State, Local, And Regional Issues In Cybersecurity: Symposium Introduction, Justin (Gus) Hurwitz Jan 2017

State, Local, And Regional Issues In Cybersecurity: Symposium Introduction, Justin (Gus) Hurwitz

Nebraska Law Review

Cybersecurity is one of the more difficult and urgent issues of the day. It is an issue that touches almost every aspect of modern life. Recent years have seen major cybersecurity incidents affect national security, our political process, major government institutions, companies of every size throughout our economy, critical infrastructure, banking, consumer electronics, and, of course, consumers themselves. Examples of each of these feature so prominently in the news that they barely need citation: OPM, Sony, Target, concerns about the 2016 election, disclosure of NSA hacking tools, attacks on the banking sector’s SWIFT network, ransomware attacks against hospitals, DDoS attacks …

The Little Big Genome: The Organization Of Mitochondrial Dna, Iraselia Garcia, Edith Jones, Manuel Ramos, Wendy Innis-Whitehouse, Robert Gilkerson Jan 2017

The Little Big Genome: The Organization Of Mitochondrial Dna, Iraselia Garcia, Edith Jones, Manuel Ramos, Wendy Innis-Whitehouse, Robert Gilkerson

School of Medicine Publications

The small (16,569 base pair) human mitochondrial genome plays a significant role in cell metabolism and homeostasis. Mitochondrial DNA (mtDNA) contributes to the generation of complexes which are essential to oxidative phosphorylation (OXPHOS). As such, mtDNA is directly integrated into mitochondrial biogenesis and signaling and regulates mitochondrial metabolism in concert with nuclear-encoded mitochondrial factors. Mitochondria are a highly dynamic, pleiomorphic network that undergoes fission and fusion events. Within this network, mtDNAs are packaged into structures called nucleoids which are actively distributed in discrete foci within the network. This sensitive organelle is frequently disrupted by insults such as oxidants and inflammatory …

High-Impact Practices In Anthropology: Creating A Bridge Between Liberal Arts And Neoliberal Values, Susan Kirkpatrick Smith, Brandon D. Lundy, Cheyenne Dahlmann

Faculty Articles

Neoliberal values are dramatically affecting higher education in the United States, with a focus on running these institutions as businesses and molding students into productive workers. This shift toward training and away from traditional liberal arts education at U.S. universities and colleges has occurred even as studies demonstrate that the ability to adapt in a rapidly evolving marketplace promotes long-term professional success. While neoliberalism and traditional liberal arts education are often seen as antithetical, we show how one anthropology program has combined these values into pedagogical practice through a select subset of high impact practices to improve academic outcomes for …

A Grid-Based Approach To Localization For Robotics Applications, Larry Carlton Reaves Jan 2017

A Grid-Based Approach To Localization For Robotics Applications, Larry Carlton Reaves

Graduate Theses, Dissertations, and Problem Reports (ETD)

From robotic probes on Mars to self driving cars here on Earth, the process of moving around the planet begins with localization. Before an autonomous vehicle can decide where to go, it must first determine where it is and what obstacles may be nearby. By using various sensors, an autonomous platform can gather the data it needs to identify its position and orientation within its surroundings. This position and orientation is known as the pose of the robot. In this report, we will review a particle filter based algorithm for localizing an autonomous mining robot in a known 2D map. …

Observation Of D^{0}→Ρ^{0}Γ And Search For Cp Violation In Radiative Charm Decays, T. Nanut Et Al., D. Joffee, Ratnappuli L. Kulasiri Jan 2017

Observation Of D^{0}→Ρ^{0}Γ And Search For Cp Violation In Radiative Charm Decays, T. Nanut Et Al., D. Joffee, Ratnappuli L. Kulasiri

Faculty Articles

We report the first observation of the radiative charm decay D0→ρ0γ and the first search for CP violation in decays D0→ρ0γ, ϕγ, and ¯K*0(892)γ, using a data sample of 943 fb−1 collected with the Belle detector at the KEKB asymmetric-energy e+e− collider. The branching fraction is measured to be B(D0→ρ0γ)=(1.77±0.30±0.07)×10−5, where the first uncertainty is statistical and the second is systematic. The obtained CP asymmetries ACP(D0→ρ0γ)=+0.056±0.152±0.006, ACP(D0→ϕγ)=−0.094±0.066±0.001, and ACP(D0→¯K*0γ)=−0.003±0.020±0.000 are consistent with no CP violation. We also present an improved measurement of the branching fractions B(D0→ϕγ)=(2.76±0.19±0.10)×10−5 and B(D0→¯K*0γ)=(4.66±0.21±0.21)×10−4.

Statistical Shape And Intensity Modeling Of The Shoulder, Irene Sintini Jan 2017

Statistical Shape And Intensity Modeling Of The Shoulder, Irene Sintini

Electronic Theses and Dissertations

Anatomical variability in the shoulder is inherently present and can influence healthy and pathologic biomechanics and ultimately clinical decision-making. Characterizing variation in bony morphology and material properties in the population can support treatment and specifically the design, via shape and sizing, of shoulder implants. Total Shoulder Arthroplasty (TSA) is the treatment of choice for glenohumeral osteoarthritis as well as bone fracture. Complications and poor outcomes in TSA are generally influenced by the inability of the implant to replicate the natural joint biomechanics and by the bone quality around the fixation features. For this reason, knowledge of bony morphology and mechanical …

Thrombectomy 6 To 24 Hours After Stroke With A Mismatch Between Deficit And Infarct, Raul G. Nogueira, Ashutosh P. Jadhav, Diogo C. Haussen, Alain Bonafe, Ronald J. Budzik, Parita Bhuva, Dileep R. Yavagal, Christophe Cognard, Ameer E. Hassan, Wondwossen G. Tekle Jan 2017

Thrombectomy 6 To 24 Hours After Stroke With A Mismatch Between Deficit And Infarct, Raul G. Nogueira, Ashutosh P. Jadhav, Diogo C. Haussen, Alain Bonafe, Ronald J. Budzik, Parita Bhuva, Dileep R. Yavagal, Christophe Cognard, Ameer E. Hassan, Wondwossen G. Tekle

School of Medicine Publications

Background The effect of endovascular thrombectomy that is performed more than 6 hours after the onset of ischemic stroke is uncertain. Patients with a clinical deficit that is disproportionately severe relative to the infarct volume may benefit from late thrombectomy.

Methods We enrolled patients with occlusion of the intracranial internal carotid artery or proximal middle cerebral artery who had last been known to be well 6 to 24 hours earlier and who had a mismatch between the severity of the clinical deficit and the infarct volume, with mismatch criteria defined according to age (<80 years or ≥80 years). Patients were randomly assigned to thrombectomy plus standard care (the thrombectomy group) or to standard care alone (the control group). The coprimary end points were the mean score for disability on the utility-weighted modified Rankin scale (which ranges from 0 [death] to 10 [no symptoms or disability]) and the rate of functional independence (a score of 0, 1, or 2 on the modified Rankin scale, which ranges from 0 to 6, with higher scores indicating more severe disability) at 90 days.

Results A total of 206 patients …

Interhospital Transfer Before Thrombectomy Is Associated With Delayed Treatment And Worse Outcome In The Stratis Registry (Systematic Evaluation Of Patients Treated With Neurothrombectomy Devices For Acute Ischemic Stroke), Michael T. Froehler, Jeffrey L. Saver, Osama O. Zaidat, Reza Jahan, Ameer E. Hassan

School of Medicine Publications

BACKGROUND: Endovascular treatment with mechanical thrombectomy (MT) is beneficial for patients with acute stroke suffering a large-vessel occlusion, although treatment efficacy is highly time-dependent. We hypothesized that interhospital transfer to endovascular-capable centers would result in treatment delays and worse clinical outcomes compared with direct presentation.

METHODS: STRATIS (Systematic Evaluation of Patients Treated With Neurothrombectomy Devices for Acute Ischemic Stroke) was a prospective, multicenter, observational, single-arm study of real-world MT for acute stroke because of anterior-circulation large-vessel occlusion performed at 55 sites over 2 years, including 1000 patients with severe stroke and treated within 8 hours. Patients underwent MT with or …

Taxation Without Information: The Institutional Foundations Of Modern Tax Collection, Wei Cui Jan 2017

Taxation Without Information: The Institutional Foundations Of Modern Tax Collection, Wei Cui

All Faculty Publications

A prominent strand of recent economic and legal scholarship hypothesizes that third-party information reporting (TPIR) is essential to modern tax collection. The slogan, “no taxation without information,” has captured researchers’ imagination and is even often presented as self-evident truth. This Article offers a fundamentally different perspective, arguing that the emphasis on TPIR is misplaced. TPIR is used largely in the collection of the personal income tax but not of many other types of modern taxes. Even for the personal income tax, TPIR also has close substitutes which do not involve information transmission to the government. Theoretically, the appeal to TPIR …

Henry V. British Columbia: Still Seeking A Just Approach To Damages For Wrongful Conviction, Emma Cunliffe

All Faculty Publications

Henry v. British Columbia (Attorney General) was the first case in which a claimant sought damages under section 24(1) of the Canadian Charter of Rights and Freedoms for breaches of rights that led to a wrongful conviction and imprisonment. In its 2015 decision, the Supreme Court of Canada clarified the criteria for the award and quantum of such damages. In June 2016, Hinkson C.J.S.C. awarded $8,086,691.80 in damages to Ivan Henry in compensation, special damages and “to serve both the vindication and deterrence functions of s. 24(1) of the Charter”.

In this article, I describe the events that led to …

Analysis Of Multi-Resolution Data Aggregation Using Push-Assisted Random Walks In Mobile Ad-Hoc Network (Manet), Sowmya Srinivasapura Devaraja

Graduate Theses, Dissertations, and Problem Reports (ETD)

ABSTRACT Analysis of Multi-Resolution Data Aggregation using Push-assisted Random Walks in Mobile Ad-hoc Networks (MANETs) Sowmya Srinivasapura Devaraja Data Aggregation in Mobile Ad-hoc Network (MANET) has proven challenging because of changing topology. Structure-based models like tree-based, cluster-based and chain-based have high maintenance cost. In earlier works, different forms of biased random walks have been verified to be effective without need for structure maintenance. The key idea in the protocol was to use one or more tokens that are circulated using biased random walks to effectively compute the data aggregation. One such protocol is EZ-AG that uses "Push-assisted Self-Repelling Random Walks". …

Extending The Utilization Of Real Time Data For Pressure Transient Analysis., Jummanh Eyad Aldiwan

Graduate Theses, Dissertations, and Problem Reports (ETD)

Owing to the gradual fall in prices and the constant increase in reliability of Permanent Down-hole Measurement System (PDHMS), its installation has tremendously grown in number over the recent years. The advantages of this venture, however, can only be achieved when it is improved to a source for reservoir characterization from mere surveillance and monitoring. This study evaluates workflows and systems that have been installed to change the enormous amounts of data, such as temperature, flow rate and pressure, into practicable information to enhance field performance and development. In addition to using data from real cases from intelligent fields (I-Field) …

Rehabilitation Of Deteriorated Timber Piles With Fiber Reinforced Composite Wrap Systems, John William Harper

Graduate Theses, Dissertations, and Problem Reports (ETD)

Fiber reinforced polymer (FRP) composite wraps have been used for timber pile repair, but there is a lack of empirical data for the development of design guidelines and strengthening equations. To address this need, this study evaluated both the bond and compressive strength of four FRP wrap systems on whole timber piles. Wrap systems evaluated used glass fabric with epoxy, polyurethane, and phenol formaldehyde resins. Bond strengths were evaluated through push-out and pull-off bond testing data on new (unused) treated timber. The push-out test evaluated the bond strength of the wraps on timber by applying axial loads on wrapped (6" …

This project focused on highly impacted streams at Turnbull National Wildlife Refuge, Cheney, WA to evaluate the health status and ecosystem integrity of the water bodies. Turnbull National Wildlife Refuge contains over 3,000 acres of wetlands, and provides high quality habitat for migrating and breeding waterfowl. However, these wetlands are impacted by both high nutrient levels (Davidson and Rule 2006) and invasive fish (Scholz et al. 2003). This project focused on stream sections of the Company Ditch (CD) and Pine Draw (PD) watersheds. Company Ditch historically had very high nutrient levels and low water quality. Water quality may be improving …

An Observational Study Of Ticks On The 30 Acre Lake Trail At Turnbull National Wildlife Refuge, Robert E. Shadix Jr. Jan 2017

An Observational Study Of Ticks On The 30 Acre Lake Trail At Turnbull National Wildlife Refuge, Robert E. Shadix Jr.

EWU Masters Thesis Collection

Ticks are known carriers of bacterial pathogens that cause diseases in humans and other mammals. Hosts (mice, chipmunks, rabbits, deer, and elk) must be in the tick’s questing range to fulfill the life cycle. The questing range depends on the life stage of the tick, vegetation, and host accessibility. Mammal densities directly affect the number of questing ticks observed in the environment. The 30 Acre Lake Trail site was selected for this study due to the high density of Dermacentor species ticks observed in past studies and the only known site of Rickettsia rickettsii pathogen isolated from ticks on the …

Examining Fears Of Compassion As A Potential Mediator Between Shame And Anger, Tiffany Whetsel Jan 2017

Examining Fears Of Compassion As A Potential Mediator Between Shame And Anger, Tiffany Whetsel

EWU Masters Thesis Collection

To date, there is a great deal of research supporting the correlation between experiences of shame and struggles with clinical anger. What has received less attention is the nature of this relationship. The current study sought to explore the nature of shame’s correlation to clinical anger by analyzing fears of compassion—the reluctance or inability to experience compassion for others, to accept compassion from others, and fear of directing compassion to the self. It was hypothesized that fears of compassion would function as a mediating variable between shame and anger. Participants were administered self-report questionnaires measuring levels of anger, shame, fear …
