It is a great honor and pleasure to deliver the Garrison lecture at the Pace University Law School, especially on an evening during which we have paid fitting tribute to the lives of two giants of environmental law and policy, Joe Sax, and David Sive. I chose the topic of ecosystem services for this auspicious occasion for three reasons and to answer three questions.

Reexamining What We Stand To Lose: A Look At Reinitiated Consultation Under The Endangered Species Act, Catherine E. Kanatas, Maxwell C. Smith

Pace Environmental Law Review

This article first examines the role reinitiated consultation plays within Congress's statutory framework and concludes that in many ways, reinitiated consultation is the glue that holds the Endangered Species Act's protective scheme together. While the ESA generally prohibits any injury to an endangered species, Congress has authorized the Service to permit such injuries under certain circumstances. But these authorizations must be accompanied by a limit that will trigger reinitiated consultation if exceeded. Thus, without reinitiated consultation, these preauthorized injuries or “takes” would prove gaping leaks in Congress's “Ark,” leaving little or no safety for endangered species. The purpose of this Article is to compare the regulatory systems in Canada and the EU, and use comparative insights to draw some lessons that may be of interest to U.S. policy makers engaged in TSCA reform. CEPA and REACH are seen by stakeholders as state of the art in chemicals assessment and management, and thus the U.S. may draw useful insights from them. Indeed, the European Union and Canada have each been urging other countries to join in a globalization of the REACH or Canadian programs, respectively. The objective of this service-learning project was to humanize the face of hunger for volunteers by empowering patrons attending a soup kitchen with the choice of selecting their meal for dinner. This experience helped foster an emotional connection between patrons and volunteers. A traditional soup kitchen utilizes a single-option, inexpensive meal approach that is cooked and delivered by volunteers. However, this service project, entitled Restaurant Hope, addressed these issues by providing patrons with a diverse menu. A Phylogenetic Revision Of Superfamily Himerometroidea (Echinodermata: Crinoidea), Kristian Taylor

Superfamily Himerometroidea AH Clark, 1908 (Echinodermata: Crinoidea) (formerly Mariametroidea) is the second most speciose superfamily in order Comatulida. Although it includes some of the most common species on tropical western Pacific reefs, its phylogeny is poorly understood. Genus- to species-level taxa are currently distinguished by plastic morphological characters. We revised the superfamily from species- to family-levels using a combined morphological and molecular approach. A phylogeny using two nuclear and three mitochondrial markers recovered Colobometridae and Himerometridae as paraphyletic and Mariametridae and Zygometridae as polyphyletic. Ultrasonic Vocalizations Of Male Mice Differ Among Species And Females Show Assortative Preferences For Male Calls, Kerstin Musolf, Stefanie Meindl, Angela L. Larsen, Matina C. Kalcounis-Rueppell, Dustin J. Penn

Male house mice (Mus musculus) emit ultrasonic vocalizations (USVs) during courtship, which attract females, and we aimed to test whether females use these vocalizations for species or subspecies recognition of potential mates. We recorded courtship USVs of males from different Mus species, Mus musculus subspecies, and populations (F1 offspring of wild-caught Mus musculus musculus, Mus musculus domesticus (and F1 hybrid crosses), and Mus spicilegus), and we conducted playback experiments to measure female preferences for male USVs. Male vocalizations contained at least seven distinct syllable types, whose frequency of occurrence varied among species, subspecies, and populations. Detailed analyses of multiple common …

Mitochondrial (Mt) dysfunction contributes to the pathophysiology of renal function and promotes cardiovascular disease such as hypertension. We hypothesize that renal Mt-genes derived from female spontaneously hypertensive rats (SHR) that exhibit hypertension have reduced expression specific to kidney cortex. After breeding a female Okamoto-Aoki SHR (SAP = 188mmHg) with Brown Norway (BN) males (SAP = 100 and 104 mmHg), hypertensive female progeny were backcrossed with founder BN for 5 consecutive generations in order to maintain the SHR mitochondrial genome in offspring that contain over increasing BN nuclear genome. © 2015 Elsevier B.V. The development of molecularly imprinted chiral stationary phases has traditionally been limited by the need for a chiral pure template. Paradoxically, availability of a chiral pure template largely defeats the purpose of developing a chiral stationary phase. To solve this paradox, imprinting of scalemic and racemic template mixtures was investigated using both chiral (N-α-bismethacryloyl-. l-alanine) and achiral (N,O-bisacrylamide ethanolamine) crosslinkers. Imprinting of scalemic mixtures provided polymers capable of partial separation of Boc-tyrosine enantiomers with virtually the same results when using either the chiral or achiral crosslinker. Genetic Divergence Of An Avian Endemic On The Californian Channel Islands, Amy G. Wilson, Yvonne Chan, Sabrina S. Taylor, Peter Arcese

The Californian Channel Islands are near-shore islands with high levels of endemism, but extensive habitat loss has contributed to the decline or extinction of several endemic taxa. A key parameter for understanding patterns of endemism and demography in island populations is the magnitude of inter-island dispersal. This paper estimates the extent of migration and genetic differentiation in three extant and two extinct populations of Channel Island song sparrows (Melospiza melodia graminea). Inter-island differentiation was substantial (G''ST: 0.14-0.37), with San Miguel Island having the highest genetic divergence and lowest migration rates. Santa Rosa and Santa Cruz Island populations were less diverged …

Both bacterial symbionts and pathogens rely on their host-sensing mechanisms to activate the biosynthetic pathways necessary for their invasion into host cells. The Gram-negative bacterium Sinorhizobium meliloti relies on its RSI (ExoR-ExoS-ChvI) Invasion Switch to turn on the production of succinoglycan, an exopolysaccharide required for its host invasion. Recent whole-genome sequencing efforts have uncovered putative components of RSI-like invasion switches in many other symbiotic and pathogenic bacteria. To explore the possibility of the existence of a common invasion switch, we have conducted a phylogenomic survey of orthologous ExoR, ExoS, and ChvI tripartite sets in more than ninety proteobacterial genomes. Ferns are one of the few remaining major clades of land plants for which a complete genome sequence is lacking. Knowledge of genome space in ferns will enable broad-­‐scale comparative analyses of land plant genes and genomes, provide insights into genome evolution across green plants, and shed light on genetic and genomic features that characterize ferns, such as their high chromosome numbers and large genome sizes. Problems that require risk management are usually cross-disciplinary in nature, which makes it difficult to educate students and professionals on common language, skills, and strategies. Recognition of the interdisciplinary nature of many water challenges in terms of quality, allocation, future supply, infrastructure, damages, etc. has led to the establishment of interdisciplinary graduate water programs. Motivated by experience in an interdisciplinary water program at Tufts University, this paper argues that explicit coverage of the subject of risk is an important component of an interdisciplinary water training program, and that understanding risk should be a core competency of a water professional. Contemporary water management strategies call for the inclusion of ecological research in the decision-making process and emphasize environmentally sustainable management solutions. Most ecological information used in water management shares two problematic characteristics; 1) simplistic, phenomenological approaches and aggregated data that may not properly describe system behavior, and 2) a "zero-sum" perspective treating ecological water needs as constraints to management. We argue that the newly devised Water Diplomacy Framework (WDF) can help overcome these shortcomings. We also provide a simple and intuitive method for integrating ecological factors into the WDF.
