Exciting Changes In Central Baltimore: Examining The Homewood Community Partners Initiative, Gillian Rathbone-Webber
Exciting Changes In Central Baltimore: Examining The Homewood Community Partners Initiative, Gillian Rathbone-Webber
University of Baltimore Journal of Land and Development
The Homewood Community Partners Initiative (HCPI) is one of the newest waves of development based in Baltimore.1 HCPI has a different approach to development than other economic development plans in Baltimore and, in comparison to some failed attempts in other areas of the City, it seems to be working. Baltimore has long suffered from blight, high rates of vacant buildings, and high crime. There have been many previous attempts to address and repair those issues with only some success. HCPI is attempting to mitigate all those issues by way of a community development agenda and a five-part plan.2 While the …

The congruence between Federal and state laws relating to marijuana, 2 which has existed for generations, is unraveling. In recent years a number of states have reduced or eliminated criminal penalties for the possession or use of small amounts of marijuana;3 twentythree states have established a state law exception for medical marijuana; 4 and Colorado, Washington, Alaska and Oregon now authorize the retail and personal growth, sale and possession of marijuana as a matter of state law.5 Maryland has lately joined the list of states purporting to create exceptions or safe harbors for those wishing to engage in the manufacture, …

When Uber launched in San Francisco in 2010, it took the city by storm. Here was a high-tech transportation service that seemingly did everything better than taxicabs: it was more convenient, more accessible, more comfortable, and even cheaper in many instances. Uber’s initial success inspired a number of lower-cost, nonprofessional “ridesharing” options, which have flourished.
Some skeptics, including taxicab operators, have decried the arrival of these peer-to-peer ridesharing services, now classified by regulators as Transportation Network Companies (TNCs). While such complaints could be easily dismissed as the dying groans of a “disrupted” industry, a string of passenger safety incidents has …

Preparing For Domestic Violence And Associated Trauma: Are We Ready?, Melissa Rodas
Preparing For Domestic Violence And Associated Trauma: Are We Ready?, Melissa Rodas
Undergraduate Research Projects
Domestic violence is an important problem to consider amongst societal issues today. Statistics have consistently shown high rates of violence across the country, and many cases go unreported. Even if survivors are able to escape their situations, trauma often casts a long shadow after the abuse is gone. A best practice model that has been utilized in Tennessee is that of Family Justice Centers. These centers utilize a co-located model to give survivors multiple services in a centralized location. As these organizations find their beginnings, attention is being noted to how social work students are being prepared for such settings. …

Bioregional Planning Studio Reports
The following project was carried out in conjunction with the Logan River Task Force, under the chairmanship of Dr. Frank Howe. The Logan River Task Force was formed to develop an overall approach for managing the Logan River that balances ecology with people's social values for the river including public safety and property protection. Although the work of the Task Force has focused primarily on the Logan river, the Bioregional Planning graduate students have provided the Task Force with contextual information about the watershed, by exploring alternative futures for the Blacksmith Fork and Little Bear watersheds. This work expands on …
Latin@S In The Labor Work Force, Vanessa Murillo
Latin@S In The Labor Work Force, Vanessa Murillo
2016 Symposium
This study focuses on the overrepresentation of Latino/as in farm labor jobs and the factors causing this trend, including the lax employer verification requirements. Using peer review sources, this work assesses the extent to which the federal government is complicit by allowing certain industry sectors such as the agribusiness with less stringent employment verification requirements than the technology or scientific industry. The study shows this bias application of laws create a form of exploitation and an underclass of Latina/o immigrants locked out of better job opportunities. Finally, this research points out to DACA, the executive order issued by President Obama …

Anchor-Assisted And Vote-Based Trustworthiness Assurance In Smart City Crowdsensing, Maryam Pouryazdan, Burak Kantarci, Tolga Soyata, Houbing Song
Faculty & Staff Scholarship
Smart city sensing calls for crowdsensing via mobile devices that are equipped with various built-in sensors. As incentivizing users to participate in distributed sensing is still an open research issue, the trustworthiness of crowdsensed data is expected to be a grand challenge if this cloud-inspired recruitment of sensing services is to be adopted. Recent research proposes reputation-based user recruitment models for crowdsensing; however, there is no standard way of identifying adversaries in smart city crowdsensing. This paper adopts previously proposed vote-based approaches, and presents a thorough performance study of vote-based trustworthiness with trusted entities that are basically a subset of …

Internet Of Things And Big Data Analytics For Smart And Connected Communities, Yunchuan Sun, Houbing Song, Antonio J. Jara, Rongfang Bie
Faculty & Staff Scholarship
This paper promotes the concept of smart and connected communities SCC, which is evolving from the concept of smart cities. SCC are envisioned to address synergistically the needs of remembering the past (preservation and revitalization), the needs of living in the present (livability), and the needs of planning for the future (attainability). Therefore, the vision of SCC is to improve livability, preservation, revitalization, and attainability of a community. The goal of building SCC for a community is to live in the present, plan for the future, and remember the past. We argue that Internet of Things (IoT) has the potential …

Policymakers’ Perceptions Of The Benefits Of Citizen-Budgeting Activities, Tarik Abdel-Monem, Mitchel N. Herian, Rick Hoppe, Lisa M. Pytlikzillig, Alan Tomkins
University of Nebraska Public Policy Center: Publications
Citizen budgeting has become an increasingly common practice in municipalities across the United States. It offers an alternative to traditionally technocratic budgeting processes, and can connect and engage citizens in decisions about services and funding. Little research has been conducted on how local policymakers perceive citizen budgeting and outcomes. This study examined the benefits local policymakers identified following two successive years of a citizen-budgeting process in a mid-sized Midwestern city. Interviews with 23 local policymakers (a mayor, city council members, and city department heads) identified nine types of benefits produced by the citizen-budgeting process. The study demonstrates that identifying perceived …
