Youth Change Agents: Comparing The Sociopolitical Identities Of Youth Organizers And Youth Commissioners, Jerusha O. Conner, Katherine Cosner
Youth Change Agents: Comparing The Sociopolitical Identities Of Youth Organizers And Youth Commissioners, Jerusha O. Conner, Katherine Cosner
Democracy & Education
Although youth have long been at the forefront of social change, the last two decades have seen an upsurge in the number of organizations, agencies, and governmental bodies dedicated to supporting the idea of youth voice in public policy. Drawing on in-depth individual interviews with 32 youth in one major urban center, this study compares how participation in differently positioned political activities influences participants’ sociopolitical identities and their views of the most effective mechanisms for social change. Specifically, this research compares youth involved in a government-sanctioned youth commission, developed to advise policymakers, with youth involved in a community-based youth organizing …

Uav As A Service: Providing On-Demand Access And On-The-Fly Retasking Of Multi-Tenant Uavs Using Cloud Services, Justin Yapp
Doctoral Dissertations and Master's Theses
As commercial roles for Unmanned Aerial Vehicles (UAVs) become more well-defined and demand for the services provided by them increases, UAVs rely more on new cloud computing services and co-operative coordination to provide mission planning, control, tracking and data processing. We present UAV as a Service (UAVaaS) framework, which brings features commonly found in traditional cloud services, such as Infrastructure, Platform, and Software as a Service, to the domain of UAVs. Our work aims to conceptualize and design UAVaaS for commercial applications. Specifically, a cloud-provided orchestration framework that allows multi-tenant UAVs to easily serve multiple heterogenous clients at once and …

The Costs Of Charter Litigation, Alan Young
The Costs Of Charter Litigation, Alan Young
Commissioned Reports, Studies and Public Policy Documents
“The enactment of the Charter of Rights and Freedoms in 1982 fundamentally altered both the substance and form of constitutional review. In the first decade of Charter litigation, many novel claims were advanced and resolved, yet there still remained a great deal of confusion with respect to the scope of the substantive principles and the procedural mechanisms for raising and applying them. After 35 years, most of the relevant constitutional principles have been solidified and clarified, as have the guidelines on the procedures for mounting a constitutional challenge. However, despite the great achievements of the past three and a half …

Evaluating The Efficacy Of Normalized Difference Vegetation Index For Monitoring Restoration Goals In The Shark River Slough, Everglades National Park, Juan Pedreno Ii
Evaluating The Efficacy Of Normalized Difference Vegetation Index For Monitoring Restoration Goals In The Shark River Slough, Everglades National Park, Juan Pedreno Ii
Open Access Theses
In 2000, the United States Congress passed the Comprehensive Everglades Restoration Plan (CERP). Its focus is aimed at realigning the current hydrologic patterns of the greater Everglades watershed to historical hydro-cycles. One component was the construction of a one-mile bridge in 2013 (the Limited Revaluation Report (“LRR”) Bridge) as part of the Tamiami Trail Modification Project (TTMP). The LRR Bridge is the first phase of a planned 6.5-miles of bridging of the Tamiami Trail. If successful, the LRR Bridge should result in increased photosynthetic activity, as a result of the increased penetration of water through the Shark River Slough. This …
The Languishing Public Safety Doctrine, Brian Gallini
The Languishing Public Safety Doctrine, Brian Gallini
School of Law Faculty Publications and Presentations
Every semester, law students across the country read New York v. Quarles in criminal procedure. The Supreme Court’s 1984 decision in Quarles established the public safety exception—the first and only exception to the requirements of Miranda v. Arizona. But at the time of Quarles’s issuance, no one could have predicted just how long it would sit untouched by the Supreme Court. Application of Quarles to high profile defendants like James Holmes and Dzhokhar Tsarnaev illustrate the need for more clarity in the context of applying the public safety exception.Mores specifically, those cases demonstrate why the Supreme Court needs to re-examine …
Deconstructing Trailheads: Six Frames For Wilderness And A Rhetorical Intervention For Ecology, Casey R. Schmitt
Deconstructing Trailheads: Six Frames For Wilderness And A Rhetorical Intervention For Ecology, Casey R. Schmitt
Harlot: A Revealing Look at the Arts of Persuasion
This essay applies rhetorical analysis to the semantically loaded locations at trailheads, parks, and nature preserve entryways. Using the trailhead markers of the Apostle Islands National Lakeshore as a field-based case study, I identify six common rhetorical frames in the trailhead -- location distinction, danger, sacrifice, stewardship, prescribed activity, and tactical disruption -- and discuss how each perpetuates a problematic everyday nature-culture divide. In analyzing the rhetorical functions of physical places, I advocate for embodied critical methods and revisions to the rhetorics of nature preserves and conservancies.

War On Drugs: Examining The Effects On Social Disorganization And Crime In Cities, Ruben Ortiz
War On Drugs: Examining The Effects On Social Disorganization And Crime In Cities, Ruben Ortiz
Master’s Theses and Projects
The work of Shaw and Mckay (1942) paved the way for researchers to study inner-city crime by focusing on the environment and its effects on residents. Social disorganization, characterized by weakened institutions led researchers to analyze and predict patterns of crime in urban areas. Researchers argue that social disorganization theory arguments developed from this approach, but lost appeal among researchers due to limited empirical tests. The theory experienced a renewed interest in the 1980s, as structural factors (e.g. poverty, heterogeneity, residential mobility, racial inequality, and family disruption) were considered, all of which allowed researchers to study patterns of crime in …

The Cal Poly Climate Action Plan (PolyCAP) is designed to achieve the California State University (CSU) Chancellor’s mandate to reduce greenhouse gas (GHG) emissions to 1990 levels by 2020 and 80% below 1990 levels by 2040 (CSU, 2014). California Polytechnic State University, San Luis Obispo (Cal Poly) Facility Management and Development (FM&D) and the City and Regional Planning (CRP) Senior Community Planning Laboratory developed the PolyCAP during the Fall 2015 and Winter 2016 quarters, with editing and refinement in subsequent quarters. The goal of the PolyCAP is to reduce Cal Poly’s GHG emissions and to adapt the Campus to a …
Shifting The Understanding Of Youth Public Order Crime: An Opportunity For Diversion, Madeleine R. Friga
Shifting The Understanding Of Youth Public Order Crime: An Opportunity For Diversion, Madeleine R. Friga
Sustainability and Social Justice
Youth, particularly young men of color, exist in a vulnerable position in relation to law-enforcement in the Worcester community. Poor relationships between youth and police officers have an impact on the quality of their interactions, and contribute to the disproportionate number of young people arrested as a result of police contact. There were 313 incidents analyzed from the 2014 Worcester Police reports of juvenile arrests in order to better understand the quality and outcomes of the interactions. The data indicates that youths’ negative perceptions of officers’ procedural justice affects the demeanor of the youth towards the officer. Additionally, the demeanor …
Economic Consequences Of Conflict, Displacement And Humanitarian Aid: Implications For Syria, Molly S. Burns
Economic Consequences Of Conflict, Displacement And Humanitarian Aid: Implications For Syria, Molly S. Burns
Sustainability and Social Justice
This report analyzes the complex relationships between conflict, displacement, aid, and economics. Providing a brief overview of the context of civil war in Syria and an analysis of development literature on micro- and macroeconomic consequences of conflict and displacement, it critically analyzes the role of emergency humanitarian aid in contribution to the persisting conflict in Syria. It then discusses relationships of humanitarian aid and conflict through past cases of war in Bosnia-Herzegovina and in Rwanda. These two case studies have been chosen in order to demonstrate how aid can inadvertently become contributive to funding war economies, and also how the …
The Political Economy Of Wasted Food Policies In The United States And European Union: A Multi-Scale Analysis, Rebecca Miller
The Political Economy Of Wasted Food Policies In The United States And European Union: A Multi-Scale Analysis, Rebecca Miller
Sustainability and Social Justice
Between 33 and 40 percent of food produced is wasted while one quarter of the population of the United States and the European Union is food insecure (Gunders, 2012, p. 4). How is this problem addressed through policy in the United States and the European Union? Although there are non-governmental organizations working to redistribute food and educate consumers, a more comprehensive policy-based approach is needed to fully address this problem. Several cities and states in both the U.S. and E.U. have adopted policies before they were nationally or internationally implemented. These early adopter cases were examined here to determine best …
Development Of A Decision Support System For Post Mining Land Use On Abandoned Surface Coal Mines In Appalachia, Matthew Zimmerman
Development Of A Decision Support System For Post Mining Land Use On Abandoned Surface Coal Mines In Appalachia, Matthew Zimmerman
Sustainability and Social Justice
Decision support systems are diverse and have been used to solve multiple problems ranging from the complex to the simple. With the complexity of environmental decisions today, these systems provide a logic based approach to evaluating and choosing environmental solutions. Abandoned mining lands (AML) are an issue for the environment in the Appalachian region. Given this a decision support system was designed using previously created frameworks and indices from other systems created. The system is comprised of two main sections, selecting the ideal post-mining land-use (PMLU), and maximizing the potential of land to be reclaimed under budgetary constraints. This system …
A Partnership's Capacity For Community Impact Understood Through Neoliberal Technologies Of Risk And Responsibilization: A Look At Worcester Massachusetts Senator Charles E. Shannon Jr. Community Safety Initative Partnership Worcester Massachusetts’ Senator Charles E. Shannon Jr. Community Safety Initiative Partnership, Katie Byrne
Sustainability and Social Justice
Since 2006, the Charles E. Shannon Jr. Community Safety Initiative has sought to reduce youth and gang violence in multiple Massachusetts cities through partnerships of community organizations, research institutions and police departments. Worcester, Massachusetts was an original recipient of Shannon funding due to its historic and increasing problem of youth and gang violence. Using a framework of governmentality, one of the ways crime is problematized and controlled is through the use of neoliberal technologies of risk and responsibilization, underscoring neoliberalism’s emphasis on personal responsibility. When risk is used to govern and assigned to individuals and groups of people living in …

Jaques Avenue Bioshelter Report: An Assessment Of Needs, Potential Uses And Partnerships In Worcester, Ma, Joseph Hersh
Sustainability and Social Justice
This report has been generated for Worcester Common Ground, Inc., (WCG) Community Development Corporation to support their vision of transforming a formerly vacant parcel of land into a community bioshelter. A bioshelter is a specialized greenhouse, powered by passive energy (solar, wind, rainwater), that is capable of year-round food production. This research is rooted within a conceptual framework of urban agriculture, ecological design and community development. Approximately twenty-five interviews were conducted with a range of stakeholders in order to determine community needs, potential uses and feasibility for a bioshelter. The first section of findings of this report highlights shared themes …
