The Effects Of Idea Part C Early Intervention Services On The Well-Being Of Children And Families In Child Welfare, Ching-Shu J. Fang
The Effects Of Idea Part C Early Intervention Services On The Well-Being Of Children And Families In Child Welfare, Ching-Shu J. Fang
Theses and Dissertations--Social Work
There is ample evidence indicating that maltreatment has deleterious effects on the development of infants and toddlers. The Child Abuse Prevention and Treatment Act of 2003 requires referrals from child welfare (CW) to IDEA Part C Early Intervention services to provide developmental assessments and services for children younger than three with substantiated cases of child abuse or neglect. Thus, this study aims to examine the effects of Part C services on the well-being of young children and their families in CW.
This study used a secondary dataset, the National Survey of Children and Adolescent Well-Being II, to examine the research …
An Exploratory Study Of Incapacitated Persons With Criminal Behaviors Served By Kentucky’S Public Guardianship Program, Karen Martin
An Exploratory Study Of Incapacitated Persons With Criminal Behaviors Served By Kentucky’S Public Guardianship Program, Karen Martin
Theses and Dissertations--Social Work
State run public guardianship programs are legally mandated to provide custodial care for persons deemed incapacitated by the courts. Historically, the majority of state wards were elderly women residing in skilled nursing facilities. Today, those demographics are rapidly changing. This new incapacitated cohort has become less institutionalized, with a rising number of persons who have entered the program with criminal records and who continue to commit crimes. This exploratory study focuses on incapacitated persons (IP) with criminal behaviors in order to seek what intervention(s) might reduce their criminal activity. Relying on routine activity theory, differing levels of supervision were compared …
Inter-Rater Reliability Of Diagnostic Language Testing Administered Via Telepractice, Sarah E. Adams
Inter-Rater Reliability Of Diagnostic Language Testing Administered Via Telepractice, Sarah E. Adams
Theses and Dissertations--Communication Sciences and Disorders
Federal law mandates children with language disorders receive free and appropriate intervention. Diagnosis is the first step in the intervention continuum; however, children in rural America are underserved due to personnel shortages. Limited studies have demonstrated the reliability of language testing conducted via telepractice. Further research examining the reliability of language tests administered via telepractice is necessary. The purpose of this study was to assess inter-rater reliability of three language tests administered via telepractice.

Colorado's About Face: Mechanics, Progress, And Challenges Facing Veterans Trauma Courts In Colorado, Karthik A. Venkatraj
Colorado's About Face: Mechanics, Progress, And Challenges Facing Veterans Trauma Courts In Colorado, Karthik A. Venkatraj
University of Colorado Law Review
The nature of asymmetrical warfare-defined by improvised explosive devices, indirect fire attacks, and suicide attackshas significantly altered the patterns of post-service challenges faced by veterans. Dealing with the unseen wounds of post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI) that result from this type of combat has been one of the most difficult leadership challenges of my career as a young officer.
Although our nation's medical response to PTSD and TBI is well documented, the judicial challenges are not as apparent. Most recently, our nation has responded to this challenge with an alternative court, the Veterans Trauma Court (VTC), …

Fighting Fines & Fees: Borrowing From Consumer Law To Combat Criminal Justice Debt Abuses, Neil L. Sobol
Fighting Fines & Fees: Borrowing From Consumer Law To Combat Criminal Justice Debt Abuses, Neil L. Sobol
University of Colorado Law Review
Although media and academic sources often describe mass incarceration as the primary challenge facing the American criminal justice system, the imposition of criminal justice debt may be a more pervasive problem. On March 14, 2016, the Department of Justice (DOJ) requested that state chief justices forward a letter to all judges in their jurisdictions describing the constitutional violations associated with the illegal assessment and enforcement of fines and fees. The DOJ's concerns include the incarceration of indigent individuals without determining whether the failure to pay is willful and the use of bail practices that result in impoverished defendants remaining in …

Exploring The Structural And Organizational Correlates Of Police Use Of Force In A National Sample Of Law Enforcement Agencies, Jennifer Burbridge
Master of Arts in Criminal Justice Theses
The purpose of this study is to determine organizational and structural correlates of police use of force using the 2013 Law Enforcement Management and Administrative Statistics (LEMAS) data. Conducted periodically since 1987, LEMAS is a nationally representative survey in which the Bureau of Justice Statistics collects data from over 3,000 state and local law enforcement agencies regarding topics such as agency operations, responsibilities, demographic information of officers and added in 2013, police use of force. Using 2013 LEMAS data, this study attempts to determine what organizational and structural factors of police organizations and the municipalities in which they serve, lead …
A Case Study Exploration Of Teachers' Perspectives On Children's Mental Health Service Needs In Title I Elementary Schools, Natalie Denise Yates
A Case Study Exploration Of Teachers' Perspectives On Children's Mental Health Service Needs In Title I Elementary Schools, Natalie Denise Yates
Walden Dissertations and Doctoral Studies
Children go to school for approximately 32 hours each week of an academic year. Many children who are in need of mental health treatment do not get the services they need because of barriers such as lack of access and stigma. Teachers are one of the primary sources of referrals for children's mental health services, and they often make referrals based on their perceptions of their students' mental health needs. Although teachers are typically the primary source of referrals for mental health services, they usually do not have any specialized mental health training. The purpose of this study was to …
The Impacts Of Recreational Marijuana Legalization On Colorado Policy Analysis On Amendment 64, Santhi Chilukuri
The Impacts Of Recreational Marijuana Legalization On Colorado Policy Analysis On Amendment 64, Santhi Chilukuri
Theses and Dissertations--Public Health (M.P.H. & Dr.P.H.)
This report is a policy analysis on the impacts of Colorado’s Amendment 64. Marijuana is the most commonly used illicit drug in the U.S, and a Schedule 1 Drug under the federal government. Despite this, twenty-nine states and territories in the U.S. have legalized it for medicinal purposes; (Hanson NCSL, 2017) four of which legalized it for recreational purposes. (Hall & Lynskey, 2016) Medical Marijuana has been legal in Colorado since 2009; however, Amendment 64 was passed in 2012 which legalized the possession, retail sale, and purchase of marijuana to Colorado state residents 21 and over. Commercialization in retail stores …

(Anti)Poverty Measures Exposed, Francine J. Lipman

Few economic indicators have more salience and pervasive financial impact on everyday lives in the United States than poverty measures. Nevertheless, policymakers, researchers, advocates, and legislators generally do not understand the details of poverty measure mechanics. These detailed mechanics shape and reshape poverty measures and the too often uninformed responses and remedies. This Article will build a bridge from personal portraits of families living in poverty to the resource allocations that failed them by exposing the specific detailed mechanics underlying the Census Bureau’s official (OPM) and supplemental poverty measures (SPM). Too often, when we confront the problem of poverty, the …
Native Youth & Juvenile Injustice In South Dakota, Addie C. Rolnick
Native Youth & Juvenile Injustice In South Dakota, Addie C. Rolnick
Scholarly Works
In this essay, Professor Rolnick uses the three themes of racism, jurisdiction, and tribal sovereignty to provide a snapshot of the juvenile justice system in South Dakota as it impacts Native youth. First, she describes the tribal juvenile justice systems in the state. She argues tribal systems should rightfully play a central role handling Native youth offenders, but they are underfunded and may not therefore be sufficiently responsive to young offenders' needs. Second, she examines the impact of federal power over youth on reservations in South Dakota. Specifically, federal juvenile jurisdiction, as well as federal financial and administrative power, can …

Student Surveillance, Racial Inequalities, And Implicit Racial Bias, Jason P. Nance
Student Surveillance, Racial Inequalities, And Implicit Racial Bias, Jason P. Nance
Emory Law Journal
In the wake of high-profile incidents of school violence, school officials have increased their reliance on a host of surveillance measures. Paradoxically, such practices can foster hostile environments that may lead to even more disorder and dysfunction. These practices may also contribute to the so-called ¿school-to-prison pipeline¿ by pushing more students out of school and into the juvenile justice system. This Article presents data on school surveillance practices, including an original empirical analysis of restricted data released by the U.S. Department of Education after the shootings at Sandy Hook Elementary School. This Article then turns to a discussion of the …

Architectures Of Captivity: Imagining Freedom In Antebellum America, Rachel Boccio
Architectures Of Captivity: Imagining Freedom In Antebellum America, Rachel Boccio
Open Access Dissertations
Architectures of Captivity is a study of the literary construction of freedom through the paradoxical image of captivity. This project deals primarily with literature of the antebellum age, a critical moment in the historical genealogy of American freedom. A major supposition of the project is that the fundamental beliefs we hold about freedom—as citizens of the United States, as inheritors of the liberal traditions of the West, as sympathizers of democratic movements worldwide—were formed at the moment this dissertation interrogates. From the period’s discourses of Romanticism and liberalism and through the rise of the modern nation-state there materialized the fantastical …
