Forty years ago this month, U.S. President Ronald Reagan and Soviet General Secretary Mikhail Gorbachev met for the first time in Geneva, Switzerland. What became known as the “Geneva Summit” was an important Cold War meeting between the two superpowers that would reset and impact their relations to this day. The Geneva Summit, some would argue, was the beginning of the end of the Cold War, as both leaders began working towards arms reduction, peace, and cultural and educational exchanges between both countries. For over eighty years, a constitutional battle has been waged over the President’s power to use military force without congressional approval. The Constitution separated the power to declare war and execute the conflict between Congress and the President. Economic sanctions engender the disturbance of financial transactions between the sanctioner and the targeted nations. The Russia-Ukraine war also restricted Russia's entry into financial and commodity markets, with reverberating effects on the global market. Hence, the study aims to elucidate the relationship between armed conflicts and economic sanctions enforced by the G7 nations, the crude oil market, and its corresponding volatility index, OVX. It seems that heightened levels of ambiguity, conflict, nervousness, and hostility have contributed to an increase in the fluctuation of the energy market, leading to an extreme response to economic sanctions. The restitution of Nazi-looted cultural and religious property remains an important aspect of providing a measure of justice for Holocaust victims and their heirs. The United States has played a leading role, from early postwar restitution efforts to shaping international principles, such as the Washington Conference Principles on Nazi-Confiscated Art (the “Washington Conference Principles”), the Terezin Declaration, and the recent Best Practices for the Washington Conference Principles. Yet restitution within the United States continues to rely largely on litigation, with varying outcomes and limited provenance research compared to some European countries. The Navy spends $60 billion annually on dangerous ship maintenance performed by sailors. To save lives and resources, the Naval Surface Warfare Center (NSWC) is looking for robots to replace sailors and navigate ships to perform various tasks. Robots with tracks and wheels have been most recently explored by NSWC, however they have encountered significant problems navigating the ships, especially through naval ship doorways with a significant ledge. By using a legged robot, our team hopes to solve these problems and have a robot that can navigate the ship with relative ease and stability.

Model Fatigue: Debugging Hector Through Climate Computational Aesthetics, Helen Pritchard, Guillemette Legrand

In this paper, we document three computational features of the climate model Hector by translating the modalities through which the model predicts climate futures in a game engine. We build upon the computational aesthetics of M. Beatrice Fazi and Matthew Fuller (2016) and suggest additional characteristics of computation to their proposed list. We argue that these computational aesthetics are essential to climate modelling. The three features are time series, couplings and cosmograms, which are based on our practical and theoretical inquiry into Hector’s computation and literacy. The focus of this article is the 2022–2024 Federal Indian Boarding School Initiative undertaken the U.S. Executive Branch. The article chronicles this three-year process, which included sessions with survivors and their descendants, and which resulted in a two-volume report, in an apology by President Joe Biden, and in designation of a national memorial at one of the most notorious school sites. This article examines the initiative as an example of “child-taking justice”; that is, as a process of what is called “transitional justice”, done in an effort to redress the takings of children from their community, followed by efforts to …

It is tempting to treat the United States’ ill-fated military intervention in Vietnam in the 1960s as the desperate final gasp of a moribund Western imperial system. Certainly, scholars have described Washington’s military debacle in Vietnam as the end of America’s “short-lived empire” in Southeast Asia, emblematic of the broader, decisive triumph of Southeast Asian nationalism over western colonialism. This reading of Southeast Asian countries attaining formal independence after 1945, with tacit assumptions that colonialism and nationalism exist in binary opposition, tends to ossify when the region’s history is viewed through the lens of U.S. defeat in Vietnam.

In United States v. Skrmetti, the Supreme Court upheld Tennessee Senate Bill 1 (SB 1), a state law that prohibits transgender minors from accessing gender-affirming care. For the first time, the Court considered a fundamental question in civil rights law: How does the Fourteenth Amendment regard transgender people? The Court gave little guidance. It did not sort out principles for deciding when anti-transgender discrimination classifies by sex, nor whether transgender people are a suspect class. Instead, the Court held that “[i]n the medical context, the mere use of sex-based language does not sweep a statute within the reach of …

Drawing on Yalom’s framework of existential givens, this study explores how Vietnamese teachers experience existential freedom, existential isolation, and life meaningfulness. The notion of experience serves as the conceptual and interpretive foundation through which participants articulate these existential dimensions. Three participants were selected, and data were collected from online journal entries, vignette responses, and semi-structured interviews. Methodologically, it adopts intuitive inquiry as both conceptual lens and analytic process, integrating multiple modes of knowing and embodied understanding to explore how teachers imagine, experience, and interpret their work. In Java today, archery survives as a traditional discipline called jemparingan. Javanese archery involves targeting a pendulum-like target from a shooting distance of 35 to 50 metres. The archers take aim from a cross-legged seated posture (bersila) and typically wear traditional Javanese attire during competitions. Though archery has been practiced in Java for long time, there has been surprisingly little effort to study its rich history. National security is proposed to be viewed as a coordinated open system that, in addition to the religious, also includes military, economic, social, and other components. Considering religion as part of such an open system makes it possible to distinguish two mutually directed vectors of communication within religious communities: from church leaders to the faithful and vice versa. This presupposes feedback communication links that allow a denomination to balance interactions among the actors of church–society relations. Bans on face coverings are divisive in contemporary France, reflecting broader conflicts over reconciling religious identities with secularism. The concepts underlying these debates have transformed over the centuries. This comparative historical analysis covers the rise of imperial feminism in civilizing missions, its impact on Muslim women in colonial Algeria, and the extent to which imperial feminist ideologies persist in French debates over veiling. It finds that both the historical and contemporary French regimes centered on women’s status to legitimize Western domination and promote acculturation to European norms. Historians and political scientists have highlighted Charles de Gaulle’s initial hostility towards European integration and tended to ignore his nationalist policies in favor of a focus on pan-European free trade systems. They have also argued that de Gaulle’s vision of establishing a “European Europe” created more problems than solutions. These scholars have primarily approached the question through a realist perspective, holding that de Gaulle believed that total integration would allow larger nations to manipulate smaller ones. The article examines a Beirut-based network of self-funded, independent musicians that translate memories and their emotions into artistic and activist practices. Drawing on musical albums created since the 2020 Beirut port explosion, the article explores the social and emotional impact of artist-run spaces for music production. Focusing on a friendship-based network around the collectively-run recording studio Tunefork Studios, it examines how care, trust, and solidarity with Lebanon’s citizens and music producers are translated into both their creative practices and their production and distribution strategies. Proficiency in machine learning (ML) and the associated computational math foundations have become critical skills for engineers. Required areas of proficiency include the ability to use available ML tools and the ability to develop new tools to solve engineering problems. Engineers also need to be proficient in using generative artificial intelligence (AI) tools in a variety of contexts, including as an aid to learning, research, writing, and code generation. Using these tools properly requires a solid understanding of the associated computational math foundation. The rapid proliferation of foreign agent laws globally has become a hallmark of rising authoritarianism, with these laws weaponized to suppress dissent and stifle civil society.
