustainable development and provides examples of how specific technologies are affecting specific areas of sustainable development.

A Current Assessment Of Legal Aid In Ontario, Frederick Zemans, Justin Amaral
A Current Assessment Of Legal Aid In Ontario, Frederick Zemans, Justin Amaral
Journal of Law and Social Policy
This article explores the development of legal aid services in Ontario over the past two decades. The authors find that per capita inflation-adjusted spending on legal aid services by the federal government has been in long-term decline (albeit with periodic upturns) with resulting negative impacts on access to justice for those in need of legal assistance. At the provincial level, since cuts made in the mid-1990s, financial eligibility guidelines have remained out of line with real measures of poverty, such as Statistics Canada’s low-income cut-offs, and per capita funding has only recently increased. The mix of legal aid service providers …
Perils Of Hollywood Whitewashing?: A Review Of 'Ghost In The Shell' Movie, Kosuke Mizukoshi
Perils Of Hollywood Whitewashing?: A Review Of 'Ghost In The Shell' Movie, Kosuke Mizukoshi
Markets, Globalization & Development Review
'Ghost in the Shell' was first produced as a Japanese animated film in 1995. The movie and its sequels established a cult status due to the philosophical depth in portraying the posthuman condition. It was remade as a live action Hollywood film in 2017; and this version failed at the box office. One reason had to be the “whitewashing” issue – that the female protagonist was played by a white actress in the Hollywood movie, rather than a Japanese character as in the original anime. This review essay critically discusses issues of whitewashing, racial ‘identity’, the shifting identity of the …

New York After 9/11 [Chapter: Conflict And Change], Zachary Baron Shemtob, Patrick Sweeney, Susan Opotow
New York State City & Regional
An estimated 2 billion people around the world watched the catastrophic destruction of the World Trade Center. The enormity of the moment was immediately understood, and both news coverage and history of the catastrophe quickly took on global proportions—less understood has been the effect on the locus of the attacks, New York City, not as a seat of political or economic power, but as a community; not in the days and weeks afterward, but in the months and years. This period of tumultuous change offers important insights about New York today and holds important lessons for the future. New York …

Surviving The Arab Uprisings: Political Regimes And State Responses, Hood Ahmed
Surviving The Arab Uprisings: Political Regimes And State Responses, Hood Ahmed
Theses and Dissertations
The Arab uprisings threatened authoritarian states across the Arab world with unprecedented levels of mobilization. The nature of these challenges, the states’ responses and the outcomes have been, however, markedly uneven. In accounting for this divergence, while some approaches have examined the structural preconditions for transitions, others have emphasized the impact of interactions between different political actors. This thesis draws on both approaches through examining how the state’s institutional structure shapes the opportunities and constraints of states in employing different authoritarian strategies. It examines why and how different regimes have used different authoritarian strategies to survive and stabilize. In responding …
Law, Metaphor, And The Encrypted Machine, Lex Gill
Law, Metaphor, And The Encrypted Machine, Lex Gill
Osgoode Hall Law Journal
The metaphors we use to imagine, describe, and regulate new technologies have profound legal implications. This article offers a critical examination of the metaphors we choose to describe encryption technology and aims to uncover some of the normative and legal implications of those choices. The article begins with a basic technical backgrounder and reviews the main legal and policy problems raised by strong encryption. Then it explores the relationship between metaphor and the law, demonstrating that legal metaphor may be particularly determinative wherever the law seeks to integrate novel technologies into old legal frameworks. The article establishes a loose framework …
