Roadblocks To The Implementation Of Problem-Oriented Policing In Montevideo, Federico Del Castillo

In the broad context of Uruguay’s police reform, the Ministry of Interior is implementing a pilot Problem-Oriented Policing (POP) program in Montevideo since late 2012. This research examined the obstacles confronted by the program throughout its implementation. Using a grounded theory approach, qualitative data was collected through 20 semi-structured interviews with members of the Uruguay National Police (UNP) of different ranks. Findings were analyzed based on the following categories: a) contextual factors; b) theoretical and practical inaccuracies; c) characteristics, skills and actions of project managers; d) resistance and motivational issues; e) resources; f) external support and cooperation. The state’s policy to promote broad access to community mediation throughout the Commonwealth was effectuated by the establishment of the Massachusetts Community Mediation Center Grant Program to provide operating grants to eligible community mediation centers. The Massachusetts Legislature appropriated $750,000 to fund Program operations during FY 2017 (the Program’s sixth year). The Legislature’s FY 2017 investment in the Grant Program proved to be money well spent. Not only was state-wide community mediation infrastructure strengthened, the quality of community mediation services was upheld. Accordingly, twelve funded centers delivered services throughout the state and affected thousands of people.

This thesis summarizes recent human smuggling scholarship and provides ethnographic insights into migrant smuggling in a border zone that is my home. Through exploring my own experiences and observations of smuggling and militarized border policing, and those of other interlocutors in the Rio Grande Valley of South Texas, I advance nuanced understandings of the symbiotic processes of irregular migration and of the people who brokerage a great deal of these journeys across militarized borders. Police departments are being asked to diversify their ranks in a job field dominated by White males. Hispanics are predicted to be the majority-minority by 2043, few studies were conducted to explore whether Hispanic students majoring in criminal justice will pursue a career in law enforcement agencies upon graduation. Therefore, it is necessary and important to investigate the willingness of Hispanic students perusing a career in law enforcement agencies and what kind of factors behind this pursuit. This research anonymously surveyed 203 students currently enrolled in a four-year Hispanic university. Gender and the liberalizing effect served as the independent variables. …

The Emmett Till Generation: The Birmingham Children's Crusade And The Renewed Civil Rights Movement, Rebecca Sherman

In 1954, two white men murdered an African American boy named Emmett Till; his death sparked a generation of children to take part in the Civil Rights Movement during the 1960s. One particular event in Birmingham, Alabama sparked nationwide sympathy for the movement. This event, called the Children's Crusade, highlighted the civil rights struggle in Birmingham by publishing images of children violently attacked by the police in newspapers and on television across the country. This media frenzy garnered sympathy from all Americans and ultimately led to the passing of the Civil Rights Act of 1964, landmark civil rights legislation.

Commentators have noted that equal protection doctrine is in a state of transformation. The nature of that transformation, however, is poorly understood. This Article offers a clearer view of the change underway. This Article is the first to reveal and synthesize three major trajectories along which the U.S. Supreme Court has begun to move. First, the Court has begun to blur the line that it previously drew between facial discrimination and disparate impact. Pilots have an image of bravado and charisma which includes that of a hardened, unemotional professional. What happens when the inevitable hardship occurs to a pilot? The everyday experiences of Waikiki’s residents of color often escaped official and semi-official records of historical events. When concerning Native Hawaiians and other nonwhite peoples, haole elite journalists and policymakers viewed their land, possessions, and bodies as opportunities for the cultural commodification, sexualization, and reimagination. As part of the redevelopment efforts of the Waikiki shoreline in the early twentieth century, state and commercial actors worked to affect the systematic erasure of Native Hawaiian and resident Asian spaces. Making good post-incarceration decisions are important for helping formerly incarcerated individuals avoid a return to prison. This is the first study to look at emotional intelligence (EI) components formerly incarcerated men considered important for post-prison criminal desistance. This study explored six former New York state male prisoner’s individual experiences developing EI competencies, and how those EI skills contributed to their post-release decisions to desist crime. Research participants spent an average 7.5 years in a New York state prison, and have been out of prison and living in the community for an average 3.6 years without recommitting a criminal offense. This paper explores the conceptualisation of «uncertainty» in late nineteenth- century meteorological thought. By investigating the story of meteorological forecasting in nineteenth and early twentieth century Hong Kong, it considers the changing ways in which forecasting was judged historically. In the early nineteenth century forecasting the weather was considered impossible. By the end of the century, it was confidently expected that the much improved understanding of weather patterns would lead to the ability to better predict them. A vast body of constitutional law regulates the way that police investigate crimes and the way that criminal cases are handled at trial. The Supreme Court has imposed far fewer rules regarding what can be a crime in the first place, how it must be defined, and how much it can be punished. States affected by landmines and explosive remnants of war (ERW) are faced with a number of difficult decisions when they establish their mine action program, such as “how deep should operators clear?” and “what tasks should they do first?” The deliberations and conclusions that ultimately are drawn together in national standards are part of an implicit or explicit risk management approach. Over time, risk assessments require review and modification to reflect different contexts.

The government of North Korea has declared high-altitude EMP-capability to be a “strategic goal” and has also threatened an atmospheric test of a hydrogen bomb. Atmospheric nuclear tests have the potential to cripple satellites and the undersea cable networks critical to communication, and navigation necessary for trans-Pacific trade among the U.S., China, and other nations. When a nuclear warhead is detonated at high altitude, a series of electromagnetic pulses radiate downward within the line of sight of the blast. These pulses can disable equipment with miniature electronics and long conductors. Electric grid controls and transmission systems are especially vulnerable. Intense …

Since 2007, Boston has made tremendous strides in shedding its designation by Bicycling Magazine as one of the “Worst Biking Cities” (Zezima, 2009, p. A12) by designating over 92 miles of bike lanes throughout the city and introducing bicycle initiatives like Boston Bikes, the Hubway bicycle sharing program. These efforts have resulted in a dramatic rise in the number of cyclists in Greater Boston and a decrease in accidents involving bicycles ((Pedroso, Angriman, Bellows & Taylor, 2016). Placing Children With Relatives: The Case For A Clear Rationale For Separate Foster Care Licensing Standards, Background Check Procedures, And Improved Relative Placement Statutes In Alaska, Courtney Lewis

Policymakers generally agree that if a child cannot live safely with her parents, then the child should be placed expeditiously with a relative. Alaska’s current system for evaluating relative caregivers is overly complicated, creating unnecessary barriers for relatives and increasing the risk of mistakenly denying placement with relatives. This Article argues that Alaska should adopt a three-step approach to achieve better outcomes based on the American Bar Association’s model licensing standards, which are narrowly tailored to evaluate whether a child should be placed with a relative. Justice Reinvestment In Alaska: The Past, Present, And Future Of Sb 91, Michael A. Rosengart

In the summer of 2016, Alaska Governor Bill Walker signed SB 91, a landmark criminal justice reform law that implements a “justice reinvestment” program. SB 91 aims to reduce Alaska’s prison population, cut corrections costs, and then reinvest savings back into the state to improve public safety and reduce recidivism. It is 193 sections long and is likely the most substantial change to Alaskan criminal law since statehood. It also comes at a time when similar legislation, spearheaded by the Justice Reinvestment Initiative, is proliferating through the country.
