Minnesota Dentists’ Opinion Of The Dental Therapy Workforce Model, Marguerite J. Rogers 4435350 Apr 2018

Minnesota Dentists’ Opinion Of The Dental Therapy Workforce Model, Marguerite J. Rogers 4435350

Dental Hygiene ETDs

The state of Minnesota developed the dental therapy workforce model to help alleviate the disparity in access to dental care. Despite success in other countries and acceptance by other professional organizations in the United States, some dentists continue to oppose this workforce model. The purpose of this study was to quantify Minnesota dentists’ attitudes regarding the utilization of dental therapists in that state. A survey was constructed that queried dentists’ opinion on dental therapists performing irreversible procedures and dental therapists alleviating the disparity in access to dental care. A stratified random sample of 1,000 dentists were invited to participate in …

Naval Power For A New American Century, Roger W. Barnett

Naval War College Review

Today, with the free use of the sea, the air over the sea, space, and cyberspace; with the power of information superiority enabled by networking; with long-range precision weapons; with the development of new, abundant, and affordable sensors to illuminate the future battlespace; and with the techniques of information warfare, navies are far more able than ever before to influence events ashore rapidly, directly, and decisively.

Wonder Women: How Race And Gender Influenced News Coverage In The 2017 New Orleans And Atlanta Mayoral Elections, Sirdaria I. Williams

LSU Master's Theses

The few research studies that explore the media’s coverage of female and or minority candidates have primarily been limited to mix gender elections. Not much attention has been given to what coverage of elections featuring all female candidates looks like. Do atypical candidates lead to atypical coverage? To expand this area of research, this study examines local newspaper’s coverage in mayoral runoff elections. This study’s exploration of how the media portrays candidates running in all female races relies on a content analysis of the two cities examined primary newspapers. The findings from this study are varied and complex. The findings …

Understanding The Experiences And Perceptions Of Specialty Mental Health Probation Officers, Brice Terpstra Apr 2018

Understanding The Experiences And Perceptions Of Specialty Mental Health Probation Officers, Brice Terpstra

Theses and Dissertations

Over the last two decades, specialty mental health probation caseloads have become increasingly common – focusing on offenders with serious mental illness (SMI). Scholars have examined overall effectiveness, the organization and design of these programs, and the differences between standard probation and specialty probation. Less attention, however, has been placed on examining how the officers supervising these SMI caseloads perceive their roles as specialty mental health probation officers and how discretion impacts their caseload management. In the current study semi-structured interviews were conducted with a complete census of 24 SMI caseload probation officers and supervisors in Maricopa County, Arizona over …

Career Advancement Experiences Of Female Faculty Across African, Latinx, And Asian Diasporas In Athletic Training Education Programs: The Impact Of Workplace Microaggressions And Mentorship, Carrie Graham Apr 2018

Career Advancement Experiences Of Female Faculty Across African, Latinx, And Asian Diasporas In Athletic Training Education Programs: The Impact Of Workplace Microaggressions And Mentorship, Carrie Graham

Doctoral Dissertations

In the past 10 years, diversity among students pursuing athletic training has increased significantly. However, diversity among athletic training education program faculty, particularly females across African, Latinx, and Asian Diasporas (ALA Diasporas), lags student diversity. Diverse females are underrepresented among tenured faculty and have fewer opportunities for program leadership positions. To understand career advancement of diverse female faculty in athletic training education programs, I posed two research questions: What are the career advancement experiences of female faculty across African, Latinx, and Asian Diasporas working in athletic training education programs? And, how do they engage with mentors to support their career …

U.S. Coast Guard Health Services Respondersin Maritime Homeland Security, Arthur J. French, Joe Direnzo Iii, Chris Doane Apr 2018

U.S. Coast Guard Health Services Respondersin Maritime Homeland Security, Arthur J. French, Joe Direnzo Iii, Chris Doane

Naval War College Review

Unlike most other federal agencies, the Coast Guard is a true first-response organization, with statutory authority and responsibilities that allow re- sponses following a disaster without waiting for a Stafford Act declaration of state request for assistance. This ability and expectation have been lauded in the public press critiques of the government’s response to Hurricane Katrina. As an agency within the Department of Homeland Security, the lead federal department for responses to terrorism and natural disasters, the Coast Guard must maintain capabilities to respond to terror- ism and all-hazard incidents in the maritime and coastal regions.

Protecting Discretion: Judicial Interpretation Of The Discretionary Function Exception To The Federal Tort Claims Act, Donald N. Zillman University Of Maine School Of Law

Maine Law Review

In 1996 the Federal Tort Claims Act turns fifty. Few statutes reach the half-century mark only slightly amended and with their primary purposes still intact. The Federal Tort Claims Act is one such rare statute. The purpose of the Federal Tort Claims Act (FTCA) was to make the United States liable for the torts of its employees committed in the scope of their employment. Today that sounds commonplace. Half a century ago, however, a considerable legislative effort was needed to overturn the doctrine of sovereign immunity that forbade the recovery of tort damages against the United States. Congress's rejecting sovereign …

Department Of Corrections V. Superior Court: Hear No Evil, Aaron T. Morel

Maine Law Review

On December 9, 1991, professional ethical and moral considerations prompted heated litigation in Department of Corrections v. Superior Court. Justice Donald G. Alexander of Maine's Superior Court displayed considerable foresight while sentencing two borderline mentally retarded child sex offenders. Although both defendants had committed repugnant crimes, Justice Alexander anticipated that they would be subjected to impermissible abuse if incarcerated in the Department of Corrections. He believed that preventive measures were necessary to ensure the safety of the defendants being sentenced and to avoid the potential that conditions of their incarceration would amount to cruel and unusual punishment. Justice Alexander subsequently …

The Long-Standing Requirement That Delegations Of Land Use Control Power Contain "Meaningful" Standards To Restrain And Guide Decision-Makers Should Not Be Weakened, Orlando E. Delogu, Susan E. Spokes Apr 2018

The Long-Standing Requirement That Delegations Of Land Use Control Power Contain "Meaningful" Standards To Restrain And Guide Decision-Makers Should Not Be Weakened, Orlando E. Delogu, Susan E. Spokes

Maine Law Review

Some forty years ago, a leading land use scholar noted that “it has always been recognized that it is an essential part of the judicial function to watch over the parochial and exclusionist attitudes and policies of local governments, and to see to it that these do not run counter to national policy and the general welfare.” Maine courts by and large have discharged this judicial function by consistently striking down unauthorized and overreaching local governmental land use decisions. Several recent cases, however, cast doubt on the Law Court's continuing commitment to guard against the parochial instincts of local land …

High Referral Rate For Vpso-Assisted Sex Assault Cases, Myrstol A. N/A

Vols 31-36 (2014-2019)

This article reports findings from a recent study examining the impact of Alaska’s Village Public Safety Officer (VPSO) program on the criminal justice response to sexual abuse of a minor (SAM) and sexual assault (SA) cases closed by the Alaska State Troopers (AST) between January 1, 2008 and December 31, 2011 in western Alaska. The study found that the likelihood that a sexual assault or sexual assault of a minor case will be accepted for prosecution in western Alaska is enhanced when VPSOs are first responders. [This article also appeared on p. 1–4 of the Spring 2018 print edition.]

Sequential Intercept Model: Framework For A ‘Wicked Problem’, Pamela Cravez

Vols 31-36 (2014-2019)

The Sequential Intercept Model offers conceptual points at which a person with serious mental illness could be diverted from the criminal justice system and into community-based treatment. This article reviews the 2015 book "The Sequential Intercept Model and Criminal Justice" (New York: Oxford University Press), which looks at the success of programs along the intercept continuum. A workshop on the model sponsored by the Alaska Department of Corrections will be held in Anchorage in May 2018.
