The purpose of this Thesis is to develop a Guardrail Asset Management Framework and a Condition-Based Model to assist agencies in the development of guardrail preservation programs. Both of the guardrail asset management tools can be incorporated into an existing asset management program to assist agencies in utilizing guardrail inventory to forecast key asset management parameters such as the guardrail condition, funds necessary for maintenance and repair, backlogged funding, guardrail system value, and the guardrail sustainability ratio. A composite 3D printed polymer scaffold with inbuilt porosity and filled with a hydrogel can provide an ideal support system for cell growth, proliferation, and vascularization. Therefore, a hybrid system of 3D printed polycaprolactone (PCL) scaffold and a hydroxyapatite-based hydrogel was developed for application in the reconstruction of bone defects, which are inherently difficult to repair without any guided therapies. In the present study, a 3D printed gyroid structure of PCL allowed the loading of a higher amount of hydrogel as compared to conventionally used 3D printed mesh structure of the same volume and strut thickness. Ionic liquid monopropellants are currently being researched as a promising alternative to hydrazine in propulsion systems. This report presents a flame study that delineates the flame length of the expected decomposition products from an ionic liquid monopropellant. Through these studies, the characteristic length of a combustion chamber will be defined through calculations and empirical correlations. There is limited information on designing a propulsion system for an ionic liquid monopropellant. Therefore, defining the magnitude for an effective characteristic length serves as beneficial in designing a propulsion system for an ionic liquid monopropellant thruster.

Protozoan parasites from the genus Leishmania cause broad clinical manifestations known as leishmaniasis, which affect millions of people worldwide. Cutaneous leishmaniasis (CL) is mainly caused by either Leishmania major or L. tropica parasites, which produce localized cutaneous ulcers, often leading to scarring and social stigma. Currently, the disease has reached hyperendemicity levels in the Middle East due to conflict and human displacement and is one the most common forms of the disease in the Old World. Background: School gardens are an educational tool used to increase children's exposure to, and intake of, fruits and vegetables (F/V). Diets rich in F/V reduce the risk of heart disease, stroke, some cancers, and type 2 diabetes, and can aid in weight management as a strategy to reduce obesity prevalence. Objective data of the impact of school gardens on F/V intake are lacking, as most studies have relied on dietary self-reporting to validate F/V intake. In the year 2025, Orlando Aniello, nicknamed “Or,” a Puerto Rican poet with a broken life, becomes a “consciousness in virtual space.” Tricked by a couple of goons that devote most of their duties to bootleg memories for people who lead dull and meaningless lives, Orlando’s personality splits into fragments. As consequence, his actual experiences blend the host’s own recollections, which accidentally upload to Orlando’s brain. If bootleg mnemonic technologies glitch, Orlando does not know who he is anymore. Gypsum, Calcite, And Dolomite Caprock Fabrics And Geochemistry From The Gypsum Valley Salt Diapir, Paradox Basin, Southwestern Colorado, Kevin Lerer

Caprocks are found on top of or in a lateral position relative to salt diapirs. The caprocks predominantly comprise sulfate minerals such as anhydrite or gypsum, which presumably accreted during the dissolution of salt from evaporite sediments. In some cases, the sulfate minerals are replaced by carbonate minerals, referred to as "carbonate caprock". Carbonate caprocks associated with salt diapirs are important because they can act as reservoirs or conduits for hydrocarbons, and because they can be easily misidentified as carbonate lithologies belonging to the stratigraphy of the sedimentary sequences adjacent to the diapir, which can jeopardize the accurate interpretation of …

Financial regulation is often described as a swinging pendulum. A crisis occurs, and some number of years are spent crafting reforms to prevent another crisis from striking. Unfortunately, all too aware of the enormous costs of the recent disruption, policymakers go too far, stifling salutary financial activity and slowing economic growth. As memories fade, policymakers become increasingly focused on the costs of regulation. Stability is taken for granted, and restrictions are loosened. Markets stay stable and retrenchment continues. Regrettably, however, policymakers err again, and to our collective shock and horror, another crisis hits and the cycle repeats.

Jeremy Waldron and James Weinstein have opened up a promising line of inquiry regarding the legitimacy and propriety of hate speech regulation. In doing so, they have succeeded in reinvigorating a subject that had grown academically formulaic even while becoming alarmingly more salient politically and culturally. Together they have enriched our understanding with their specificity of argumentation, intellectual courage, fairminded attentiveness to critics and counter-arguments, comparative law perspective, and genuine originality of conception. I find that each has shown me at least one significant problem in the other’s analysis, a symmetry that I consider a tribute to both.

In Star Athletica v. Varsity Brands, the Supreme Court granted certiorari to resolve confusion in the lower courts regarding the "separability" predicate to copyright protection of decorative features of useful articles. Adopting the Gordian imagery evoked by other appellate courts, the Sixth Circuit in Varsity Brands lamented "[c]ourts have twisted themselves into knots trying to create a test to effectively ascertain whether the artistic aspects of a useful article can be identified separately from and exist independently of the article's utilitarian function." We review economics research regarding the effect of police, punishments, and work on crime, with a particular focus on papers from the last twenty years. Evidence in favor of deterrence effects is mixed. While there is considerable evidence that crime is responsive to police and to the existence of attractive legitimate labor-market opportunities, there is far less evidence that crime responds to the severity of criminal sanctions. We discuss fruitful directions for future work and implications for public policy.

Morris Cohen’s classic essay, Property and Sovereignty, correctly discerned that political sovereignty and private property are alternative forms of government. Where it failed was in suggesting that the choice between these modes of governance is a matter of dialing one up and the other down. The relationship between political sovereignty and property is complex, and varies depending on the audience of property we have in view. Relational contract scholarship is at a pivot point. On the one hand, the relationalist revival that has dominated contracts scholarship for almost half a century may be on the wane. Relational contract scholarship has evolved during this period into separate, and often dueling, intellectual traditions. Over the last few decades, the Supreme Court has steadily expanded the reach of forced arbitration clauses – clauses that companies embed in the fine print of standard-form contracts to deny consumers and workers the right to band together to sue those corporations in court. While the Court’s decisions that set this trend in motion trace back to the 1980s, the real game changers have been more recent: 2010’s Rent-A-Center v. During the election on November 7, the voters in New York state will be presented with the allot question (as they are every 20 years), “Shall there be a convention to revise the constitutionand amend the same?” If the referendum passes, the delegates to the Constitutional Convention will be elected in November 2018, and the Convention’s proposed changes will appear on the ballot, most likely in November 2019.

Many issues are under debate: ethics reform, reorganizing the judiciary, voting rights, and several more. This column focuses on environmental rights.

Recent works by neoconservatives and by Critical legal scholars have suggested that civil rights reforms have been an unsuccessful means of achieving racial equality in America. In this Article, Professor Crenshaw considers these critiques and analyzes the continuing role of racism in the subordination of Black Americans. The neoconservative emphasis on formal colorblindness, she argues, fails to recognize the indeterminacy of civil rights laws and the force of lingering racial disparities. As sessile organisms, plants must use molecular mechanisms to cope with stressors, such as NaCl stress. Protein Phosphatase 2A (PP2A) is a highly-conserved enzyme that regulates many processes including auxin transport, gravitropic responses, ABA responses, ionic stress responses, and microtubule organization. PP2A is a heterotrimer comprised of one scaffolding A subunit, one regulatory B subunit, and one catalytic C subunit. Roots of both the A subunit mutant a1rcn1 and the C subunit mutant c4 skewed when grown on vertically-oriented agar plates containing NaCl. Quantitation of cell file orientation in roots indicated that the root skewing phenotype was due to cell …

High-frequency trading, dark pools, and the practices associated with them have come under tremendous scrutiny lately, giving rise to much hot rhetoric. Missing from the discussion, however, is a principled, comprehensive standard for evaluating such practices and the law that governs them. This Article fills that gap by providing a general framework for making serious normative judgments about stock-trading behavior and its regulation. What are the goals that researchers who conduct jury simulations have or should have? Drawing on Pennington and Hastie (1981), we identify three primary goals: (1) develop theory, (2) describe how juries perform, and (3) improve the jury process. Where basic theory matters most, studies should be designed in ways that stress internal validity. Where describing the behaviors of real juries or persuading policy makers about changes that should be made, studies should focus on external and ecological validity as well. Based on my original empirical research, in this Article, I expose a disparity between the demographics of the roughly 650 religious congregations that have filed for chapter 11 bankruptcy during part of the last decade and congregations nationwide. Churches with predominately black membership — Black Churches — appeared in chapter 11 more than three times as often as they appear among churches across the country. A conservative estimate of the percentage of Black Churches among religious congregation chapter 11 debtors is 60%. The likely percentage is upward of 75%. Black Churches account for 21% of congregations nationwide.

Since it began operating in 2011, the Consumer Financial Protection Bureau (CFPB) has handled more than a million complaints regarding consumer financial product and services. Beginning in June 2015, the CFPB began publishing consumers’ narratives submitted with their complaints. This Article analyses a random sample of 5,000 of these narratives to assess how people engage with the complaint mechanism in light of the CFPB’s role in processing complaints. I find that people predominately use the complaint function for two distinct purposes: to express their anger and frustration about companies’ practices, or to express sadness and fear about how companies’ practices …

This Article reports on a breakdown in access to justice in bankruptcy, a system from which one million Americans will seek help this year. A crucial decision for these consumers will be whether to file a chapter 7 or chapter 13 bankruptcy. Nearly every aspect of their bankruptcies — both the benefits and the burdens of debt relief — will be different in chapter 7 versus chapter 13. Almost all consumers will hire a bankruptcy attorney. Because they must pay their attorneys, many consumers will file chapter 13 to finance their access to the law, rather than because they prefer …
