Options to streamline the system for delivering local government services in Illinois were significantly increased with passage of recommendations by the Task Force on Government Consolidation and Unfunded Mandates report issued in 2016. While no mandates were included, subsequent legislation enables residents and local public officials to redesign collaboration among local government units and agencies to deliver services in different ways, possibly at lower costs and property taxes. The report contains responses by 500 local public officials, plus the testimony and deliberations of the Task Force leading to subsequent legislation.

Indifferent administration by overseas imperial powers transparently sought to enrich their home country with little to no thought about the long term environmental or political consequences for the colony. When Jane Minot Sedgwick II (1821-1889), the daughter of an elite New England Unitarian family, became a Catholic in 1853, she joined a new faith culture while remaining embedded in the social world of her birth. As a young woman, she was uninterested in her family’s religious activities and uncomfortable with their zeal. This dissertation argues that Sedgwick only came to see Catholicism as a viable religious option after developing friendships with other elite women who had recently converted. After studying Catholicism for ten years, Sedgwick joined the Church, a decision she described as rational. In light of her independent …

A great deal has been written about the Energy Policy Act of 2005 exempting oil and gas operations using hydraulic fracturing from the purview of certain federal environmental laws. Far less attention has been paid to George W. Bush’s Executive Order 13211 (EO 13211), entitled “Actions Concerning Regulations that Significantly Affect Energy Supply, Distribution or Use.” The executive order requires federal agencies to evaluate the impact of federal regulations on “supply, distribution and use of energy.” This study examined the impact of EO 13211 on United States environmental and conservation regulations proposed and promulgated by federal agencies. “Out of abundance, give to the poor.” Such was the Gospel precept of Italian Methodist minister, Rev. Antonio Arrighi in establishing the Anson Phelps Stokes Italian Free Library in 1894 in NYC. My talk will demonstrate the connection that existed between his Protestant missionary work and this immigrant library collection.

The library opened in July 1894 in a stately building on Mulberry Street. Housing more than 3,000 books and newspapers in both Italian and English, it was funded entirely by the wealthy donor’s wife, Helen Louisa Stokes. Both she and Arrighi desired to see such a library serving the Italian …

Steven will work with over a year of collected spatial ability data to discover the significant gains student achieve in it after completing a Statics course. Moreyball is the concept of emphasizing three pointers and points in the paint over mid-range shots on offense, while forcing mid-range shots on defense. Understanding this concept is crucial not just for front office personnel, but the players and the coaches of the NBA. This research explored whether or not Moreyball accurately predicts success in the NBA. The methodology used multiple regressions between specific NBA statistics and the Win/Loss record of NBA teams. The results of this research showed that on its own, the main statistics of Moreyball were significant in predicting team success in the NBA. However when additional …

Bioinformatics Faculty Publications

Through high-throughput RNA sequencing (RNAseq), transcriptomes for a single cell, tissue, or organism(s) can be ascertained at a high resolution. While a number of bioinformatic tools have been developed for transcriptome analyses, significant challenges exist for studies of non-model organisms. Without a reference sequence available, raw reads must first be assembled de novo followed by the tedious task of BLAST searches and data mining for functional information. We have created a pipeline, PyRanger, to automate this process. The pipeline includes functionality to assess a single transcriptome and also facilitate comparative transcriptomic studies.

Provides that serious or violent felonies committed before passage of the three strikes law in 1994 do not count as strikes toward three strikes sentencing. Drops definition of crimes that count as strikes for purpose of three strikes law. Requires resentencing for certain three strikes inmates (and certain two strikes inmates) who committed pre-1994 serious and/or violent felonies. Applies savings from sentencing changes to low-income middle and high schools, California Community Colleges, University of California, and prison rehabilitation programs.
