This Article analyzes the international law response to the zero-rating conundrum. National debates rage across the globe on whether to permit zero-rating, which violates net neutrality, as a means of increasing connectivity, especially in the developing world. As a rule, these highly contentious discussions lack rigor, objectivity, and impact. They are characterized by a clash of dogmas: the sanctity of net neutrality principles, on the one hand, versus the imperative to close the digital divide, on the other. This article examines the roots of the disproportionate values the legal system assigns to paternal roles in the family law and child support system, looking to social norms, traditional family law, and the state's interests in the well-being of children. This hierarchy of values reveals itself in the current structure of child support laws and in the enforcement of parenting-time orders on the one hand and child support obligations on the other. This Article reveals the disconnect between the power and the will to enforce the custody and parenting time provisions of protection orders through criminal mechanisms and explores the further infirmity of civil enforcement by illustrating the shortcomings of available relief. Together, these barriers to effective enforcement threaten to render this court-granted protection meaningless and dangerously misleading. The barriers also undermine the many years of advocacy invested to secure these protections in the first place - reforms aimed at protecting victims and children from abusive parents.

Glaucoma is a progressive and degenerative ocular disease which, without proper treatment, can result in permanent blindness. Due to a complex organization of lipophilic and hydrophilic ocular membranes, topical delivery of therapeutic agents has also proved to be a challenging task. Cannabinoids, such as Δ9-Tetrahydrocannabinol (THC), have intraocular pressure (IOP) lowering and neuroprotective capabilities. Due to the unfavorable physiochemical characteristics of these molecules, delivery into the eye through a topical route is very difficult. The objective of this study was to prepare aripiprazole (ARI)-loaded solid dispersions (SDs) to enhance solubility and dissolution via hot-melt extrusion (HME) technology. ARI was chosen due to its poorly water-soluble properties. Solubility screenings of various polymers and acidifiers were performed to select appropriate excipients for the SD. Succinic acid (SA) and Kollidon 12 PF (PVP) were selected as the acidifier and the polymer, respectively. Differential scanning calorimetry and thermogravimetric analysis were used to determine the miscibility, interactions, and thermal stability of the drug and selected excipients. The sex difference in marathon performance increases with finishing place and age of the runner but whether this occurs among swimmers is unknown. The purpose was to compare sex differences in swimming velocity across world record place (1st–10th), age group (25–89 years), and event distance. We also compared sex differences between freestyle swimming and marathon running. The world's top 10 swimming times of both sexes for World Championship freestyle stroke, backstroke, breaststroke, and butterfly events and the world's top 10 marathon times in 5-year age groups were obtained. Aims and Objectives

To examine motivational factors influencing breast cancer survivors to participate in triathlon training, complete a triathlon and maintain an exercise thereafter.

Background

Routine exercise has been shown to improve quality of life and reduce recurrence for breast cancer survivors. Yet physical and psychological factors present barriers for initiating and maintaining an exercise routine. Research is limited in exploring factors of exercise motivation from the survivor's perspective.

Design

Qualitative design using focus groups and individual follow-up phone interviews to explore motivation for exercise initiation and maintenance.

Hip external rotator strength is associated with better dynamic control of the lower extremity during landing tasks. J Strength Cond Res 30(1): 282–291, 2016—The purpose of this study was to determine the association between hip strength and lower extremity kinematics and kinetics during unanticipated single-leg landing and cutting tasks in collegiate female soccer players. Twenty-three National Collegiate Athletic Association division I female soccer players were recruited for strength testing and biomechanical analysis. Pediatric obesity is a major health concern that has an increased prevalence in children with special needs. In order to categorize a child’s weight, an assessment of body composition is needed. Obtaining an accurate body composition measurement in children with special needs has many challenges associated with it. Objective: To explore student perceptions and attitudes toward disaster preparedness and university readiness for various disasters in order to promote future development of effective strategies to change the culture of preparedness on campuses. Methods: A total of 10 focus groups were conducted with 54 students. Participants completed general demographic information before discussing topics related to preparedness. Results: Findings revealed complacency and lack of preparedness among students for many of the disaster types discussed. The purpose of this thesis is to analyze the role National Intelligence Estimates [NIEs] in a current world scenario—human trafficking in Brazil, and the value NIEs add to the Intelligence Community [IC] and US policy makers. The community structure of the endophytic bacteria in Zea mays roots was examined for the potential effects of glyphosate application, tillage strategies, and whether or not the corn plant in question was of an organic or glyphosate-resistant variety. Roots were harvested from plots designated to receive their specific treatments at the USDA-ARS Crop Production Systems Research Unit Farm. Vortexing, sonication, and tissue grinding, extraction, and next generation sequencing of 16S rRNA genes from these roots were used to describe their bacterial community composition. Pain associated with the long head of the biceps (LHB) brachii seems to be increasingly recognized in the past 4 to 5 years. The LHB has long been considered a troublesome pain generator in the shoulder. Abnormality involving the LHB brachii has long been an area of debate, with Codman in 1934 even questioning the specificity of the diagnosis of biceps tendinitis. Purpose: Pain relief after exercise, exercise-induced hypoalgesia (EIH), is established across the lifespan. Conditioned pain modulation (CPM: pain inhibits pain) may be a mechanism for EIH.

Methods: In 55 adolescents, pressure pain thresholds were measured before and after exercise (deltoid, quadriceps, and nail bed) and during CPM at the nail bed and deltoid test stimulus sites. The relationship between EIH and CPM was explored.

Results: EIH occurred at deltoid and quadriceps; CPM occurred at nail bed and deltoid. CPM and EIH correlated at deltoid; adolescents with greater CPM experienced greater pain relief after exercise. At this site, CPM predicted 5.4% …

This study examines the effects of survival processing and collaborative inhibition on memory performance. The purpose of this research is to determine whether survival processing produced more accurate memory recall than pleasantness processing, as well as determine the impact of collaborative inhibition when compared to nominal groups. In this experiment, participants were given the instructions to rate a given list of words based on survival or pleasantness depending on which scenario they were assigned to. Warm-ups are often initiated before an athletic event in order to prepare the athlete's body for competition by increasing blood flow to the working muscles. When a warm-up also activates nerve-muscle function, producing a level of high-intensity power even after the muscle contraction occurs, it is known as post-activation potentiation (PAP). Most PAP warm-ups include high-load, low-velocity conditioning contractions whereas a low-load, high-velocity conditioning contraction may be a more user-friendly warm-up. Background Early pregnancy complaints in emergency medicine are common. Emergency physicians (EP) increasingly employ ultrasound (US) in the evaluation of these complaints. As a result, it is likely that rare and important diagnoses will be encountered. We report a case of fetal anencephaly diagnosed by bedside emergency US in a patient presenting with first-trimester vaginal bleeding.

Case Report A 33-year-old patient at 10 weeks gestation presented with vaginal bleeding. After initial history and physical examination, a bedside US was performed. The EP noted the abnormal appearance of the fetal cranium and anencephaly was suspected. This finding was confirmed by a …

Forest health is an important variable that we need to monitor for forest management decision making. However, forest health is difficult to assess and monitor based merely on forest field surveys. In the present study, we first derived a comprehensive forest health indicator using 15 forest stand attributes extracted from forest inventory plots. Second, Pearson’s correlation analysis was performed to investigate the relationship between the forest health indicator and the spectral and textural measures extracted from SPOT-5 images. The high-frequency region of vowel signals (above the third formant or F3) has received little research attention. Recent evidence, however, has documented the perceptual utility of high-frequency information in the speech signal above the traditional frequency bandwidth known to contain important cues for speech and speaker recognition. The purpose of this study was to determine if high-pass filtered vowels could be separated by vowel category and speaker type in a supervised learning framework.
