Important international law questions for formulating cyber strategy and policy include whether and when a cyber-attack amounts to an “act of war,” or, more precisely, an “armed attack” triggering a right of self-defense, and how the international legal principle of “sovereignty” could apply to cyber activities. International law in this area is not settled. There is, however, ample room within existing international law to support a strong cyber strategy, including a powerful deterrent. The answers to many international law questions discussed below depend on specific, case-by-case facts, and are likely to be highly contested for a long time to come. …

Impact Of Prophylactic Intranasal Oxytocin Administration On Symptoms Of Post-Traumatic Stress, Morgan A. Thomas

Post-traumatic stress disorder (PTSD) is a mental health condition that affects people after instances of severe emotional trauma. Research suggests that oxytocin treatment decreases PTSD symptoms. This study served to evaluate the efficacy of intranasal oxytocin pre-treatment on symptoms related to PTSD. The hypotheses are that oxytocin will decrease fear and anxiety, and increase reward-seeking behaviors. Sprague Dawley rats were assigned to three groups (Control, Stress, Oxytocin, and Oxytocin+Stress; n=6 per group) to conduct this experiment. Prior to foot shock treatment, rats were trained to expect a food reward (Kellogg’s Froot Loops) in an open field enclosure. Subsequently, the Oxytocin …

Information is of enormous importance to contemporary economics, science, and technology. Since the 1970s, economists and legal scholars, relying on a simplified “public good” model of information, have constructed an impressively extensive body of scholarship devoted to the relationship between law and information. The public good model tends to justify law, such as the intellectual property laws or various forms of securities regulation that seek to incentivize the production of information or its broader dissemination. This chapter reviews the public choice model and identifies two recent trends. First, scholars have extended the public good model of information to an ever-increasing …

An international public debate over the law and ethics of autonomous weapon systems (AWS) has been underway since 2012, with those urging legal regulation of AWS under existing principles and requirements of the international law of armed conflict, on the one side, in argument with opponents who favor, instead, a preemptive international treaty ban on all such weapons, on the other. This Chapter provides an introduction to this international debate, offering the main arguments on each side. The purpose of this study is to better understand the wholistic meaning that the Canadian Armed Forces embody for graduates of Black Bear Aboriginal Summer Training Program and the factors involved in the graduates’ decision to join the CAF after graduating Black Bear. This was done using an Indigenous Four Directions framework supported by a mixed methods cross-sectional online survey. Out of respect for the cultures involved, Elders and Cultural Advisors were consulted throughout all stages of the process. The findings suggest that perceptions formed within the Spiritual Direction are important indicators of CAF membership. Wholistically, the CAF maintains a …

Seventh-day Adventist witness among the nomadic peoples of the East Africa region is faced with a number of challenges. Although the Church enjoys relative success in reaching most communities, its growth and development appears restricted to locations occupied by the settled communities. Unfamiliarity with nomads’ cultural structures and values is partial explanation for why missionaries have failed to effectively connect with the nomads thereby hampering the establishment of a more vibrant mission work in pastoral nomadic regions.

William Clark stood silently, reflecting upon his first meeting with Brulé Chief Black Bull Buffalo (Untongarabar) over a decade previous, on September 24, 1804, at the Lakota village near the mouth of the Bad River in present-day South Dakota. For three days Black Buffalo, the Partisan, and Buffalo Medicine parlayed with Lewis and Clark. On September 28, as the expedition prepared to leave, a few Lakota warriors became so heated that Clark had actually drawn his sword. Fortunately, Black Buffalo’s presence prevented bloodshed. He even accompanied Lewis and Clark upstream, perhaps as a hostage, in order to discourage the Lakotas …

This study explores the relationship between fascism, fascist ideas, and environmental consciousness in Britain during the pre- and post-World War II decades. In examining this topic, two main questions arise. First, why did fascist intellectuals support environmentally conscious ideas, and how did they relate these positions to their political ideologies? Second, why were many environmentally conscious thinkers during this period attracted to fascism? This chapter links Freedman’s work to that of Niccolò Machiavelli through constructivist realism, which is an apposite term for the two thinkers, as the unchanging sense of human nature interacts with ever changing context, and humans have to adapt to new circumstances, but with the limitations imposed on them both by themselves or situations. Despite their biographical parallels, it is the similarities and complementarities in their thinking that are more profound reasons to associate them. This recent approach mirrors that of similar-type civilian logistics operations that are centrally managed to maximize efficiencies by flowing resources to the point of need without having to navigate through time-consuming sourcing processes. Executive branch officials rest the President’s authority in today’s war against ISIS, al Qaeda, and other terrorist groups on an expansive interpretation of a 15-year-old statute, the 2001 “Authorization for Use of Military Force” (AUMF), passed in the wake of the 9/11 attacks. They rely on that statute to justify force against groups neither referenced in – nor even in existence at the time of – the 2001 statute, by invoking a creative theory of international law they call “co-belligerency.” Under this theory, the President can read his AUMF authority flexibly, to justify force against not only those groups covered …

The 2016 EU-U.S. Privacy Shield is an agreement allowing companies to move customer data between the European Union and the United States without running afoul of heightened privacy protections in the European Union. It was developed in response to EU concerns that the privacy rights of its citizens have been systematically abrogated by the U.S. government in the name of national security, and contains a variety of assurances that the United States will respect and protect the privacy rights of EU citizens.

The article discusses the death penalty in Puerto Rico as a means of state violence by the United States over Puerto Rico. In light of this, the author recounts the Puerto Rican colonial experience through a legal lens, beginning with the first organic law of Puerto Rico and the Insular Cases. Afterwards, the author examines the imposition of the death penalty on Puerto Rico and the challenges it has faced based on the due process of the fourteenth amendment. However, the case’s firm grounding in international law, and the clear connection between a category of cultural-property crimes and attempts at cultural erasure, challenges the notion that these are second-rate crimes. The case reinforces the legal principle that attacks on culture, like attacks against people, constitute war crimes subject to international criminal prosecution. In 1972, Congress passed a statute whose text offered sweeping protection for waterways across the nation. In theory, those protections extended to little streams. Actual practices were different, not just in the 1970s but also well into the 1990s. In the vast historiography on the American labor movement workers have been treated as noble artisans, brave unionists, martyrs to the cause of unionization, and losers in the triumph of the “free market”. They have not been treated as historians producing their own stories. In this paper we analyse how the behavior of an online financial community in time of geopolitical crises. In particular, we studied the behaviour, composition and communication patterns of online investors before and after a military geopolitical event. We selected a set of 23 key-events belonging to the 2003 US-led invasion of Iraq, the Arab Spring and the first period of the Ukraine crisis. This article examines how the nation could better prepare to deter aggressive action in space and cyberspace, and if necessary, prevail should deterrence fail. The key themes throughout this article include a strong need for space and cyber situational awareness, the need for an international attribution and escalation framework, and a national investment in space and cyber education, along with an updated national strategy and military doctrine. Although related, this article focuses on deterrence and avoids the topic of cyber coercion.
