Focusing on Mexican cartels and affiliated drug trafficking organizations, this article examines how self-proclaimed cartel members use social media to further the criminal activities of their organizations. Employing an opensource, intelligence-driven methodology, the authors identified, followed, and mapped the connections between and among 75 alleged cartel members over a period of 4 months. Results indicated that cartel members actively use Facebook to plan, organize, and communicate in real-time. These findings provide tentative validation to the utility of using open-source social media platforms to study the social structure and operations of Mexican drug cartels. Implications for law enforcement, homeland security, and …

Correlates Of Improvement In Substance Abuse Among Dually Diagnosed Veterans With Post-Traumatic Stress Disorder In Specialized Intensive Va Treatment, Kendell Coker, Elina Stefanovics, Robert Rosenheck
Psychology Faculty Publications
Substantial rates of substance use comorbidity have been observed among veterans with PTSD highlighting the need to identify patient and program characteristics associated with improved outcomes for substance abuse. Data were drawn from 12,270 dually diagnosed veterans who sought treatment from specialized intensive Veterans Health Administration PTSD programs between 1993 and 2011. The magnitude of the improvement in Addiction Severity Index (ASI) alcohol and drug use composite scores from baseline was moderate, with effect sizes (ES) of -.269 and -.287, respectively. Multivariate analyses revealed that treatment in longer-term programs, being prescribed psychiatric medication, and planned participation in reunions were all …

Norway's Prison System: Investigating Recidivism And Reintegration, Meagan Denny
Norway's Prison System: Investigating Recidivism And Reintegration, Meagan Denny
Bridges: A Journal of Student Research
Recidivism rates are high in most Western countries and, as prisons in these countries become overcrowded, the resources meant to enhance reintegration of inmates into society can be inadequate or nonexistent. On the other hand, Norway has one of the lowest recidivism rates among Western nations, at approximately 20 percent. Norway also has, along with other Scandinavian countries, a unique approach to its prison system. This paper discusses the exceptionalism associated with Norway's prison system and explores the reasons behind its low recidivism rates, with a focus on the encouragement of reintegration of inmates into society. With the educational opportunities …

Background Checks For Firearms Sales And Loans: Law, History, And Policy, David B. Kopel
Sturm College of Law: Faculty Scholarship
This article examines past and present systems requiring that a person receive permission before buying or borrowing a firearm. The article covers laws from the eighteenth century to the present. Such laws have traditionally been rare in the United States. The major exceptions are antebellum laws of the slaves states, and of those same states immediately after the Civil War, which forbade gun ownership by people of color, unless the individual had been granted government permission. Today “universal background checks” are based on a system created by former New York City Mayor Michael Bloomberg and his “Everytown” lobby. Such laws …

Judicial Challenges To The Collateral Impact Of Criminal Convictions: Is True Change In The Offing?, Nora V. Demleitner
Judicial Challenges To The Collateral Impact Of Criminal Convictions: Is True Change In The Offing?, Nora V. Demleitner
Scholarly Articles
Judicial opposition to disproportionate sentences and the long-term impact of criminal records is growing, at least in the Eastern District of New York. With the proliferation and harshness of collateral consequences and the hurdles in overcoming a criminal record, judges have asked for greater proportionality and improved chances for past offenders to get a fresh start. The combined impact of punitiveness and a criminal record is not only debilitating to the individual but also to their families and communities. A criminal case against a non-citizen who will be subject to deportation and a decade-long ban on reentry and three different …

Perceptions Regarding Public Safety In Portland’S King Neighborhood, Kris R. Henning, Greg Stewart
Criminal Justice Policy Research Institute Research Briefs
The Portland Police Bureau (PPB) is partnering with Portland State University (PSU) and neighborhood groups to develop new strategies for improving police-community relations and reducing crime. Our most recent initiative seeks to provide residents with greater voice in where PPB officers work in their neighborhood and what steps the City takes there to address public safety concerns.
The King neighborhood in Northeast Portland was chosen as the starting point for this work following a recent gang related shooting at King School Park. Officers from North Precinct had already begun outreach to the community and they wanted additional input from the …

Although white-collar professionals are often held in high esteem, sometimes persons in privileged positions engage in misconduct. Unfortunately, very little is known about the correlates associated with professional misconduct and even less is known about the sanctioning process among lawyers who are licensed by state bar associations and therefore subject to the bar rules regulating their professional conduct. We examine 213 complaints filed in one fiscal year with the Florida Bar alleging attorney misconduct and evaluate the factors that influence whether the complaint continued through or was discarded at each stage of the self-regulated grievance process. Using selection models that …

In the context of implementing the Affordable Care Act and the Clean Air Act, the Obama Administration has asserted not only the authority to determine when, and how stringently, to enforce relevant provisions, but also the authority to waive or delay legal obligations enacted by Congress. These actions have prompted accusations that the Administration is exceeding the proper bounds of executive authority. The ensuing debate – and litigation – over these actions has generated a good deal of confusion about the nature and scope of executive power. Commentators have often misunderstood or mischaracterized the nature of the acts taken and …
