Executive Summary:
The McKinney-Vento Homeless Assistance Act was passed in 1987 as the first landmark legislation to combat the national homelessness epidemic. Since its inception, the McKinney- Vento Act has been amended six different times. The McKinney-Vento Act has failed to address the causes of homelessness and provide adequate funding for public school districts across the country to meet the growing demands of the homeless youth population.

Field experiences have demonstrated that power semiconductor devices, such as insulated-gate bipolar transistors (IGBTs), are among the most fragile components of power electronic converters. Thermomechanical stresses produced by temperature variations during operational and environmental loads are the major causes of IGBT degradation. As the devices are often operated under complex working conditions, temperature variations and the associated damage are difficult to predict during the converter design stage. A promising approach—online health monitoring and prognosis for power semiconductor devices—that can avoid device failure and effectively schedule maintenance has attracted much interest.

Digital Steganography continues to evolve today, where steganographers are constantly discovering new methodologies to hide information effectively. Despite this, steganographic attacks, which seek to defeat these techniques, have continually lagged behind. The reason for this is simple: it is exceptionally difficult to defeat the unknown. Most attacks require prior knowledge or study of existing techniques in order to defeat them, and are often highly specific to certain cover media. These constraints are impractical and unrealistic to defeat steganography in modern communication networks. This Article discusses the implications of Heritage Resources, Hyder, and several Louisiana cases on the “post-production costs” issue in gas royalty clauses, as well as the fate of implied covenants in the shale era. To better understand that issue, this Article first provides a background on the interaction of express lease clauses and the doctrine of implied covenants. This discussion reveals that implied covenants are relegated to a minor role in light of extensive express clauses in Shale Era leases because courts frequently view express or “plain” terms as barring implied covenants. The Repercussions Of Concussions In Youth Football Leagues: An Analysis Of Texas’S Concussion Law And Why Reform Is Necessary., Taylor Adams
The Scholar: St. Mary's Law Review on Race and Social Justice
Texas’s state concussion law, known as Natasha’s Law, does not reflect a comprehensive safety standard that affords protection to athletes of every age and at every level of play. Because uniform concussion standards fall outside the purview of the federal government, the responsibility is left to Texas to implement, amend, and regulate laws on youth athletic competitions. Natasha’s Law implements an immediate removal policy from practice or a game when a student-athlete exhibits signs of a concussion. Nonetheless, Natasha’s law falls short because it limits coverage to only school sponsored practices, competitions and interscholastic activity, and negates coverage for recreational …

OBJECTIVE: To validate the pediatric Patient-Reported Outcomes Measurement Information System short forms (PROMIS-SFs) in childhood-onset systemic lupus erythematosus (SLE) in a clinical setting.
METHODS: At 3 study visits, childhood-onset SLE patients completed the PROMIS-SFs (anger, anxiety, depressive symptoms, fatigue, physical function-mobility, physical function-upper extremity, pain interference, and peer relationships) using the PROMIS assessment center, and health-related quality of life (HRQoL) legacy measures (Pediatric Quality of Life Inventory, Childhood Health Assessment Questionnaire, Simple Measure of Impact of Lupus Erythematosus in Youngsters [SMILEY], and visual analog scales [VAS] of pain and well-being). Purpose--Emotion plays a significant role in both institutional and individual investors' decision-making process. Emotions affect the perception of risk and the assessment of monetary value. However, there is a lack of empirical evidence available that addresses how investors' emotions affect commodity market returns. The purpose of this paper is to investigate whether media-based emotions can be used to predict future commodity returns.

Twenty-nine states and three US territories offer medical marijuana prescriptions for their citizens, with others considering such. Some of these states make it a violation to terminate an employee for medical marijuana use. Federal laws make any marijuana possession or use a crime, and in some instances, require a drug-free workplace. Should employers enforce drug screening rules, or relax their standards and permit employees with prescriptions for medical marijuana to test positive provided work product is not affected? The Prison Litigation Reform Act (PLRA) enacted in 1996 as part of the Newt Gingrich “Contract with America,” is now as old as many prisoners. In the year after the statute’s passage, some commenters labeled it merely “symbolic.” In fact, as was evident nearly immediately, the PLRA undermined prisoners’ ability to bring, settle, and win lawsuits. The PLRA conditioned court access on prisoners’ meticulously correct prior use of onerous and error-inviting prison grievance procedures. It increased filing fees, decreased attorneys’ fees, and limited damages. It subjected injunctive settlements to the scope limitations usually applicable only to litigated injunctions. It made …

Any attempt to comprehensively analyse the enforcement of corporate law and securities regulation is difficult, not only because there are so many distinct national systems in play, but also because, we need to examine both formal enforcement mechanisms and the way in which such mechanisms are applied in practice. If nothing else, the expert analyses presented in the foregoing chapters of this book confirm that with respect to enforcement issues a rather large gap does exist between what Roscoe Pound memorably called ‘law in books’ and ‘law in action’.

Tomato is rated the second most important horticultural crop after potato in most parts of the world. However, its cultivation is threatened by infestations of Tuta absoluta (Lepidoptera: Gelechiidae). The pest originated from South America and is now invading fields and greenhouse production sites in the world. Tuta absoluta was first officially reported in Kenya in March 2014 at Isiolo and has spread to all parts where tomato is grown. Tsetse flies are the sole vectors of Human African trypanosomiasis (sleeping sickness) and Animal African trypanosomiasis (Nagana). The insect is attracted to its suitable hosts through external signals which are perceived by olfactory receptors (ORs); thus representing the basis of transmission of the disease to thousands of people and millions of livestock. Rodents are one of the major postharvest pests that affect food security by impacting on both food availability and safety. However, knowledge of the impact of rodents in on-farm maize storage systems in Kenya is limited. A survey was conducted in 2014 with a total of 630 farmers spread across the six maize growing agro-ecological zones (AEZs) to assess postharvest losses magnitudes in on-farm maize storage systems in Kenya, and the contribution of rodents to the losses. First, it introduces the Nuclear Power-Related Damage Claim Resolution Center, established in 2011 to handle disputes arising out of the March 2011 meltdown at the Fukushima Daiichi nuclear power plant. After first examining the genesis of that Center, this paper describes its structure and roles and discusses its performance, including the challenges it has faced and the accomplishments it has achieved. This essay begins to unpack the complex, sometimes contradictory relationship between privacy and vulnerability. I begin by exploring how the law conceives of vulnerability — essentially, as a binary status meriting special consideration where present. Recent literature recognizes vulnerability not as a status but as a state — a dynamic and manipulable condition that everyone experiences to different degrees and at different times. I then discuss various ways in which vulnerability and privacy intersect.
