Preserving Canadian Music Culture: The Case Of The Silver Dollar Room And The Intangible Cultural Heritage Management Of Urban Spaces Of Culture, Sara Gwendolyn Ross
Articles, Book Chapters, & Popular Press
On January 13, 2015, one of Toronto, Canada’s, iconic live music venues, the Silver Dollar Room, officially received cultural heritage designation pursuant to the City of Toronto By-law 57-2015 under Part IV, Section 29 of the Ontario Heritage Act (“OHA”). What is significant about this designation, is that it was awarded, not on the basis of its physical or tangible heritage attributes but, instead, on the intangible cultural heritage value embodied within the space. Receiving cultural heritage designation is important for the future of the Silver Dollar Room as it has effectively led to the end of plans for its …

A Goal-Oriented Understanding Of The Right To Health Care And Its Implications For Future Health Rights Litigation, Michael Da Silva
A Goal-Oriented Understanding Of The Right To Health Care And Its Implications For Future Health Rights Litigation, Michael Da Silva
Dalhousie Law Journal
International human rights law recognizes a right to health. A majority of domestic constitutions recognize health-related rights. Many citizens believe that they have a moral right to health care. Some theorists agree. Yet the idea of a right to health care remains controversial. Specifying the nature of such a right invites more controversy. Indeed, most models of the right face persistent problems that threaten to undermine the conceptual coherence of a right to health care. This article accordingly sketches preliminary arguments for a new, goal-oriented model of the right to health care. It explains that the model avoids most of …
Deregulating The Inadequate Basel Accords: Future-Proofing Financial Regulations In An Age Of Global Crises, Ivan Chaykovskiy
Deregulating The Inadequate Basel Accords: Future-Proofing Financial Regulations In An Age Of Global Crises, Ivan Chaykovskiy
Cardozo Journal of International and Comparative Law
The Basel Accords, despite their intent to enhance financial stability, are fundamentally flawed due to the Basel Committee on Banking Supervision's lack of formal legal enforcement authority. This limitation renders the Accords ineffective in addressing global financial crises, as their success depends on consistent implementation and compliance across jurisdictions. The note argues that the Committee must be restructured to include a broader membership and gain enforcement powers to create a more robust regulatory framework. Without such reforms, the Accords will continue to fail in preventing future financial meltdowns.
Attractiveness Versus Competition: Towards An Unified Model For User Visitation, Thanh-Nam Doan, Ee-Peng Lim
Attractiveness Versus Competition: Towards An Unified Model For User Visitation, Thanh-Nam Doan, Ee-Peng Lim

Modeling user check-in behavior provides useful insights about venues as well as the users visiting them. These insights can be used in urban planning and recommender system applications. Unlike previous works that focus on modeling distance effect on user’s choice of check-in venues, this paper studies check-in behaviors affected by two venue-related factors, namely, area attractiveness and neighborhood competitiveness. The former refers to the ability of an area with multiple venues to collectively attract checkins from users, while the latter represents the ability of a venue to compete with its neighbors in the same area for check-ins. We first embark …

Funded by a grant from the National Park Service American Battlefield Protection Program, this study delves into the technical, often forgotten, aspects of the Siege of Newport - a Revolutionary War engagement that took place in Middletown, RI in August 1778. It pairs the historical record with scientific analysis of the artillery, fortifications, geography and unforeseen circumstances that impacted the Siege. While much of the original earthen defense-works are now gone, there are a small number of sites that still exist. This study also covers what sites remain, their condition and thoughts on how to preserve and commemorate them.

The Illinois Veterans Treatment Court Mandate: From Concept To Success, John Adams, Jaye Hobart, Mark Rosenberg
The Simon Review (Occasional Papers of the Paul Simon Public Policy Institute)
Veteran Treatment Courts in Illinois - The VTC Mandate In Illinois, several VTCs already exist. These courts have seemingly been successful in achieving the outcomes that matter to veterans and communities. Because of the preliminary success of these courts, Illinois Governor Bruce Rauner signed House Bill 5003 (HB 5003) into law on August 14, 2016, which amends the Veterans and Servicemembers Court Treatment Act of 2010 by providing that each judicial circuit shall—rather than may—implement a VTC by January of 2018 (Public Act 099-0807). In addition to this legislation, in November of 2015, the Administrative Office of the Illinois Courts …

Health Insurance Co-Ops: Product Availability And Premiums In Rural Counties, Erika C. Ziller Phd, Zachariah T. Croll Ba, Andrew F. Coburn Phd
Access / Insurance
Created by the Affordable Care Act (ACA), Consumer Operated and Oriented Plans (CO-OPs) are private, non-profit health insurers that were designed to increase insurance plan choice and lower premiums in the Health Insurance Marketplaces. Early analyses of the ACA suggested that CO-OPs may be particularly beneficial for rural communities, where fewer individual and small group health insurance options have traditionally been available.
This Research and Policy Brief, authored by research staff at the Maine Rural Health Research Center, explores the early availability and role of CO-OPs in rural and urban counties. We describe the regional distribution and market prevalence of …

As an expression of their friendship and esteem, the authors dedicate these essays to Robert H. Stoddard in honor of his many years of exemplary service to the people of Nebraska, the World, and the discipline of Geography. After earning the BA at Nebraska Wesleyan (1950), an MA at the University of Nebraska (1960), and the PhD at the University of Iowa (1966), Dr. Stoddard taught for some forty combined years at Nebraska Wesleyan University (1961-67) and the University of Nebraska-Lincoln (1967 to the present, where he is now Professor Emeritus). He also taught high school in India (1952-57), and …
Intrastate Federalism, Rick Su
Intrastate Federalism, Rick Su
Journal Articles
In debates about the role of federalism in America, much turns on the differences between states. But what about divisions within states? The site of political conflict in America is shifting: battles once marked by interstate conflict at the national level are increasingly reflected in intrastate clashes at the local. This shift has not undermined the role of federalism in American politics, as many predicted. Rather, federalism's role has evolved to encompass the growing divide within states and between localities. In other words, federalism disputes — formally structured as between the federal government and the states — are increasingly being …
Women In The Gis Profession, Livia Betancourt-Mazur, Jochen Albrecht
Women In The Gis Profession, Livia Betancourt-Mazur, Jochen Albrecht
Publications and Research
In many technical professions, women are underrepresented. While a gender imbalance also has been assumed to exist in the realm of professional GIS, no data existed to corroborate it. The original survey presented here was developed by the authors to add both quantitative and qualitative research about the numbers and current experience of women in GIS to address this knowledge gap. A total of 484 women responded to the survey, providing a healthy sample size and a reliable and informative data set.
A key finding is that some 42 percent of women are, overall, not grossly underrepresented in the GIS …

Dipl 6403 Na The European Union External Policies, Marina Kaneti Phd
Diplomacy Syllabi
The purpose of this course is to explore the changing role and influence of the European Union (EU) as an international actor on the global stage. The focus is on the EU's external relations with non-member states and non-state actors and its emerging role in world affairs. Since the EU is less than a unitary state actor and more than a conventional international organization, particular attention will be given to the elements of its international “actorness”, decision-making processes, specific policy instruments and impact through an examination of such selected policy areas as (im)migration, development and humanitarian assistance, trade, and the …

Education For Victory: An Analysis Of Social Studies Education In American Secondary Schools During World War Ii, Rachael E. O'Dell
Education For Victory: An Analysis Of Social Studies Education In American Secondary Schools During World War Ii, Rachael E. O'Dell
Student Publications
Secondary schools during World War II were viewed as a vital component of the war effort on the home front. The nation’s youth were seen as important potential contributors to the war effort, and were educated as such. The atmosphere of total war especially affected social studies classes at this level. An analysis of contemporary educational journals and supplementary teaching materials reveals that secondary school students were virtually indoctrinated with democratic and patriotic values in their social studies classes in wartime schools. Social studies classes thus functioned as a route through which students could be encouraged to participate in the …
The Construction Of Touristic Modernity In Xizhou, Katherine E. Benton
The Construction Of Touristic Modernity In Xizhou, Katherine E. Benton
Student Publications
Tim Oakes’ (1998) concept of touristic modernity accurately describes how the Chinese national discourse surrounding tourism, as both a tool for economic growth and nation-building, has shaped what the local reality has become for many towns and villages in the peripheral regions of China, especially those with large populations of ethnic minorities. Specifically in the Dali Bai Autonomous Region, foreign tourism followed by nostalgia-fueled domestic tourism has transformed Dali into a commercialized tourist destination, which has begun to spill out to other towns around the lake such as Xizhou. Touristic modernity is not, however, a singular homogenous force that culturally …

Geography and the Environment: Graduate Student Capstones
This project determines how two different systems based on geographic user-generated content can work together to allow the content to be made more accessible. This project’s objective is to determine the technical and social issues involved with allowing information to be transferred between systems.
Specifically, this project works with information from two volunteer systems: 1) The United States Geological Survey’s National Map Corps, 2) A global volunteer mapping project called OpenStreetMap.
This project discusses the history of both systems and how they have dealt with importing data in the past. It reviews what has worked well with previous imports and …
Ham Sŏkhŏn And The Rise Of The Dynamistic Philosophy Of History In Korea, Halla Kim
Ham Sŏkhŏn And The Rise Of The Dynamistic Philosophy Of History In Korea, Halla Kim
Philosophy Faculty Publications
The purpose of this paper is show the systematic significance and function that the concept of history has in Ham Sokhon’s philosophy. Even though he was not the first philosopher of history in modern Korea, Ham enthusiastically presented and argued for the dynamic operation of the goal (telos) and force which he calls “Ssi-al”—the anonymous grassroots in the context of Korean history. In particular, the notion of suffering plays an important role in his teleological thinking, not by imposing a pessimistic outlook but rather as an integral part of the historical mission assigned to the Korean people. In the second …

Looking For The Intersection: Public Libraries, Adult Literacy And Homelessness, Deborah W. Yoho
Looking For The Intersection: Public Libraries, Adult Literacy And Homelessness, Deborah W. Yoho
South Carolina Libraries
Homelessness is a problem which has proven resistant to both short-term solutions and to efforts to address root causes. Illiteracy may be a major factor, yet few studies have addressed how a library's mission to promote reading intersects with the informational needs of adults experiencing homelessness. An understanding of literacy as more than a set of reading skills may help to guide librarians who wish to fully implement ALA's standard of facilitating access to information for all, including marginalized patrons and those who not read well. As public libraries respond to questions about their continued relevance in a digital age, …

Slash And Learn: Revealing Stakeholder Knowledge, Support, And Preferred Communication Methods Relative To Wood-Based Biofuels Projects, Jillian Moroney, Tamara Lininga, Randall Brooks
Journal of Extension
The Northwest Advanced Renewables Alliance (NARA) is examining the feasibility of a woody biomass-to-biofuels supply chain in Idaho, Montana, Oregon, and Washington. A part of the ongoing feasibility study involved conducting a survey of informed stakeholders on the use of woody biomass from forest residuals in producing sustainable bioenergy. Survey findings indicated that the more knowledgeable stakeholders considered themselves, the more supportive of biofuel-related activities they were. Also, survey respondents generally wanted to be able to obtain information on the topic on their own and at their own convenience, such as by accessing a website, and through face-to-face forums, where …
An Enlightened Island: Original Vision, Community Politics, And The Failure Of Bitcoin, Eric Yao , '17
An Enlightened Island: Original Vision, Community Politics, And The Failure Of Bitcoin, Eric Yao , '17
Senior Theses, Projects, and Awards
One of the first paradoxes of Bitcoin was how the community would uphold Satoshi’s original vision and founding principles after its creation. Despite much recent scholarly discussion on the idea of Bitcoin, intellectual history of money, and optimistic, progressive historiography, little has been written to answer the question of whether Bitcoin has succeeded in its original vision. The article argues that Bitcoin has failed to remain civil libertarian, radically democratic, and equal and open due to community politics and an ensuing civil war over the block size debate and the future of the blockchain. In addition to drawing from two …
Echoes Of The Past: Stylistic And Compositional Influences In The Music Of Sergei Bortkiewicz, Jeremiah A. Johnson
Echoes Of The Past: Stylistic And Compositional Influences In The Music Of Sergei Bortkiewicz, Jeremiah A. Johnson
Glenn Korff School of Music: Dissertations, Theses, Student Creative Work, and Performances
Despite the wide array of his compositional output in the first half of the twentieth
century, the late Romantic composer, Sergei Bortkiewicz (1877-1952), remains relatively
unknown. Bortkiewicz was born and raised near Kharkov, Ukraine, but considered
himself Russian. Bortkiewicz studied in St. Petersburg and Leipzig, lived in Berlin, and
later returned to Kharkov during World War I. During the Russian Revolution, he fled to
Istanbul as a refugee. Eventually, he returned to Berlin and then to Vienna, where he
would remain during World War II and for the rest of his life. Substantial modern-day
recording efforts have rekindled interest in …
Faculty Employment Status And Student Characteristics As Predictors Of Student Success In Modularized Developmental Mathematics, Leonda Williams Keniston
Faculty Employment Status And Student Characteristics As Predictors Of Student Success In Modularized Developmental Mathematics, Leonda Williams Keniston
Educational Leadership & Workforce Development Theses & Dissertations
Approximately two-thirds of incoming community college students are considered academically unprepared for college-level work and lack adequate literacy and mathematical skills needed to learn at the postsecondary level. To address these realities, individual community colleges and state-wide systems have responded by redesigning developmental curricula and course structures into modularized programs that accelerate student progression through developmental sequences. Simultaneously, community colleges are hiring more adjunct faculty to meet the ever-growing demand to educate students in these programs.
Data were collected for a study of the Virginia Community College System 2012 developmental math redesign to primarily examine the effects of adjunct faculty …
Advising A Model United Nations Club: A Scaffolded Youth-Adult Partnership To Foster Active Participation And Political Engagement, Brett Levy
Educational Theory and Practice Faculty Scholarship
Model United Nations is one of the world's most popular civic education programs, but there has been little research on how adult advisors of such programs support students' participation and political engagement. This study begins to address this research gap through a case study of one Model UN club. By analyzing data from over 150 hours of observation and from interviews with advisors and students, the author found that advisors facilitated the club as a scaffolded youth-adult partnership and provided three major types of support: intellectual, administrative, and personal. Findings have implications for various extracurricular and classroom-based educational programs.
