The Paris Agreement has achieved one of two key necessary conditions for ultimate success – a broad base of participation among the countries of the world. But another key necessary condition has yet to be achieved – adequate collective ambition of the individual nationally determined contributions. How can the climate negotiators provide a structure that will include incentives to increase ambition over time? An important part of the answer can be international linkage of regional, national, and subnational policies, that is, formal recognition of emission reductions undertaken in another jurisdiction for the purpose of meeting a Party’s own mitigation objectives. …

Robert E. Lee was the most successful Confederate military leader during the American Civil War (1861–1865). This also made him, by virtue of the Confederacy's defense of chattel slavery, the most successful defender of the enslavement of African Americans. Yet his own personal record on both slavery and race is mottled with contradictions and ambivalence, all which were in plain view during his long career. Born into two of Virginia's most prominent families, Lee spent his early years surrounded by enslaved African Americans, although that changed once he joined the Army. Pseudo-Dionysius the Areopagite was an anonymous theologian who likely lived in Syria around the sixth century CE. He is primarily known for his advancements in the field of apophatic, or negative, theology. However, far from being against positive statements about God, Dionysius viewed them as necessary springboards for the worship of a God that is beyond word or concept. The structure of the Dionysian method for doing theology allows for the avoidance of idolatry as well as for sidestepping the charge of onto-theology in Christian God-talk. Libertarianism is a theory in political philosophy that strongly values individual freedom and is skeptical about the justified scope of government in our lives. Libertarians see individuals as sovereign, as people who have a right to control their bodies and work, who are free to decide how to interact with willing others, and who cannot be forced to do things against their will without very strong justification.

Upper Bounds On Secret-Key Agreement Over Lossy Thermal Bosonic Channels, Eneet Kaur, Mark M. Wilde

Upper bounds on the secret-key-agreement capacity of a quantum channel serve as a way to assess the performance of practical quantum-key-distribution protocols conducted over that channel. In particular, if a protocol employs a quantum repeater, achieving secret-key rates exceeding these upper bounds is evidence of having a working quantum repeater. In this paper, we extend a recent advance [Liuzzo-Scorpo, Phys. Rev. Lett. 119, 120503 (2017)PRLTAO0031-900710.1103/PhysRevLett.119.120503] in the theory of the teleportation simulation of single-mode phase-insensitive Gaussian channels such that it now applies to the relative entropy of entanglement measure. In eukaryotes, DNA repair mechanisms detect and repair damaged DNA. DNA damage is primarily caused by a variety of exogenous and endogenous sources. Several types of damage to DNA are repaired by different kinds of DNA repair pathways. This dissertation focused on repair of N-methylpurines (NMPs) and double-strand breaks (DSBs) in human fibroblasts.

NMPs, including N⁷-methylguanine (7MeG) and N³-methyladenine (3MeA), can be induced by environmental methylating agents (e.g. the soil fumigant methyl bromide), chemotherapeutics (e.g. nitrogen mustards), and natural cellular methyl donors like S-adenosylmethionine. In human cells, NMPs are repaired by the multi-step …

In recent years, there has been a tremendous increase in health care expenditures in the United States. The most prevalent reimbursement system for health care expenses, Fee-for-service (FFS), has been deemed as one of the main reasons behind the high health care cost. Medicaid and Medicare have been exploring ways to transition from fee-for-service (FFS) to value-based-payment care plans, and Bundle Payments (BP) in particular. Adopting BPs can potentially improve the quality of care and efficiency by encouraging better coordination among the care providers.

Modern penal theory, like prevalent western theories of law, adopts a determined model of autonomy, one in which people are separable from social and family contexts. Taken to the criminal law context, this model proposes people can be defined without taking into account the social context. The use of prisons thus presupposes that individuals can be removed from their communities and families to be reeducated, readapted, treated or—in the retributive approach—simply punished. On December 5, 2017, the Supreme Court heard oral argument in Masterpiece Cakeshop v. Colorado Civil Rights Commission, in which baker (self-described cake artist) Jack Phillips, owner of Masterpiece Cakeshop, asked the court to decide “whether applying Colorado’s public accommodations law to compel artists to create expression that violates their sincerely held religious beliefs about marriage violates the Free Speech or Free Exercise Clauses of the First Amendment.”

Library Philosophy and Practice (e-journal)

A case of a credit bearing information literacy skills class, offered to first year undergraduate students though not across all colleges at the Kwame Nkrumah University of Science and Technology (KNUST), Ghana was analysed. The survey research methodology was used and questionnaire was distributed to 136 students. The findings indicated that the course was relevant and should be maintained though students’ knowledge on ethical use of information, citation skills, and information searching skills were poor. The study recommends a collaborative partnership between librarians and faculty for the teaching and learning of information literacy skills.

In this paper, we propose a Bayesian generative model that can form multiple categories based on each sensory-channel and can associate words with any of the four sensory-channels (action, position, object, and color). This paper focuses on cross-situational learning using the co-occurrence between words and information of sensory-channels in complex situations rather than conventional situations of cross-situational learning. We conducted a learning scenario using a simulator and a real humanoid iCub robot. In Herr v. U. S. Forest Service, the Sixth Circuit ruled on whether the Forest Service could infringe on pre-existing private property rights held adjacent to a designated Wilderness Area. The Herrs purchased lakefront property adjacent to the Sylvania Wilderness in the Upper Peninsula of Michigan with the intention of using their littoral rights for recreational boating. The Sylvania Wilderness was created under the Michigan Wilderness Act in 1987, but the Act observed valid existing rights. The court found that the Herrs’ littoral rights were recognizable “valid existing rights.” Therefore, the Forest Service’s restriction of those rights was illegal.
