This is the 2017 annual report of Instruction Matters: Purdue Academic Course Transformation (IMPACT). IMPACT was created in 2010, and is a large collaborative initiative on the Purdue West Lafayette campus involving multiple key partners across campus including the Office of the Provost, Center for Instructional Excellence (CIE), Information Technologies at Purdue (ITaP), Purdue Libraries, the Evaluation and Learning Research Center (ELRC), and Digital Education. The purpose of this study was to test whether increasing the relevancy of course assignments in a large multi-section introductory public speaking course would lead to improvements in student perceptions of course outcomes. Survey responses from 1,878 students were analyzed to test whether differences exist between students enrolled in classes held during the Spring 2015 semester and those enrolled in classes held in Fall 2015 during which the more relevant course assignments were incorporated. Results reveal that increasing the relevancy of assignments is associated with greater perceived course relevance, motivation for participating in the class, and perceptions of learning. This …

In 2008, the United States experienced an economic crisis that ultimately caused it to take a step back from its involvement in the Caribbean, in particular. This vacuum left by the United States was swiftly filled by China, which shifted the balance of power in the region and provided China a strategic foothold. This event allowed China to expand its influence, as well as challenge US interests through the use of soft power such as trade and investments in infrastructure. This paper looks at the relationships between alcohol consumption and the impulse buying behaviors of college students. The first section of the study looks at what categories of products are most commonly purchased whilst each student is under the influence of alcohol. The criteria for classing something as an impulse purchase in this section is that you can’t have previously planned on buying the product, and/or you end up spending more than you initially intended, whilst you are under the influence. We found that food, more alcohol, and gifts for others were the top three categories in this section. The …

(Wp 2017-02) The Great Recession And Public Education, William N. Evans, Robert M. Schwab, Kathryn L. Wagner

We examine the impact of the Great Recession on K-12 education finance and employment and generate five key results. First, nearly 300,000 school employees lost their jobs. Second, schools that were heavily dependent financially on state governments were particularly vulnerable to the recession. Third local revenues from the property tax actually increased during the recession, primarily because millage rates rose in response to declining property values. Fourth, inequality in school spending rose sharply during the Great Recession. Fifth, the federal government’s efforts to shield education from some of the worst effects of the recession achieved their major goal.

(Wp 2017-01) The Continuing Relevance Of Keynes's Philosophical Thinking: Reflexivity, Complexity, And Uncertainty, John B. Davis

This paper explains the continuing relevance of Keynes’s philosophical thinking in terms of his anticipation of complexity thinking in economics. It argues that that reflexivity is a central feature of the philosophical foundations of complexity theory, and shows that Keynes employed an understanding of reflexivity in both his philosophical and economic thinking. This argument is first developed in terms of his moral science conception of economics and General Theory beauty contest analysis. The paper advances a causal model that distinguishes direct causal relationships and reflexive feedback channels, uses this to distinguish Say’s Law economics and Keynes’s economics, and explains the …

In Walker v. Texas Division, Sons of Confederate Veterans, Inc., the Court extended its previous holding in Pleasant Grove City, Utah v.Summum that a city’s donated park monuments were government speech to the privately proposed designs that Texas accepts and stamps onto its specialty license plates. The placement of the program into the new doctrinal category is significant because the selection criteria for government–private speech combinations that produce government speech are “exempt from First Amendment scrutiny.” By contrast, when the government selects private speakers to participate in a private speech forum, its criteria must be reasonable in light of the …

In Salman v. United States, the Supreme Court granted certiorari to resolve a conflict with United States v. Newman as to when corporate insiders receive sufficient personal benefit from making gifts of inside information to make the tip and consequent trade illegal. This Essay explores an overlooked aspect of these cases, the “daisy chain problem,” which involves how the personal benefit element for illegal tipping applies to the subsequent tips that occur when the recipient of information from the corporate insider, in turn, passes the information on to others. This essay, written for a symposium on insider trading in the Washington University Journal of Law and Policy, explores the different paths taken by the United States and the European Union with respect to who is subject to the prohibition on insider trading. After providing an overview of the difference between the U.S. and the E.U. prohibition, the essay explores the different outcomes that would occur under U.S. versus E.U. law in several high profile insider trading cases of recent years. A raft of legislative proposals introduced in the Knesset over the last several years has raised the specter of Israeli annexation of additional West Bank territory. One bill would provide for nearly automatic application of new Knesset legislation to Israelis residing in the West Bank. A second would authorize the expropriation under certain circumstances of privately-owned Palestinian land for incorporation into Israeli settlements, extending the Knesset's reach to the regulation of West Bank land use by non-Israelis. A third, entitled the Maale Adumim Annexation Law, provides for the full application of Israeli law in Israel's largest West Bank settlement, as …

Students with disabilities experience numerous challenges and risks, including from bullying and other forms of violence, lower overall physical activity and difficulties stemming from accessibility issues. They are also more prone to a sedentary lifestyle, which can lead to chronic health issues. Students with physical disabilities are more likely to engage in risky behaviors than students without disabilities, and also demonstrate decreased protective factors. In 2015, 11.3% of New Mexico high school students had a physical disability or long-term illness.

This multiple case study investigated characteristics of six elementary schools in New York State with statistically significant better performance outcomes among their English language learner (ELL) students. Through documentary evidence, classroom observations, and interviews with students, teachers, and administrators, a system-wide approach to adaptations that benefit ELL students was identified. These adaptations were evident in: (a) school cultures that embrace ideals of equity of opportunity and celebrate diversity; (b) school climates that evoke a sense of safety and welcome; and (c) processes and practices that support advocacy for ELLs and their families. Equity Index Universal Life (EIUL) is a variation of whole life insurance which carries a death benefit component and a cash value component. The popularity of EIUL has been growing quickly in recent years because of its promised downside protection and upside potential. However, its long-term viability can’t be directly verified since no public data of EIUL is available to check its historical performance. This paper models the stock market return, interest rate and other market variables simultaneously to simulate the potential future returns of EIUL under different scenarios. The McKinney-Vento Homeless Assistance Act was passed in 1987 as the first landmark legislation to combat the national homelessness epidemic. Since its inception, the McKinney- Vento Act has been amended six different times. The McKinney-Vento Act has failed to address the causes of homelessness and provide adequate funding for public school districts across the country to meet the growing demands of the homeless youth population.

Field experiences have demonstrated that power semiconductor devices, such as insulated-gate bipolar transistors (IGBTs), are among the most fragile components of power electronic converters. Thermomechanical stresses produced by temperature variations during operational and environmental loads are the major causes of IGBT degradation. As the devices are often operated under complex working conditions, temperature variations and the associated damage are difficult to predict during the converter design stage. A promising approach—online health monitoring and prognosis for power semiconductor devices—that can avoid device failure and effectively schedule maintenance has attracted much interest.

Digital Steganography continues to evolve today, where steganographers are constantly discovering new methodologies to hide information effectively. Despite this, steganographic attacks, which seek to defeat these techniques, have continually lagged behind. The reason for this is simple: it is exceptionally difficult to defeat the unknown. Most attacks require prior knowledge or study of existing techniques in order to defeat them, and are often highly specific to certain cover media. These constraints are impractical and unrealistic to defeat steganography in modern communication networks. This Article discusses the implications of Heritage Resources, Hyder, and several Louisiana cases on the “post-production costs” issue in gas royalty clauses, as well as the fate of implied covenants in the shale era. To better understand that issue, this Article first provides a background on the interaction of express lease clauses and the doctrine of implied covenants. This discussion reveals that implied covenants are relegated to a minor role in light of extensive express clauses in Shale Era leases because courts frequently view express or “plain” terms as barring implied covenants. The Scholar: St. Mary's Law Review on Race and Social Justice
Texas’s state concussion law, known as Natasha’s Law, does not reflect a comprehensive safety standard that affords protection to athletes of every age and at every level of play. Because uniform concussion standards fall outside the purview of the federal government, the responsibility is left to Texas to implement, amend, and regulate laws on youth athletic competitions. Natasha’s Law implements an immediate removal policy from practice or a game when a student-athlete exhibits signs of a concussion. Nonetheless, Natasha’s law falls short because it limits coverage to only school sponsored practices, competitions and interscholastic activity, and negates coverage for recreational …
