Los Angeles (LA), for many years a city with limited rail transit, is substantially expanding its public transit system. This paradigm change in transportation policy and investment creates new requirements for monitoring. One area needing evaluation is whether new, high quality transit options, such as light rail, near existing transit services increase sustainable transportation mode shares and reduce car travel. Few studies have explored light rail’s role as a catalyst to increase overall transit use and achieve sustainability goals within an auto-oriented city like LA. An Examination of Policy Options for Achieving Greenhouse Gas Emissions Reductions in New Jersey surveys emissions and energy trends, describes a “deep decarbonization pathway” for the state, and identifies the types of policies that would be necessary to achieve those reductions. Many of the policies address the power and transportation sectors, which account for more than 60 percent of total greenhouse gas emissions from New Jersey. The report also includes options for improving building efficiency, reducing methane leaks from natural gas infrastructure, restoring natural carbon sinks in forests and wetlands, and incorporating equity considerations to address the needs of frontline …

Volunteer tourism, also known as "voluntourism", has become a trendy way to market to culturally and environmentally conscious travelers who seek authentic experiences instead of traditional mass tourism where travelers have little interaction with the local culture. Voluntourism aspects are being added to existing travel itineraries and entire companies have been created around volunteering to specifically target college students. This thesis seeks to examine the individual motivations of college students who have previously participated in at least one voluntourism trip, including mission trips and alternative spring breaks. Multi-locational living – working, shopping, playing, learning and commuting across administrative and, sometimes even political boundaries is an essential aspect of metropolitan living. Although it is anticipated that everyday experiences of the physical, social and economic inter-connectedness between urban communities and peri-urban hinterlands would automatically engender a regional outlook in planning and governance, it is currently not the case. In the New York City region, a lived regional experience does not translate into support for a regional governance structure.

The Stories They Tell: Giving, Receiving, And Engaged Scholarship With/In Urban Communities, Ashley N. Patterson, Valerie Kinloch, Emily A. Nemeth

In her 1993 book, Wouldn’t Take Nothing for My Journey Now, Maya Angelou poignantly describes the importance of giving to others—giving that enriches life and symbolizes love, liberation, and humanity. Drawing on Angelou’s belief that “giving liberates the soul,” this article pushes for a more critical and nuanced way of understanding what it means to “give” and “receive,” as realized through a social justice framework. This is particularly important in work that involves young people and adults advocating for sociopolitical change within historically disenfranchised communities. Size, Sustainability, And Urban Climate Planning In A Multilevel Governance Framework, George C. Homsy

In the United States, the absence of federal leadership on climate change and a strong tradition of localism has created a system in which many greenhouse gas reduction efforts fall to the discretion of municipalities. This often leads to uncoordinated action across jurisdictional boundaries. Despite the widespread notion that cities can lead on climate policy from the bottom up, I find, using a logistic regression analysis of data from 1,837 municipalities, that local governments are more likely to enact climate change policies in an environment where higher levels of government have acted rather than in a decentralized one. A study by FIATECH confirmed that human interpretation causes inconsistencies in applying building compliance & regulations (Solihin & Eastman, 2015). Producing, updating and quality assuring such processes is inconsistent and unreliable (Preidel & Borrmann, 2016). A barrier to interpretation of building regulations is that software is designed by developers that are separate to local authorities (Solihin & Eastman, 2015). Authorizes $7.99 billion in state general obligation bonds for various infrastructure projects in the following general categories: $3.99 billion for safe drinking water and water quality improvements, $2.20 billion to reduce environmental vulnerability to climate change, and $1.8 billion for state and local park improvements. Appropriates money from the General Fund to pay off bonds. Requires certain projects to provide matching funds from non-state sources and gives priority to disadvantaged communities. Survey Of Rainwater Catchment Use And Practices On Hawaii Island, Mary J. Donohue, Patricia S.H. Macomber, Darren Okimoto, Darren T. Lerner

Journal of Contemporary Water Research and Education

The harvesting of rainwater for domestic use on Hawaii Island is widespread, particularly in areas not served by municipal water. Rainwater catchment is currently unregulated in Hawaii with the responsibility of installing and maintaining appropriate systems on owners and users. Well-designed and maintained rainwater catchment systems are more likely to provide water free of pathogens than poorly designed or maintained systems. We conducted outreach to rural Hawaii Island communities on rainwater catchment best practices and explored household uses and practices associated with these systems via survey of 110 individuals. New Hampshire’s 1000 square mile coastal zone is showing signs of stress in its rivers, shorelines, and two major estuaries. This stress stems from significant population increases and subsequent development, as well as intensifying weather events coupled with land use policies inadequate to manage the impacts of these anthropogenic and natural stressors.1 To effectively manage this complex social ecological system, the management community must expand its current monitoring efforts. The emergence of the New Public Management with its emphasis on performance measurements and managerial strategies such as accountability, efficiency, and cost effectiveness have encouraged nonprofit child welfare agencies in New York City to pursue the practice of the private sector. In the current environment, service delivery has become more entrepreneurial, strategic and outcome minded on the assumption that the market-oriented approach is more effective (Watson-Bishop, 2007). This study examines the relationship between policy and service delivery. Specifically, it investigates the impact of the initiative known as Improved Outcomes for Children on child welfare supervisors in a managerial environment.

Vietnam’s steady economic growth over the past two decades interacted with existing patterns of inequity, social exclusion, and geographic disparities to widen the gap between those who can and cannot obtain quality education, a stable income, and access to quality basic services. Meanwhile, after the World Bank classified Vietnam as a lower middle-income country in 2010, several international and bilateral donors announced plans to gradually decrease their development assistance.
