Donald Trump ascended to the presidency largely on the promise to protect the American people—their physical and financial security, their culture and language, even the integrity of their electoral system—against an invading foreign menace. Only extraordinary defensive measures, including “extreme vetting” of would-be immigrants, a ban on Muslims entering the United States, and a 2,000-mile-long wall along the nation’s southern border could repel the encroaching hordes. If candidate Trump’s scapegoating of unauthorized migrants and refugees was disarmingly effective, it was also eerily familiar to those of us who study the history of immigration law and policy. Motorcycle taxi services in the Philippines (locally referred to as habal-habal) has been deemed to be operating only in rural areas wherein public transportation is inadequate or is utterly absent. It is also perceived as illegal and unsafe for urban operations, especially in a conurbation like Metro Manila wherein more than 30% of recorded fatal road accidents come from motorcycles. วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาและแสวงหามาตรการทางกฎหมายเพื่อควบคุมสื่อทางเพศที่ใช้ความรุนแรง รวมทั้งศึกษาถึงแนวคิด รูปแบบ และมาตรการทางอาญาเกี่ยวกับสื่อทางเพศที่ใช้ความรุนแรงทั้งของประเทศไทยและต่างประเทศ อีกทั้งยังวิเคราะห์หลักเกณฑ์การกำหนดความผิดทางอาญาเพื่อนำมาปรับใช้กับมาตรการทางอาญาเกี่ยวกับสื่อทางเพศที่ใช้ความรุนแรงให้เหมาะสมกับบริบทของประเทศไทย จากการศึกษาพบว่าประเทศที่เปิดเสรีสื่อทางเพศมองว่าสื่อที่แสดงการกระตุ้นความต้องการทางเพศจะต้องได้รับการคุ้มครองในฐานะเสรีภาพในการแสดงออกรูปแบบหนึ่ง จึงมีการแบ่งแยกสื่อลามกออกจากสื่อทางเพศ โดยสื่อทางเพศใดที่พิจารณาแล้วว่ามีลักษณะเกินเลยไปจากขอบเขตมาตรฐานการยอมรับของสังคม เช่น มีการใช้ความรุนแรง ย่อมถือว่าเป็นสื่อลามกและเป็นข้อยกเว้นให้รัฐเข้ามาควบคุมการกระทำในทางส่วนตัวได้ เนื่องจากสื่อทางเพศที่ใช้ความรุนแรงสร้างผลร้ายแก่สังคมอย่างร้ายแรง สำหรับประเทศไทยกลับมองว่าสื่อทางเพศและสื่อลามกเป็นสิ่งเดียวกันเนื่องมาจากขอบเขตการตีความสื่อลามกกำหนดไว้ว่าสื่อที่แสดงการกระตุ้นความต้องการทางเพศแก่ผู้รับชมถือว่าเป็นสื่อลามกทั้งสิ้น ทำให้ประเทศไทยไม่มีการแบ่งแยกเนื้อหาของสื่อลามกแต่อย่างใด ผลที่ตามมาคือสื่อลามกทั่วไป (ยกเว้นสื่อลามกอนาจารเด็ก) และสื่อทางเพศที่ใช้ความรุนแรงถูกควบคุมในระดับเดียวกันภายใต้หลักห้ามการกระทำในลักษณะเปิดเผยแก่สาธารณะเท่านั้น การควบคุมสื่อทางเพศที่ใช้ความรุนแรงของประเทศไทยจึงยังไม่ครอบคลุมถึงการกระทำในทางส่วนตัวเหมือนกับประเทศที่เปิดเสรีสื่อทางเพศ ด้วยเหตุดังกล่าวผู้วิจัยเสนอแนะให้บัญญัติความผิดเกี่ยวกับสื่อทางเพศที่ใช้ความรุนแรงแยกออกจากบทบัญญัติเกี่ยวกับสื่อลามกทั่วไป โดยกำหนดความผิดเกี่ยวกับสื่อทางเพศที่ใช้ความรุนแรงครอบคลุมทั้งการกระทำในทางส่วนตัวและการกระทำในลักษณะเปิดเผยแก่สาธารณะ เพื่อเป็นการป้องกันและจัดการกับปัญหาสื่อทางเพศที่ใช้ความรุนแรงได้อย่างมีประสิทธิภาพ

Psychological evaluations are relied on by employers, professional licensing boards, and civil service commissions to make hiring and employment decisions affecting individuals, organizations, and the public. To promote best practices, these professional practice guidelines were developed for use by psychologists who perform clinical evaluations of individuals for occupational purposes, regardless of whether the evaluation is intended to obtain employment, to achieve licensure/certification, or to maintain either. This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors. Utilizing a validated risk assessment tool to predict future offending is recommended as best practices in corrections by a number of professional organizations (Latessa & Lovins, 2010). Guided by the risk-needs-responsivity model, risk assessment tools have evolved to help inform criminal justice practitioners by identifying offenders most in need of intervention or supervision, guiding the case plan to optimize outcomes (Bonta & Andrews, 2007). This research sought to understand the potential association between officer perceptions of organizational justiceand officer perceptions of body-worn cameras (BWCs). A questionnaire was administered to a convenience sample of 362 officersfrom the 750 sworn personnel from the Richmond Police Department in Richmond, VA, yielding a response rate of 91% and representing 44% of the Richmond Police Department’s sworn employees. This study extends prior work by partially replicating a previous BWC survey conducted by leading body-worn camera scholars, utilizing a large sample from an urban mid-Atlantic police department. The present study aimed to expand the knowledge base regarding incarcerated women’s experiences with violence and their mental health with the goal of identifying avenues for more tailored, compassionate responses to their mental health difficulties in both macro and direct practice contexts. To achieve this aim, a secondary data analysis was performed using data from the Survey of Inmates in State Correctional Facilities (SISCF) completed by the Bureau of Justice Statistics (BJS) in 2004. From 1998-2018, over 6,000 migrants have been found dead after attempting to cross into the United States through its southern border; most of the deaths are due to harsh environmental conditions found through the crossing areas. Migrant remains are often found with no belongings or evidence to use to identify the deceased. Forensic anthropologists, medicolegal examiners, and non-governmental organizations such as Humane Borders, Águilas del Desierto [Eagles of the Desert], and the Colibrí Center for Human Rights have worked to recover, identify, and repatriate these remains. Homelessness is a social and political issue of great importance in the United States. For every 10,000 people in the U.S. 17 are experiencing homelessness (Bishop et al. 2017). This report summarizes results from a survey administered in spring 2018 to 501(c)(3) charitable benefit nonprofit organizations across Oregon. The survey was developed by Portland State University in collaboration with the City Club of Portland’s Earthquake Report Advocacy Committee (CCERAC) and the Nonprofit Association of Oregon (NAO), following Sutton & Tierney’s (2006) and Ritchie, Tierney, & Gilbert’s (2010) classification and previous survey. Such endeavors ultimately will require substantial amounts of investment. Yet, potential investors have no way of gauging the risk associated with space mining. As the number of United States military veterans reaches above 20 million, the number of serious mental and emotional problem diagnoses, substance use disorders, as well as personal issues are also on the rise. With these diagnoses and struggles, the probability of veterans being involved in the criminal justice system increases. Currently United States veterans account for 9% of the United States population, while also accounting for 8% of the prison and 7% of the jail population.
