HB 727 establishes provisions to allow local governments to restrict the usage of fireworks. It also changes regulations for the following: the sale and use of fireworks, temporary consumer fireworks sales stands, fire department requirements, firefighter qualifications, pyrotechnics exhibits, consumer fireworks distributor licenses, fireworks contraband, limitations on the timing of firework detonations, and illegal sales of fireworks. HB 727 revises provisions regarding the lawful use and ignition of fireworks and prohibits the following: use of fireworks near any public transportation routes, ignition of fireworks under the influence of alcohol or drugs, sale of fireworks to any person under 18 years …

The Act provides comprehensive reform for offenders entering, proceeding through, and leaving the criminal justice system. It expands accountability courts and pretrial intervention and diversion programs. The Act provides for students incarcerated in Department of Corrections facilities or incarcerated or committed to Department of Juvenile Justice facilities to receive educational services through a state charter school. It also revises matters and procedures related to school discipline and the regaining of driving privileges for those convicted of certain crimes. International Law Studies

Advances in technologies that could endow humans with physical or mental abilities that go beyond the statistically normal level of functioning are occurring at an incredible pace. The use of these human enhancement technologies by the military, for instance in the spheres of biotechnology, cybernetics and prosthetics, raise a number of questions under the international legal frameworks governing military technology, namely the law of armed conflict and human rights law. Product Recalls: Why Is Tort Law Deferring To Agency Inaction?, Jill Wieber Lens

Part I of this Article explores tort law’s treatment of agency standards and regulations regarding determinations of product defectiveness, the propriety of post-sale warnings, and whether to punish the manufacturer with punitive damages. Part II then explains how tort law treats agency determinations—and lack thereof—on product recalls. This Part explains how tort law’s narrow standards for liability defer to agency orders to determine the reasonableness of a product recall and how that deference is illogical and inconsistent with negligence per se principles. Conclusion

Most rural Nebraskans own their home. And, when asked about housing programs or priorities they would support in their community, most rural Nebraskans support programs that help seniors age in their homes, programs that would help upgrade the condition of existing homes and providing affordable rental housing. They are less likely to support organizing volunteer efforts to maintain existing housing stock, but still one-half support this option as well.

Support for one of the programs differs by community size. Persons living in or near larger communities are more likely than persons living in or near smaller communities to support …

As e-books have come to hold a major impact on library collection building activities, the influence of reviews of titles and the on-going conversion of titles to a digital format have significant potential impacts for libraries. Reviewing tools such as Choice and the lag-time between publication notice of the print edition of a work and its corresponding e-version asks the questions, “How many of the print titles that are reviewed in Choice have a corresponding e-version ready for purchase?” and “How used are those e-versions in comparison with print?”
