Incitement And Defamation In Saudi Arabia: The Case Of Human Rights Lawyer Waleed Abu Al-Khair, Javier El-Hage, Celine Assaf Boustani
ILSA Journal of International & Comparative Law
Saudi human rights lawyer and pro-democracy activist Waleed Abu Al-Khair was convicted for “inciting public opinion” and “harming the reputation of the King.” As a result, he is currently serving a fifteen-year prison sentence in the Kingdom of Saudi Arabia. This Article analyzes Abu Al-Khair’s criminal conviction under international law, with a focus on the universal standard for the protection of freedom of expression. Specifically, this article explores international law rules that call for narrow constructions of the offenses of “incitement” and “defamation” under domestic law when dealing with public figures and public affairs. Portions of this paper have been …

Measuring The Impact Of Gun Violence On South Carolina Emergency Departments, Roxanne Renee Johnson
Measuring The Impact Of Gun Violence On South Carolina Emergency Departments, Roxanne Renee Johnson
MUSC Theses and Dissertations
Gun violence is a significant problem across the United States, and the economic impact of gun violence in South Carolina is not well understood. There has been a historical policy- driven trend to limit research on gun violence. Therefore, few empirical studies have been done to examine this problem. In order to determine the impact of gun violence on the healthcare utilization and cost resulting from gunshot wounds and injuries, ICD codes for state-level billing data were used to enable an estimation of county specific cost associated with gun violence. Federal laws exist on background check requirements although, state laws …

Repealing No-Fault Divorce Would Harm Survivors Of Domestic Violence In Texas, Judge Elmo B. Hunter Legal Center For Victims Of Crimes Against Women
Repealing No-Fault Divorce Would Harm Survivors Of Domestic Violence In Texas, Judge Elmo B. Hunter Legal Center For Victims Of Crimes Against Women
Hunter Center Publications
For the past two legislative sessions, the Texas Legislature has explored the repeal of no-fault divorce in the state. This paper explains why such action would be detrimental to the more than five million survivors of domestic violence in Texas. Briefly stated, requiring proof of fault in order to obtain a divorce imposes financial burdens that trap victims in abusive relationships and increases the risk of harm and lethality.
The economic impacts of repealing unilateral no-fault divorce will adversely affect not only victims of domestic violence but also the State of Texas itself. By its nature, fault-based divorce is significantly …
Differential Treatment Outcome Factors For Custodial And Noncustodial Mental Health Care Programs, Sheila Fay Waters
Differential Treatment Outcome Factors For Custodial And Noncustodial Mental Health Care Programs, Sheila Fay Waters
Walden Dissertations and Doctoral Studies
Researchers have suggested that jails and prisons in the United States are becoming the new mental health clinics, contributing to the phenomenon of mass incarceration and costing upwards of $15 billion per year in public revenue. The problem is no conclusive evidence exists that treatment in these custodial environments is more effective than that provided by noncustodial programs; especially for substance users. Additionally, the continuing incarceration of people with mental health problems by the hundreds of thousands poses a difficult ethical dilemma regarding why this population does not receive noncustodial or hospital treatment instead. The study addressed the research question …
