Ateneo School of Government Publications

The ocean-based “blue economy” is a significant part of the Philippine economy that has largely been taken for granted despite its enormous potential. It is of critical importance to a substantial segment of our population dependent on the seas and coastal resources for their livelihood and sustenance, appreciably enlarge the country’s wealth, and significantly contribute to its gross domestic product. This paper attempts to review the major issues concerning marine ecosystems in relation to the country’s pursuit of the blue economy. It discusses the economic and social activities in relation to the seas and coastal areas, and provides updated estimates …

The Present, Past, And Future Of Refugee Protection And Solutions: Camps, Comprehensive Plans, And Cyber-Communities, T. Alexander Aleinikoff

Emory International Law Review

In his remarks at the annual Bederman lecture given at Emory Law School, Professor Aleinikoff offers comments on better ways of protecting and assisting the millions of human beings who have been forced from their homes in recent years. Professor Aleinikoff relays three sets of stories and uses them to describe the kinds of responses available to governments and the international community. He then considers how technology and civil society are changing the flight, travel, and lives of refugees. In many refugee camps and hosting states, technology is changing the delivery of assistance. Professor Aleinikoff suggests that through new technology …

The New World Of Electoral Politics And What It Means: An Introductory Essay, Reuben Guttman, Paul J. Zwier Jan 2017

The New World Of Electoral Politics And What It Means: An Introductory Essay, Reuben Guttman, Paul J. Zwier

Emory Business Law Review

The Emory Corporate Governance and Accountability Review ('ECGAR') could not let this election cycle slip by without a substantive discussion of at least some of the issues that may be important to Americans, those who will serve as legislators, and the ranks of the new administration. The word 'accountability' in our review's name provides, where necessary, a broad mandate to discuss issues of public importance (although some of these issues may relate to corporations only tangentially). Discussions of the environment, global warming, labor and employment, and (by some accounts) our broken healthcare system are within the essays published here. This …

The Concept Of Democracy And The European Convention On Human Rights, Joseph Zand Jan 2017

The Concept Of Democracy And The European Convention On Human Rights, Joseph Zand

University of Baltimore Journal of International Law

The European Convention on Human Rights, for the most part, guarantees civil and political rights. It is a unique international instrument that provides what is widely regarded as the most effective trans-national judicial process for complaints brought by citizens and organizations against their respective governments. The aim of this article is to contribute to the continuing debate on the notion of democracy according to the European Convention on Human Rights. Not only has the Convention been a standard-setter in Europe, but it is also a source of inspiration in promotion of democracy and democratic values for other regions of the world. …

The Continuum Of State Sovereignty: A Commentary On African Elections, K.C. O’Rourke Jan 2017

The Continuum Of State Sovereignty: A Commentary On African Elections, K.C. O’Rourke

University of Baltimore Journal of International Law

Twenty-six African States hold elections between 2016 and 2017. More basic than campaign rhetoric and ethnocentric political jockeying, the state in Africa is ripe for a deeper engagement with notions of state sovereignty that are more relevant for this century as the African state seeks to exercise its core functions, protect its interests within its own geographic boundaries, and care for all of the people it seeks to govern. The intentional structuring of such a dialogue must be guided to secure the cornerstones of individual liberty and participatory democracy – two basic protective functions that uniquely belong to the nation-state. …

Muslim Families In The United States, Trevan Hatch, Loren Marks, David C. Dollahite Jan 2017

Muslim Families In The United States, Trevan Hatch, Loren Marks, David C. Dollahite

Faculty Publications

Jn 2004, we drew attention to the fact that almost all of the social science research on religion and families examined Christian families-and only Christian families (Dollahite, Marks, & Goodman, 2004). Specifically, we noted a "conspicuous" absence of research on both Muslim and Jewish families (p. 422). We have made a pronounced effort to include both Muslim families and Jewish families in the American Families of Faith project, and virtually all of our work includes both along with Christian families from various denominations. Some of our recent work has focused solely on Muslim families or Jewish families (e.g., Alghafli, Hatch, …

South-South Cooperation On The Return Of Cultural Property: The Case Of South America, Alice Lopes Fabris Jan 2017

South-South Cooperation On The Return Of Cultural Property: The Case Of South America, Alice Lopes Fabris

Case Western Reserve Journal of International Law

This article challenges the notion that “south” countries fail to protect cultural property. Instead, it demonstrates that south countries have strong policies for the return of cultural property and against trafficking. This article will first analyze the international and regional policy frameworks, as well as bilateral agreements regarding the protection of cultural property against illicit trafficking. The second part of this article examines actions taken by the South American States for the return of cultural property. Finally, this article presents case studies of cultural property restituted among South American countries.

Dealing With Laundering In The Swiss Art Market: New Legislation And Its Threat To Honest Traders, Katie L. Steiner Jan 2017

Dealing With Laundering In The Swiss Art Market: New Legislation And Its Threat To Honest Traders, Katie L. Steiner

Case Western Reserve Journal of International Law

On January 1, 2016, new regulations took effect in Switzerland that impact the country's art market. The laws aim to close channels for laundering money and illicit antiquities within the art trade. Because the art market's opacity provides attractive conditions for launderers, Switzerland's new regulations introduce greater transparency in transactions for high-value works of art and in duty-free art-storage facilities, such as the Geneva freeport. The Geneva warehouse serves an international clientele of art collectors, who have traditionally stored works of art in the facility anonymously and indefinitely, without adverse tax consequences. The freeport provides essential services for honest collectors …

An Intergenerational Perspective On Migrant Senses Of Identity And Belonging: The Case Of Greek-Cypriot Families In South West England, Uk, Gina Kallis Jan 2017

An Intergenerational Perspective On Migrant Senses Of Identity And Belonging: The Case Of Greek-Cypriot Families In South West England, Uk, Gina Kallis

School of Geography, Earth and Environmental Sciences Theses

This thesis takes an intergenerational perspective to investigate how senses of identity and belonging are constructed in a Greek-Cypriot community in the UK. This aim is particularly necessary given increasing rates of migration and mobility worldwide, which has resulted in growing acknowledgment across a number of disciplines of the need to explore the everyday lives of migrants and how ethnic identities are reconstituted across all generations. Despite this acknowledgment, research on the third-generation remains limited. This thesis addresses this gap by exploring how three generations of Greek-Cypriot migrants express feelings of identity and belonging and engage with translocal spaces. It …

Identification Of The Direct Regulon Of Ntca During Early Acclimation To Nitrogen Starvation In The Cyanobacterium Synechocystis Sp. Pcc 6803., Joaquín Giner-Lamia, Rocío Robles-Rengel, Miguel A. Hernández-Prieto, Mi Muro-Pastor, Francisco J. Florencio, Matthias E. Futschik Jan 2017

Identification Of The Direct Regulon Of Ntca During Early Acclimation To Nitrogen Starvation In The Cyanobacterium Synechocystis Sp. Pcc 6803., Joaquín Giner-Lamia, Rocío Robles-Rengel, Miguel A. Hernández-Prieto, Mi Muro-Pastor, Francisco J. Florencio, Matthias E. Futschik

School of Biomedical Sciences

In cyanobacteria, nitrogen homeostasis is maintained by an intricate regulatory network around transcription factor NtcA. Although mechanisms controlling NtcA activity appear to be well understood, its regulon remains poorly defined. To determine the NtcA regulon during the early stages of nitrogen starvation for the model cyanobacterium Synechocystis sp. PCC 6803, we performed chromatin immunoprecipitation, followed by sequencing (ChIP-seq), in parallel with transcriptome analysis (RNA-seq). Through combining these methods, we determined 51 genes activated and 28 repressed directly by NtcA. In addition to genes associated with nitrogen and carbon metabolism, a considerable number of genes without current functional annotation were among …

Contemplated Amendments To Japan's 1947 Constitution: A Return To Iye, Kokutai And The Meiji State, Carl F. Goodman Jan 2017

Contemplated Amendments To Japan's 1947 Constitution: A Return To Iye, Kokutai And The Meiji State, Carl F. Goodman

Washington International Law Journal

The post World War II American Occupation of Japan was a huge programmatic success. Its disarmament, repatriation, land reform, and health programs put a defeated Japan on the road to recuperation, while providing a military shield that enabled Japan to focus on recovery from the War and rebuilding the country and economy. Perhaps its most enduring legacy was its Enlightenment-based, American-drafted, rights-oriented Constitution of 1947 [hereinafter “the Constitution”]. Drafted in English, the Constitution was promulgated in Japanese, resulting in some substantive changes. Among the most important of these were changing the English word “people” into the Japanese “kokumin” …

Quantitating Active Photosystem Ii Reaction Center Content From Fluorescence Induction Transients, Cole D. Murphy, Guangyan Ni, Gang Li, Audrey Barnett, Kui Xu, Jessica Grant-Burt, Justin D. Liefer, David J. Suggett, Douglas A. Campbell Jan 2017

Quantitating Active Photosystem Ii Reaction Center Content From Fluorescence Induction Transients, Cole D. Murphy, Guangyan Ni, Gang Li, Audrey Barnett, Kui Xu, Jessica Grant-Burt, Justin D. Liefer, David J. Suggett, Douglas A. Campbell

Michigan Tech Publications, Part 1

Photosystem II (PSII) is a pigment-protein complex that photochemically extracts electrons from water, generating the reductant that supports biological productivity in all biomes. Estimating the content of active PSII reaction centers in a liquid sample is a key input for estimating aquatic photosynthesis rates, as well as for analyzing phytoplankton stress responses. Established procedures for PSII content quantification based on oxygen evolution are slow, imprecise and require dense cell suspensions, and are thus inapplicable to many laboratory or field studies. A new approach uses baseline chlorophyll fluorescence emission divided by the effective absorbance cross section for PSII photochemistry, with both …
