ABSTRACT: BACK GROUND: Measurement of protein excretion in a 24-hour urine collection has been the long-standing gold-standard but time consuming test for the quantitative evaluation of proteinuria induced by preeclampsia. An alternative method is the measurement of protein- creatinine ratio in a spot urine sample, which provides a more convenient and rapid method to assess protein excretion. This paper analyzes 2542 research publications of the five Indian Institute of Science Education & Research (IISER) published during the last Five years (2010-14), as covered in SCOPUS International database. The study analyses characteristics of these publications such as the publication growth, research impact, national and international collaboration share, contribution and impact of authors and organizations, major areas of research, and preferred channels of research communications and characteristics of higher cited papers. This paper focuses on two types of licenses that can best be described as outliers—FRAND and compulsory licenses. Overall, these two specific forms of licenses share the objective of producing a fair and reasonable license of a technology protected by intellectual property. The comparable objective notwithstanding, each type of license achieves this end using different mechanisms. The FRAND license emphasizes providing the licensee with reasonable terms, e.g., by preventing a standard patent holder from extracting unreasonably high royalty rates. By contrast, compulsory licenses emphasize the public benefit that flows from enabling access to an otherwise inaccessible invention. Ultimately, both forms …

The issue before the Court was an appeal from a district court order dismissing a post-conviction petition for writ of habeas corpus. The Court reversed and remanded holding that the district court improperly discounted the declarations in support of the appellant’s petition, which included a confession of another suspect, whom the petitioner implicated as the real perpetrator at trial. The Court held that these declarations were sufficient to merit discovery, and an evidentiary hearing on Petitioner Berry’s gateway actual innocence claim.

Consequences Of Shifts In Abundance And Distribution Of American Chestnut For Restoration Of A Foundation Forest Tree, Harmony J. Dalgleish, Charles Dana Nelson, John A. Scrivani, Douglass F. Jacobs

Restoration of foundation species, such as the American chestnut (Castanea dentata) that was devastated by an introduced fungus, can restore ecosystem function. Understanding both the current distribution as well as biogeographic patterns is important for restoration planning. We used United States Department of Agriculture Forest Service Forest Inventory and Analysis data to quantify the current density and distribution of C. dentata. We then review the literature concerning biogeographic patterns in C. dentata. Currently, 431 ± 30.2 million stems remain. The vast majority (360 ± 22 million) are sprouts < 2.5 cm dbh. Although this number is approximately 10% of the estimated pre-blight population, blight has caused a major shift in the size structure. The current-day population has a larger range, particularly west and north, likely due to human translocation. While climate change could facilitate northward expansion, limited seed reproduction makes this unlikely without assisted migration. Previous research demonstrates that the current, smaller population contains slightly higher genetic diversity than expected, although little information exists on biogeographic patterns in the genetics of adaptive traits. Ultra high temperature ceramics (UHTCs) are leading candidates for aerospace structural applications in high temperature environments, including the leading edges of hypersonic aircraft and thermal protection systems for atmospheric re-entry vehicles. Before UHTCs can be used in such applications, their structural integrity and environmental durability must be assured, which requires a thorough understanding and characterization of their creep and oxidation behavior at relevant service temperatures.

A facility was demonstrated that successfully resolved problems highlighted by previous attempts to study SiC fibers in steam. Monotonic tension and creep tests were conducted to characterize the fibers. The tensile strength of the fibers showed little dependence on applied stress rate, indicating a resistance to environmentally assisted crack growth. Climb-controlled diffusion in air and grain boundary sliding in silicic acid-saturated steam were the dominant damage mechanisms. Silicic acid-saturated steam had a degrading effect on the mechanical performance of the fibers, but much less than unsaturated steam environments.
