Determining an accurate value for the supply and installation of mechanical and electrical services is a difficult task due to the level of specialisation and variance within this sector of the industry. The level of specialised knowledge and the ever changing technology has prevented the Quantity Surveyor from taking a firm hold on the cost estimation of these services. Cost estimates have previously been prepared by consultant services engineers or based on costs provided by these consultants.

Following the action of the ACRL Board in February 2015 in accepting the Framework for Information Literacy for Higher Education as one of the "constellation of documents" that promote and guide information literacy instruction and program development, discussion in the library community continues about steps in implementing the Framework. The spectrum of possibilities for implementing the Framework encompasses both curricular and co-curricular settings within colleges and universities. At this early stage of implementing the Framework, we suggest five curricular and instructional structures that can be thought of as a continuum of deepened engagement with its core ideas.     Nowhere has disruptive technology had a more profound impact than in financial services—and yet nowhere do academics and policymakers lack a coherent theory of the phenomenon more, much less a coherent set of regulatory prescriptions. Part of the challenge lies in the varied channels through which innovation upends market practices. Increases are expected to continue as the number of seniors increase moving forward, as well as the share of the Topsfield population they represent. The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. Brake and tire violations are common problems identified through commercial vehicle inspections. Identifying and correcting these types of problems before a crash occurs can produce significant safety benefits. Thermal imaging technology can be used by commercial vehicle enforcement to screen vehicles as they approach a weigh station to determine if they may have flat tires and inoperable brakes. The vehicles do not have to be stopped at a weigh station to be screened. Kentucky currently has three stations outfitted with thermal imaging technology. Volume/service flow ratio (VSF) is calculated by the Highway Performance Monitoring System (HPMS) software as an indicator of peak hour congestion. It is an essential input to the Kentucky Transportation Cabinet’s (KYTC) key planning applications, such as highway adequacy rating. After the Federal Highway Administration (FHWA) reassessed the HPMS, the standalone HPMS software was no longer supported. This conclusion was based on the 2000 Highway Capacity Manual (HCM2000). As a result, the peak capacity and VSF estimates based on the submittal file are no longer available to KYTC. The calculation of VSF ratios requires AADT, K factor, directional factor, and …

This project involved updating processing traffic characteristics data using a series of quality control and analytical programs to produce an estimate of the following parameters of interest; 1) average daily traffic, 2) percent trucks, 3) percent trucks classified as heavy/coal, 4) axles per truck, 5) axles per heavy/coal truck, 6) ESALs per truck axle, 7) ESALs per heavy/coal truck axle, and 8) total ESALs. ESAL estimation parameters used WIM data collected during 2007, 2011, and 2012–2013 (representing 41 stations); and classification data collected in 2010, 2011 and 2012 (representing 1,669 stations).

After Obergefell V. Hodges: The Continuing Battle Over Equal Rights For Sexual Minorities In The United States, Simone Chriss, Danaya C. Wright

This article examines the pathbreaking U.S. Supreme Court decision in Obergefell v. Hodges that held same-sex marriage was a fundamental right that could not be denied by any state, despite the myriad same-sex marriage bans that had been passed in a majority of states. After explaining the constitutional jurisprudence of due process and equal protection, the article then examines the history of the same-sex marriage movement and the Obergefell decision. We conclude by discussing how the jurisprudential theory of the case, fundamental rights under the due process clause, narrows the scope of the case’s precedential value. Background: Linear growth faltering in the first 2 y contributes greatly to a high stunting burden, and prevention is hampered by the limited capacity in primary health care for timely screening and intervention.

Objective: This study aimed to determine an approach to predicting long-term stunting from consecutive 1-mo weight increments in the first year of life.

Methods: By using the reference sample of the WHO velocity standards, the analysis explored patterns of consecutive monthly weight increments among healthy infants. Four candidate screening thresholds of successive increments that could predict stunting were considered, and one was selected for …

Audiovisual records of a Project Mercury pilot's activities during an orbital flight indicate that his visor was left open during reentry and descent to the sea surface, phases of flight during which cabin pressure loss was to be mitigated by suit pressurization; however the suit could not have been pressurized with the visor open. Thus, for a presently unknown reason, a critical safety step—sealing the visor and making a pressure suit integrity test before re-entry—was overlooked in this flight, a fact itself unreported in any flight review or historical documents known to the author. Performance characteristics of bituminous mixtures play the most influential role in designing flexible pavement. These asphaltic mixtures can be considered as heterogeneous mixtures which composed of two primary components: fine aggregate matrix (FAM) phase and aggregate phase. The FAM phase acts as a critical phase in evaluating the performance characteristics including viscoelastic, fatigue damage, and permanent deformation characteristics of entire asphalt mixtures. Numerous roadside safety systems are configured with reinforced concrete materials, such as bridge railings, median barriers, and roadside parapets. These protective barrier systems are intended to safely contain and redirect errant vehicles as well as prevent impacts into hazardous fixed objects or other geometric features. Brain-derived neurotrophic factor (BDNF) is an important anorexogenic factor and has been shown to be involved in obesity. It is important to know when changes in BDNF expression occur to possibly prevent development of dietary obesity. BDNF mRNA decreases in response to long-term western diet (WD) exposure in the ventromedial hypothalamus (VMH), yet no study has investigated the short-term effects of WD on BDNF expression in the hypothalamus. Previously, the H2Bioil process was proposed as a possible way to convert sustainably available intact biomass into liquid fuels. The optimization of this process and possible synergies with other biomass conversion processes are presented in this thesis.

The selectivity of the PtMo hydrodeoxygenation catalyst was tuned using two different hydrogen partial pressures: 25 bar, and 2.5 bar. This effect was studied on cellulose and intact biomass samples to determine the effect that hydrogen has upon the retention of aromatic compounds found in intact biomass. As an automated device replacing paper in the cockpit, there are many human factor issues that relate to operation of the EFB. Previous studies that looked at the written product of native speakers of Arabic in their second language (L2), English, have identified traces of Arabic rhetoric (L1), mainly Classical Arabic, in their writing (e.g., Atari, 1983; Kaplan, 1966; Ostler, 1987). These studies focused primarily on the L2-written texts, where the written product is used to make inferences about the rhetorical structures of the writers’ L1. The results from these studies portrayed the native-Arab writer’s text as highly influenced by Classical Arabic. This study focused on the design and fabrication of a double negativity and three broadband single negativity elastic metamaterials using a 3D printer. We investigated dispersion curves and dynamic material properties of the metamaterials. Negative phase velocity in the double negativity metamaterial was also demonstrated.

For metamaterials with single negativity, three types of broadband metamaterials were designed from parametric studies. A comparison showed that using frame bending/stretching mode is more effective than applying beam bending mode to broaden bandgap. The proposed techniques do not require modifications to the source code, or to the software binaries, for the purpose of software analysis (non-intrusive). Local anesthetic systemic toxicity, due to misapplication of local anesthetic in an otherwise routine procedure, can result in deleterious effects. Although improved regional anesthesia techniques, effective test-dosing, and availability of less toxic local anesthetics have resulted in a decline in local anesthetic toxicity rates, adverse events do occur. A comprehensive review of literature was conducted and current research findings and documented case studies were systematically reviewed. The "lipid sink" phenomenon is the most widely accepted theoretical framework surrounding intravenous lipid emulsion treatment for local anesthetic induced cardiovascular collapse (Rothschild, Bern, Oswald, & Weinberg, 2010). Most patients suffering from neuropathic pain will not obtain sufficient pain relief from current recommended therapy. The present study sought to compare patients with neuropathic pain treated with intrathecal drug delivery systems (IDDS) to those with oral opioid treatment alone via a retrospective analysis of electronic medical records. Pain scores and number and amount of adverse events were the primary endpoints of analysis. The most important finding of our study was that significantly fewer adverse events were found among patients treated with IDDS compared to patients treated with traditional oral medications.
