The Philippines and Vietnam valued their maritime connections with great powers during the Cold War and have continued to do so after if ended. In the bipolar context of the Cold War, both Manila and Hanoi eventually permitted Washington and Moscow to station naval forces on their coasts. As tension between Washington and Moscow diminished significantly in the early 1990s, maritime security interests of the Philippines and Vietnam changed. The withdrawal of US and Russian naval forces from the South China Sea left China without rivals. Beijing then emerged as an un-checked naval power in the South China Sea. US-China …

Jonathan Horowitz reviews the notion that there can be a 'global' non-international armed conflict ('global NIAC') under international law in which an enemy fighter could be targeted by the state that is the victim of an attack by non-state actors anywhere he or she travels in the world. The essay highlights several consequences of recognizing such a global NIAC, including incidental civilian harm and destruction of civilian property, to conclude that the very existence of a global NIAC violates international law, particularly as it pertains to the rights of the territorial state. In 2002, the Director of Central Intelligence submitted an unclassified report to Congress, pursuant to § 721 of the FY 97 Intelligence Authorization Act, affirming the existence of Syria's chemical weapons stockpile and continued pursuit of chemical weapons precursors. Other states have acknowledged that the Syrian government acquired its chemical weapons arsenal prior to the August 21, 2013 chemical attack against civilians in the Ghouta agricultural belt. The Senate Select Committee on Intelligence released the Report on Rendition, Detention, and Interrogation in December 2014 detailing the use of enhanced interrogation techniques by the United States after the September 11, 2001 attacks. Defenders of enhanced interrogation often justify the use of such techniques based on military necessity and efficacy. Darwin’s evolutionary theory provided, for some atheist and agnostic authors in Victorian England, a theory of kinship and community, of investment in the world, that had been missing before. Without a “creation” story that could match the Biblical version, those who stood outside the dominant Christian paradigm rarely had the words or concepts to construct their own visions of how humans fit into the existence of other species, into landscapes, and into a world that, if unfallen, seemed resistant to other explanations. Those who did construct alternate mythologies usually reared them on a Christian base.

This thesis looks at the question of, “How can nations on the periphery of global capitalism sustainably negotiate with nations in the center of global capitalist power in the process of governance decentralization in violent conflict zones?” Decentralization here describes the process of power transfer of fiscal, political, and administrative duties from higher and more centralized entities to lower and more localized divisions. The process of decentralization is employed to cultivate participatory democratization, minority advocacy, peacebuilding, and development. On July 18, 1994, the Asociación Mutual Israelita Argentina (AMIA), the Jewish Community Center in Buenos Aires, was bombed in what has been called the worst terrorist attack on Argentina in history. The bombing killed an estimated 86 people and wounded over 200. The Argentine government began a judicial investigation and vowed to bring the perpetrators to justice. Twenty years later, the case remains unresolved. The investigation has been marked by inefficiency and allegations of corruption. The recent, suspicious death of the lead prosecutor of the case has further called into question the legitimacy of Argentina’s government and justice system. …

As part of the research for development of a leader-follower formation between unmanned underwater vehicles (UUVs), this study presents an optical feedback system for UUV navigation via an optical detector array. Capabilities of pose detection and control in a static-dynamic system (e.g. UUV navigation into a docking station) and a dynamic-dynamic system (e.g. UUV to UUV leader-follower system) are investigated. In both systems, a single light source is utilized as a guiding beacon for a tracker/follower UUV. The UUV uses an optical array consisting of photodiodes to receive the light field emitted from the light source.

The only factor determining the release of a defendant from custody before his trial date is money. The government should eliminate the current bail system and replace it with mandated pre-trial release unless the state can prove the defendant to be a flight risk or a danger to society. This bail system has an adverse economic impact on minorities and on poor communities. Some states have used their constitutions to implement pre-trial release. Texas has four constitutional provisions which would permit similar implementations. Post-9/11 conflicts have altered the way that the United States of America and her allies fight wars. Over the last ten years military commanders have embraced counterinsurgency doctrine as the path to victory in the War on Terror. As they have done so, commanders have been faced with the difficult task of balancing the need to protect local civilian populations with the need to proactively target insurgent fighters. To secure lasting peace following the Syrian conflict, women must be a part of the formal negotiation process. Though Syrian women have been excluded from formal peace negotiations, their re-inclusion is possible, despite the ongoing conflict, as Syrian women are currently participating in informal conflict resolution processes. In recent years, numerous lawmakers, policy analysts, and scholars have been decrying the many defects of the present U.S. income tax system. Few have attempted to defend our return-based mass income tax. This essay reviews Learning to Love Form 1040, Lawrence Zelenak’s stirring and persuasive defense of a simplified version of our present federal income tax system. In contrast to the conventional economic critiques, Zelenak explores the underappreciated social, cultural, and political benefits of a return-based, mass income tax. This chapter seeks to assist law enforcement by providing an empirical review of research on the relationship between military service and risk of dangerousness—to self (suicide) or others (violent crime). Risk posed by military members is poorly understood and largely overstated by media reports. The following discussion will reveal that—notwithstanding the unique aspects of military culture and service—most risk factors for violence (towards self and others) are similar for both military members and nonmilitary alike. However, some aspects of military service, (e.g., combat exposure), may impact the behavior and thought processes of service members who come into contact with law …

At 8:15 am on August 6^th, 1945, the world and the way in which we fight wars changed forever. Immediately following the drop of the Little Boy atomic bomb, the city of Hiroshima was decimated, leaving the surviving citizens to deal with poverty, starvation, loss of loved ones, and utter destruction of their lives. After the bombing, survivors were left with burns, radiation poisoning, and physical scars. Unknown to the survivors of the atomic bombings, or Hibakusha, were the ensuing psychological and emotional damages. In 2014, we know more about traumatic experiences than in 1945. Studies from …

Given the need to carry this equipment, it is important to understand the potentially deleterious effect that the additional load may have on tactical performance. Furthermore, it is important to identify physical fitness characteristics that are associated with the potential decrement in performance. This dissertation argues that eighteenth- and nineteenth-century narratives about personal and collective experiences with disease train American readers to fear illness while warning them against the dangers of being afraid. Such narratives depict the way illness ravages the physical body, disrupts interpersonal relationships, and threatens to dismantle social or municipal organization. In other words, the story of sickness is a story of terror-inducing dis-order. I study disease with a lens informed by cultural and disability studies to show that what makes disease historically and culturally significant is its power—through the body—to dis-order relationships, society, and knowledge. Foreign Affairs: Policy, Culture, and the Making of Love and War in Vietnam investigates the interplay between war and society leading to and during the Vietnam War. This project intertwines histories of foreign relations, popular culture, and gender and sexuality as lenses for understanding international power relations during the global Cold War more broadly. By examining sexual encounters between American service members and Vietnamese civilian women, this dissertation argues that relationships ranging from prostitution to dating, marriage, and rape played a significant role in the diplomacy, logistics, and international reception of the war. My dissertation explores how the movement of missionaries across Asia responded to the currents of nationalism, decolonization, and the Cold War producing ideas about sovereignty, race, and religious rights. More specifically, it looks at how U.S. evangelicals in the China Inland Mission, an international and interdenominational mission society, collaborated with Christians in the Atlantic and Pacific worlds. While doing so it also details the oft-neglected study of the post-China careers of former China missionaries by extensive use of oral histories. Military women’s involvement and contributions to the Global War on Terror (GWOT) are unprecedented and, as such, servicewomen are returning home in numbers that far exceed prior conflicts (Street, Vogt, & Dutra, 2009). Addressing and supporting servicewomen’s postdeployment recovery needs—as similar or distinct from their male counterparts—requires a richer understanding of their lives. Using Interpretative Phenomenological Analysis (IPA) methodology, this study addressed the paucity of in-depth qualitative research devoted to exploring the recovery experiences of servicewomen in the aftermath of combat deployment. In the 'Lógos' of Love: Promise and Predicament in Catholic Intellectual Life, the title of the September 2013 conference cosponsored by the Institute for Advanced Catholic Studies at the University of Southern California and by the University of Dayton, was inspired by a somewhat unlikely pair: Walker Percy and Pope Benedict XVI. The lógos of love, according to Benedict in his 2009 encyclical, Caritas in Veritate, is where “[t]ruth opens and unites our minds ... the Christian proclamation and testimony of caritas”—that Latin word inadequately translated into English as “charity” but which refers to the fullness of love made possible …

The U.S. military uses pattern recognition training to observe anomalies in human behavior. An examination of the pattern recognition training literature for Warfighters reveals a gap in training to discern patterns of human behavior in live environments. Additionally, the current state of warfare is evolving and requires operations to change. As a result, pattern recognition training must accommodate new practices to improve performance. A technique used to improve memory for identifying patterns in the environment is Kim's game. Objective: Most individuals experience a stressful event at some point in their lives. A third to half of those individuals will meet criteria for Posttraumatic Stress Disorder (PTSD) during their lifetime. Individuals that do not develop PTSD likely have better coping skills regarding trauma. Targeting specific coping strategies that reduce PTSD symptoms helps mental health professionals and providers create interventions and prevention skills.

Method: Eighty-four participants from a university took an online survey. Demographic information were gathered. Questionnaires were given to determine if the participant had experienced one or more traumatic events. Next, a questionnaire that measured the extent that …
