Mapping Gravitational-Wave Backgrounds Of Arbitrary Polarisation Using Pulsar Timing Arrays, Jonathan Gair, Joseph D. Romano, Stephen R. Taylor

We extend our previous work on mapping gravitational-wave backgrounds using techniques borrowed from the analysis of cosmic microwave background data to backgrounds which have non-general-relativity (non-GR) polarisations. Our analysis and results are presented in the context of pulsar timing array observations, but the overarching methods are general, and can be easily applied to LIGO or eLISA observations using appropriately modified response functions. Analytic expressions for the pulsar timing response to gravitational waves with non-GR polarisation are given for each mode of a spin-weighted spherical-harmonic decomposition of the background, which permit the signal to be mapped across the sky to any …

This paper focuses on two types of licenses that can best be describes as outlier - FRAND and compulsory licenses. Overall, these two specific forms of licenses share the objective of producing a fair and reasonable license of a technology protected by intellectual property. The comparable objective notwithstanding, each type of license achieves this end using different mechanisms. The FRAND license emphasizes providing the licensee with reasonable terms, e.g., by preventing a standard patent holder from extracting unreasonably high royalty rates. By contrast, compulsory liceses emphasize the public benefit that flows from enabling access to an otherwise inaccessible invention. Ultimately, …

In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. The convertability and barrier properties of paperboard coated with hydroxypropyl-cellulose (HPC) based dispersions were studied via tray pressing trials, oil resistance measurements and microscopic analyses. To improve the oil resistance of the HPC-based coatings and to maximize their convertability, talc, gelatin and latex were used as additives in coating formulations. The oil resistance of the coatings improved to some extent with these additives, but scanning electron micrographs revealed the existence of pinholes particularly in coatings with a high HPC content. The coated paperboard samples were pressed into rectangular trays and the convertability of the paperboards was evaluated with a microscope. …

We study the framework for semi-parametric estimation and statistical inference for the sample average treatment-specific mean effects in observational settings where data are collected on a single network of connected units (e.g., in the presence of interference or spillover). Despite recent advances, many of the current statistical methods rely on estimation techniques that assume a particular parametric model for the outcome, even though some of the most important statistical assumptions required by these models are most likely violated in the observational network settings, often resulting in invalid and anti-conservative statistical inference. Background: In Western North America, increasing wildfire and outbreaks of native bark beetles have been mediated by warming climate conditions. Bioclimatic models forecast the loss of key high elevation species throughout the region. This study uses retrospective vegetation and fire history data to reconstruct the drivers of past disturbance and environmental change. Understanding the relationship among climate, antecedent disturbances, and the legacy effects of settlement-era logging can help identify the patterns and processes that create landscapes susceptible to bark beetle epidemics. Unlike aircrew directly associated with acquisitions, line operators are not fully engaged in the methods to push materiel hardware or software change requests up the chain, to a decision maker, and then to the engineers. The Air Force trains these end users to logically apply expert systems knowledge to execute the mission but has not fully leveraged this resource for properly identifying and correcting operational shortfalls in an aircraft's design. Carboneous materials such as carbon nanotube (CNT), granular activated carbon (GAC), and biochar are promising materials for the removal of organic contaminants from aqueous phase solutions. CNTs have astonishing mechanical strength, chemical and thermal stability and high surface area. While biochar, similar to GAC, having an extremely porous structure and high surface area, can be produced in more austere conditions with native materials. In this study, novel CNT-Hybrid structures (CNT-HS), hardwood pellet (HWP) Biochar and standard GAC (F-600 GAC) were used as adsorbents to treat water contaminated by a model nitroaromatic compound, 2,4-dinitrotoluene (DNT).

This dissertation explores the benefits of combined control moment gyroscope (CMG) and reaction wheel array (RWA) actuation for agile spacecraft. Agile spacecraft are capable of slewing to multiple targets in minimum time. CMGs provide the largest torque capability of current momentum exchange actuation devices but also introduce singularity events in operation. RWAs produce less torque capability than CMGs but can achieve greater pointing accuracy. In this research, a combined RWA and CMG (RWCMG) system is evaluated using analytical simulations and hardware experiments. This research developed a method for multiple Unmanned Aircraft Systems (UAS) to efficiently collect data from a Wireless Sensor Networks (WSN). WSN are composed of any number of fixed, ground-based sensors that collect and upload local environmental data to over flying UAS. The three-step method first uniquely assigns aircraft to specific sensors on the ground. Second, an efficient flight path is calculated to minimize the aircraft flight time required to verify their assigned sensors. Finally, sensors reporting relatively higher rates of local environmental activity are re-assigned to dedicated aircraft tasked with concentrating on only those sensors. This work was sponsored …

Consequences Of Shifts In Abundance And Distribution Of American Chestnut For Restoration Of A Foundation Forest Tree, Harmony J. Dalgleish, Charles Dana Nelson, John A. Scrivani, Douglass F. Jacobs

Restoration of foundation species, such as the American chestnut (Castanea dentata) that was devastated by an introduced fungus, can restore ecosystem function. Understanding both the current distribution as well as biogeographic patterns is important for restoration planning. We used United States Department of Agriculture Forest Service Forest Inventory and Analysis data to quantify the current density and distribution of C. dentata. We then review the literature concerning biogeographic patterns in C. dentata. Currently, 431 ± 30.2 million stems remain. The vast majority (360 ± 22 million) are sprouts < 2.5 cm dbh. Although this number is approximately 10% of the estimated pre-blight population, blight has caused a major shift in the size structure. The current-day population has a larger range, particularly west and north, likely due to human translocation. While climate change could facilitate northward expansion, limited seed reproduction makes this unlikely without assisted migration. Previous research demonstrates that the current, smaller population contains slightly higher genetic diversity than expected, although little information exists on biogeographic patterns in the genetics of adaptive traits. Our research provides a baseline characterization of the contemporary population of C. dentata, to enable monitoring stem densities …

This work aims to evaluate the phytoseiid fauna in natural environments of the coastal plain of the northern coast of the Rio Grande do Sul State, Brazil. The plants were sampled from locations within the counties of Tramandaí and Osório during the last month of each season. Three locations were chosen in the Tramandaí area: (A1) – sand dunes; (A2) – mangrove and (A3) – forest plantation; and one in Osório: (A4) – hill with ​​dense rainforest. A total of 561 specimens belonging to 29 species were collected. The preserved areas presented higher richness, given that the A4 area stood …
