Almost Sure Asymptotic Stabilization Of Differential Equations With Time-Varying Delay By Lévy Noise, Dezhi Liu, Weiqun Wang, Jose Luis Menaldi

This paper aims to determine that the Lévy noise can stabilize the given differential equations with time-varying delay, which has generalized the Brownian motion case. An analysis is developed and sufficient conditions on the stabilization for stochastic differential equations with time-varying delay are presented. Our stabilization criteria is in terms of linear matrix inequalities (LMIs), whence the feedback controls can be designed more easily in practice.

Existential, or non-somatic suffering, is often associated with the management of refractory pain at the end-stage of life. Because of misleading sympathologies, this condition is often either mis-diagnosed or even ignored. When diagnosed as a part of a futile medical condition, this Paper argues that deep, palliative, or terminal sedation be offered to the distressed, dying patient as an efficacious and ethical response to preserving a semblance of human dignity in the dying process. The most economically important disease of cultivated grapevines worldwide is powdery mildew (PM) caused by the ascomycete fungus Erysiphe necator. The majority of grapevine cultivars used for wine, table grape, and dried fruit production are derived from the Eurasian grape species Vitis vinifera because of its superior aroma and flavor characteristics. However, this species has little genetic resistance against E. necator meaning that grape production is highly dependent on the frequent use of fungicides. The integration of effective genetic resistance into cultivated grapevines would lead to significant financial and environmental benefits and represents a major challenge for viticultural industries and …

In recent years, scholars have made significant progress in understanding the transition from a Roman world to a medieval world in Spain. New archaeological excavations have added to our knowledge of the early medieval landscape, and increasingly analytical discussions of the labels used to describe people and objects have brought new depth to both historical and archaeological studies. International patent harmonization is far from complete. In the field of biotechnology, the patchwork of standards governing patentable subject matter is a growing cause for concern. Divergent international standards harm patent holders who lack the certainty of knowing where and to what extent their patents will be valid. Divergent standards also harm patients who face restricted access or prohibitively high costs for genetic testing. While many solutions have been proposed, neither a new substantive treaty nor use of compulsory licensing are likely to provide long-term solutions. Since its passage in 1973 over the veto of then-President Nixon, the War Powers Resolution (WPR) has failed in its design to require notification and consultation to Congress by the President. Amidst emerging technologies such as drones, cyber tools, nanotechnology, and genomics, the ineffectiveness of the WPR will prove even more profound. As American presidents analyze the applicability of the WPR to military operations using these advancing technologies, they will have no reporting requirements because the WPR is not triggered. Actavis, in which it ordered the lower courts to apply the rule of reason to
“reverse payment settlement agreements.” As the leading jurisdiction for
antitrust and intellectual property laws, the United States is once again poised
to influence foreign jurisdictions on the issue of reverse payment settlement

In 1994 Harold Acton, son of Arthur Acton, an English art dealer in Florence, and Hortense Mitchell Acton, an American banking heiress, donated his family home, Villa La Pietra, to New York University. Today, this Tuscan villa is at the center of a declaration of paternity lawsuit and a claim of inheritance brought by Liana Beacci, Arthur Acton's daughter by his Italian secretary. In this Note, Felicia Caponigri presents the facts of the case, focusing on the provenance of the Villa, and the procedural posture of the case. Background: In the United States, on average, men die nearly five years younger than women. Among men, the life expectancy for African American/Blacks is 72.1 years compared to 76.6 years for White/European Americans. African-American/Black men experience an earlier onset and more severe disease with higher rates of complications than White/European American men. Masculinity ideology has been identified by researchers as having an influence on health behaviors and ultimately health outcomes. Outbreaks of advanced antibiotic-resistant strains of microbes have hastened the need to identify new viable molecular targets for the development of novel anti-infectives. For this purpose, helix 69 (H69, or m3a 19-nucleotide (nt) hairpin motif that is highly conserved throughout phylogeny and rich in modified nucleotides, including pseudouridine () and 3-methylpseudouridine (m3) was chosen as a potential target. Helix 69, which is located in domain IV of Escherichia coli 23S ribosomal RNA (rRNA), undergoes conformational changes when in close proximity to the decoding region of 16S rRNA and transfer RNAs (tRNAs) in the peptidyl-transferase center (PTC). Adolescence is a developmental period marked by much change across physical, cognitive, psychological, and social domains leading to greater vulnerability for poor decision making. As a result, adolescence is a period of increased risk taking behaviors. Prevention of risk behaviors would benefit from early intervention prior to the onset of these risk behaviors. Unfortunately, it is difficult to identify those youth who may be most at risk. The Supreme People’s Court of China began publishing its Annual Report on Intellectual Property Cases in 2008. The annual reports, published in April of each year, summarize and review new intellectual property cases. This translation includes all 30 cases and 39 legal issues of the 2013 Annual Report. It addresses patent law, trademark law, copyright law, unfair competition, contractual intellectual property rights, liability of intellectual property infringement, and intellectual property litigation procedure and evidence. While China is not a common law country, these cases and guidelines provide lower courts with meaningful insight and direction.

Tobacco is the most widely used drug of abuse during pregnancy. Despite efforts to reduce perinatal tobacco use, its prevalence has remained steady over at least the past decade, suggesting that efforts to reduce smoking prevalence before and during pregnancy have not been effective. Although a range of effective treatments exist, most pregnant smokers neither seek nor receive any kind of treatment. Complementary and alternative medicine (CAM) treatments may be ideal as alternative, low-cost approaches capable of reaching and assisting a greater proportion of pregnant women with smoking cessation. In a scientific dispute over the effects of atrazine on amphibians, chemical industry–funded and publically funded scientists present stunningly contrasting constructions of atrazine's environmental concentrations, persistence, and potential to harm. Considerable scientific uncertainties and variable ranges allow authors to construct preferred versions of the story of atrazine. These incommensurate rhetorical constructions, more the result of competing economic and environmental interests than of any paradigmatic misalignments, have prolonged the dispute not only over atrazine's effects but also over whether its sales should be banned.

Despite their importance, the dynamics of urban floras are not well understood and quantitative historical data are rare. The current study used three data sets for trees in Indianapolis/Marion County, Indiana, U.S., to document change over 200 years to the original beech-maple forest and to examine future implications of contemporary tree planting efforts in light of these changes. Data on tree composition and size collected before significant settlement in the early 1800s are compared with recent surveys of trees in remnant natural areas and with trees found on city streets and rights-of-way. Comparative Proteomics Of Mouse Tears And Saliva: Evidence From Large Protein Families For Functional Adaptation, Robert C. Karn, Christina M. Laukaitis

We produced a tear proteome of the genome mouse, C57BL/6, that contained 139 different protein identifications: 110 from a two-dimensional (2D) gel with subsequent trypsin digestion, 19 from a one-dimensional (1D) gel with subsequent trypsin digestion and ten from a 1D gel with subsequent Asp-N digestion. We compared this tear proteome with a C57BL/6 mouse saliva proteome produced previously. Sixteen of the 139 tear proteins are shared between the two proteomes, including six proteins that combat microbial growth. Among the 123 other tear proteins, were members of four large protein families that have no counterparts in humans: Androgen-binding proteins (ABPs) …

Hands Up, Don't Shoot: Policing, Fatal Force, And Equal Protection In The Age Of Colorblindness, Zach Newman

This note discusses race, policing, the use of fatal force, and the Black Lives Matter movement, contextualizing it within the "prison industrial complex," the "New Jim Crow," the hegemony of colorblindness and postracialism, and jurisprudential limitations placed on Equal Protection. It argues that narrow legal reforms of policing, like body cameras or increased training, cannot be conceived of as complete solutions. Although these reforms are important, they must be connected to critiques of and actions against overarching structures of stratification, subordination, and social control in advanced capitalism. Contemporary policing is one manifestation of a deeply flawed and racialized criminal punishment …

Otolith chemical signatures of Red Snapper Lutjanus campechanus from six nursery regions were used to estimate the sources of recruits to four sampling regions in the western Gulf of Mexico (Gulf) and to estimate whether postsettlement mixing of Red Snapper occurs between the U.S. and Mexican portions of the western Gulf. In a previous study, region-specific otolith signatures (element : Ca ratios: Ba:Ca, Mg:Ca, Mn:Ca, Sr:Ca, and Li:Ca; stable isotope delta values: δ13C and δ18O) were developed based on age-0 Red Snapper (2005–2007 year-classes) sampled from the six nursery areas. It has been proposed that the policies and practices of food sovereignty, unlike those of today's hegemonic food/agricultural system, provide the means for satisfying and safeguarding the right to food security for everyone everywhere. My principal objective in this article, which gains its significance in the light of an explanatory critique of the current system, is to explore how scientific research — using what kinds of methodologies, and building on experiences of what and of whom? — can constructively inform these practices and policies, and contribute towards appraising this proposal.
