Yakutat Tlingit And Wrangell-St. Elias National Park And Preserve: An Ethnographic Overview And Assessment, Douglas Deur, Thomas Thornton, Rachel Lahoff, Jamie Hebert

Anthropology Faculty Publications and Presentations

The National Park Service initiated a series of studies, working in collaboration with park-associated Native communities, to provide basic documentation of the nature of Alaska Native ties to Wrangell-St. Elias National Park and Preserve. The current study represents one of a series of baseline reports on Alaska Native ties to the park. Wrangell-St. Elias National Park and Preserve includes parts of the traditional territories of three general Alaska Native groups—the Upper Tanana and Ahtna Athabascans and the Yakutat Tlingit. Prior to the current effort, the park completed ethnographic overviews and assessments in the upper Tanana and Ahtna regions, which are …

Metal And Prestige In The Greater Lower Columbia River Region, Northwestern North America, H. Kory Cooper, Kenneth Ames, Loren G. Davis Jan 2015

Metal And Prestige In The Greater Lower Columbia River Region, Northwestern North America, H. Kory Cooper, Kenneth Ames, Loren G. Davis

Anthropology Faculty Publications and Presentations

Excavations at the late prehistoric-early historic Chinookan sites of Meier and Cathlapotle in the Greater Lower Columbia Region recovered several hundred metal artifacts. Portable X-ray fluorescence (XRF) was used initially to quickly determine metal type. Then a sample of copper artifacts was subjected to another round of XRF analysis to identify the presence of native copper and, or, chronologically sensitive copper metals. No native copper artifacts were identified and the lack of Muntz metal, a specific type of brass patented in the 1830s, corroborates the dating of material from both sites as no later than the early historic period. Meier …

Justice Ginsburg's Umbrella, Ellen D. Katz Jan 2015

Justice Ginsburg's Umbrella, Ellen D. Katz

Book Chapters

Near the end of her dissent in Shelby County v. Holder, Justice Ginsburg suggested a simple analogy to illustrate why the regional protections of the Voting Rights Act (VRA) were still necessary. She wrote that “[t]hrowing out preclearance when it has worked and is continuing to work to stop discriminatory changes is like throwing away your umbrella in a rainstorm because you are not getting wet.”

Labor Unions And Title Vii: A Bit Player At The Creation Looks Back, Theodore St. Antoine Jan 2015

Labor Unions And Title Vii: A Bit Player At The Creation Looks Back, Theodore St. Antoine

Book Chapters

During the debates over what became Title VII (Equal Employment Opportunity) of the Civil Rights Act of 1964, I was the junior partner of the then General Counsel of the AFL-CIO, J. Albert Woll. There were only three of us in the firm. The middle partner, Robert C. Mayer, handled the business affairs of the Federation and our other union clients. Bob was also the son-in-law of George Meany, president of the AFL-CIO, which gave us a unique access to Meany’s thinking. The Federation had only one in-house lawyer, Associate General Counsel Thomas Everett Harris. Tom was an aristocratic Southerner …

Enforcing The Fifteenth Amendment, Ellen D. Katz Jan 2015

Enforcing The Fifteenth Amendment, Ellen D. Katz

Book Chapters

This chapter examines efforts to enforce the Fifteenth Amendment in the period from United States v. Reese through Shelby County v. Holder. Reese and Shelby County expose the most rigorous stance the Court has employed to review congressional efforts to enforce the Fifteenth Amendment, while the years in-between show Congress and the Court working more in tandem, at times displaying remarkable indifference to blatant violations of the Fifteenth Amendment, and elsewhere working cooperatively to help vindicate the Amendment’s promise. Defying simple explanation, this vacillation between cooperation and resistance captures the complex and deeply consequential way concerns about federal power, …

Photonic-Loop Modeling Using Ghost Waveguides, Parikshit Dale Jan 2015

Photonic-Loop Modeling Using Ghost Waveguides, Parikshit Dale

Theses

In this thesis, we present a new method for the modeling and analyzing photonic-loop structures which is based on a rotated directional coupler and ghost waveguide. This new method is less complicated than available methods. Our method of photonic-loop structure modeling is demonstrated by modeling and analyzing a ring resonator and its parameters. We also model and analyze a multi-ring ring resonator.

Performance And Energy Trade-Offs For 3d Ic Noc Interconnects And Architectures, James David Coddington Jan 2015

Performance And Energy Trade-Offs For 3d Ic Noc Interconnects And Architectures, James David Coddington

Theses

With the increased complexity and continual scaling of integrated circuit performance, multi-core chips with dozens, hundreds, even thousands of parallel computing units require high performance interconnects to maximize data throughput and minimize latency and energy consumption. High core counts render bus based interconnects inefficient and lackluster in performance. Networks-on-Chip were introduced to simplify the interconnect design process and maintain a more scalable interconnection architecture. With the continual scaling of feature sizes for smaller and smaller transistors, the global interconnections of planar integrated circuits are consuming higher energy proportional to the rest of the chip power dissipation as well as increasing …

Cyp2d7 Sequence Variation Interferes With Taqman Cyp2d6 (*) 15 And (*) 35 Genotyping., Amanda K. Riffel, Mehdi Dehghani, Toinette Hartshorne, Kristen C. Floyd, J Steven Leeder, Kevin P. Rosenblatt, Andrea Gaedigk

Manuscripts, Articles, Book Chapters and Other Papers

TaqMan™ genotyping assays are widely used to genotype CYP2D6, which encodes a major drug metabolizing enzyme. Assay design for CYP2D6 can be challenging owing to the presence of two pseudogenes, CYP2D7 and CYP2D8, structural and copy number variation and numerous single nucleotide polymorphisms (SNPs) some of which reflect the wild-type sequence of the CYP2D7 pseudogene. The aim of this study was to identify the mechanism causing false-positive CYP2D6 (*) 15 calls and remediate those by redesigning and validating alternative TaqMan genotype assays. Among 13,866 DNA samples genotyped by the CompanionDx® lab on the OpenArray platform, 70 samples were identified as …

Master's Theses

The following study focuses on community colleges and the textual website

materials they present regarding study abroad programs in order to illuminate the congruence between the overall community college mission of accessibility and the information presented on their study abroad websites. The text was evaluated by utilizing a thematic analysis coupled with multiple case studies and then further examined through the theoretical lenses of academic capitalism, institutional isomorphism, and universalism. The analysis of the text indicated that institutions are offering these programs for a combination of reasons, including institutional legitimacy, institutional revenue, and attempted student accessibility. The most significant deduction …

Tcr Modifications To Enhance Expression, Chain Pairing, And Antigen Recognition For Adoptive T Cell Transfer, Kendra Foley Jan 2015

Tcr Modifications To Enhance Expression, Chain Pairing, And Antigen Recognition For Adoptive T Cell Transfer, Kendra Foley

Master's Theses

T cell receptor (TCR) gene modified T cells for adoptive T cell transfer therapy have been shown to have clinical success in treating melanoma and other malignancies by redirecting the specificity of peripheral blood lymphocytes (PBL) to recognize tumor and/or viral associated antigens of choice. One of the challenges in using TCR gene modified T cells is the potential mispairing between endogenous and introduced alpha and beta TCR chains, allowing for unwanted off-target reactivity, autoimmunity, or impaired therapeutic efficacy. One approach to augment proper TCR chain pairing and to enhance T cell function involves the modification of the introduced TCR …

Characteristics Of Attorneys Representing Children In Child Welfare Cases, Britany Orlebeke, Andrew Zinn, Xiaomeng Zhou, Donald N. Duquette

Articles

Every day in state and local courts throughout the United States, judges are called upon to decide who should have the responsibility for the immediate and long-term care of neglected and abused children. Federal recognition of the right to independent advocacy for children subject to these proceedings originates with the 1974 Federal Child Abuse Prevention and Treatment Act (CAPTA). As a condition of receiving federal funds for child abuse prevention services through CAPTA, states must provide for the appointment of an appropriately trained guardian ad litem (GAL) for every child whose case results in a judicial proceeding. A guardian ad …

Ethics For Media Lawyers: The Lessons Of Ferguson, Leonard M. Niehoff Jan 2015

Ethics For Media Lawyers: The Lessons Of Ferguson, Leonard M. Niehoff

Articles

Ferguson, Missouri, has a population of roughly 21,000 people. Thirty cities in Missouri have larger populations. The Edward Jones Dome, where the St. Louis Rams play football, seats three times as many people. Most of us had never heard of Ferguson prior to August 9, 2014, when a police oficer named Darren Wilson shot and killed an unarmed black teenager named Michael Brown. But, to paraphrase the grim observation of Ambrose Bierce, war is how Americans learn geography. So, as violence and vandalism erupted on its streets, the nation turned its attention toward Ferguson and labored to understand the place, …

Beyond Max Weber: The Need For A Democratic (Not Aristocratic) Theory Of The Modern State, William J. Novak Jan 2015

Beyond Max Weber: The Need For A Democratic (Not Aristocratic) Theory Of The Modern State, William J. Novak

Articles

We cannot wish (or think) away the modern state any more than the postwar generation could wish away atomic power. And we cannot ignore the state in our efforts to come to terms with modern economy and society any more than we can ignore equally difficult concepts like modern capitalism or modern law. Attempts to try to reckon with modernity in lieu of hard thinking about such abstract concepts will probably end up deploying some overdetermined and cartoonish causation of a mainly biographical or interest-group sort. Or, like libertarianism, neoliberalism, or other popular anti-statist credos, they will leave us with …

Inversions And Competitiveness: Reflections In The Wake Of Pfizer-Allergan, Reuven S. Avi-Yonah, Omri Marian Jan 2015

Inversions And Competitiveness: Reflections In The Wake Of Pfizer-Allergan, Reuven S. Avi-Yonah, Omri Marian

Articles

The recent announcement that Pfizer Inc. has reached a merger agreement with Allergan PLC, with the combined entity being tax resident in Ireland, is a good occasion to reconsider U.S. policy options in regard to inversions. We consider an "inversion" as any transaction in which a U.S. corporation becomes foreign for tax purposes without a meaningful change to its underlying business or management activities. This short article explains what we believe to be the true motives of inversion transactions, as well as potential policy responses, in light ofthe Pfizer inversion. Part II explains what is unique about the Pfizer inversion …

Revitalizing Dormant Commerce Clause Review For Interstate Coordination, Alexandra B. Klass, Jim Rossi Jan 2015

Revitalizing Dormant Commerce Clause Review For Interstate Coordination, Alexandra B. Klass, Jim Rossi

Articles

Interstate coordination presents one of the most difficult challenges for American federalism as well as for energy markets and policy. Existing laws vest the approval of large-scale energy infrastructure projects such as interstate oil pipelines and high-voltage, interstate electric transmission lines with state and local levels of government. At the same time, state siting and eminent domain regimes routinely enable and even encourage state regulators to hold out from approving interstate infrastructure projects, hobbling any hope for interstate coordination. This Article analyzes how judicial review under dormant Commerce Clause principles and doctrine can promote better interstate coordination by discouraging regulatory …
