Too many children remain at risk of harm, regrettably, in all too many societies. This is despite the almost universal acceptance of the 1990 United Nations Convention on the Rights of the Child (UNCRC). Its intention, arguably somewhat naı¨vely, is to create two state imperatives: to protect children against threats of harm; and to advance their welfare. Governments, however, have evidenced a pragmatic reluctance to meet these challenges, perhaps a product of conflicting community expectations on the appropriate role of the state, combined with a scarcity of public resources. The Anchor: 2016

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

After World War II the United States, faced with the new Soviet threat of Communism, instituted the foreign policy known as “containment” in order to mitigate the threat to Western European states of Soviet expansionism. After the fall of Communism in the USSR in 1991 that policy was deemed, at once, a success and an anachronism. The power vacuum that the subsequent abandonment of that policy created was most notable in the Islamic states that had served as proxies in the Cold War against Communism. Commie, Red, Pinko, Ruskie, bread-line potato-drinker; all of these are slurs made by Americans towards communists or communist sympathizers during the Cold War. Although communism is only a political theory designed by Karl Marx that predicts inevitable class warfare leading to publically owned land and shared labor, when this theory was applied in countries like Russia during the Cold War, it proved to be damaging to its citizens. This Article discusses the cemetery access easement and access agreements under the lens of an emerging modern theoretical approach—the Social Morality Theory of Property Law. Part II reviews the history of public and private memorials in Texas, preservation efforts of nineteenth-century cemeteries, and other significant Texas historical sites. Part III discusses the cemetery access easement under current Texas law and regulatory schemes. Part IV discusses the obstacles of awareness and access as the greatest threats to the current and future status of nineteenth-century Texas family cemeteries on rural private land. The main parts of a technical-writing course focus on applications—ways technical writing skills are applied in the real world. However, these applications use varying combinations of information infrastructures. An information infrastructure is (1) a type of information content (such as descriptive writing), (2) a way of organizing information (such as a comparison or classification), or (3) both. The information infrastructures reviewed in this appendix are the ones commonly used in technical writing. This article surveys Chinese scholarship on the construction of the 21st Century Maritime Silk Road, analyzing its strategic, economic, and geopolitical significance. It highlights China’s efforts to strengthen regional economic integration, develop coastal and port cities, and expand maritime trade networks while navigating external pressures from major powers. The study identifies key challenges, including geopolitical competition, uneven development along the route, and non-traditional security threats. Thermal Neutron Analysis For Improvised Explosive Device Detection, Matthew David Marziale

Open Access Dissertations

In this dissertation, the design of a system to detect improvised explosive devices is considered. The technique utilized is thermal neutron analysis. In this method, thermal neutrons are used to interrogate a volume for the presence of nitrogen, which is used as an indicator of explosive, given its unusual high energy line in the gamma ray spectrum generated by thermal capture reactions on explosive material. The performance of the system is then considered for a number of devices used to represent an improvised explosive device, including a 155 mm shell, an antitank mine, and a air to surface bomb. National Security Reform And The 2016 Election, Christopher J. Lamb, Joseph Bond

Strategic Forums

This paper assesses the persistent challenges of national security reform in the United States and evaluates whether reform might emerge as a salient issue in the 2016 Presidential election. Although calls for restructuring the U.S. national security system have circulated for decades — driven by critiques from blue-ribbon commissions, policymakers, and scholars — meaningful reform has remained largely unrealized. The authors trace the evolution of reform efforts from the post-Cold War era through the Obama administration, examining why early momentum dissipated despite widespread concern among defense and intelligence communities.
