St. Norbert College Magazine 2013-2018
The “Friends Meet World” article from St. Norbert College Magazine’s Spring 2015 issue celebrates six close friends from the Class of 2015 who each secured post-graduation plans before Commencement. Their diverse paths include law school, volunteer service through the Jesuit Volunteer Corps, graduate studies in library science, and full-time employment in nonprofit and corporate sectors. The story highlights how their shared experiences at St. Norbert—rooted in values like communio and radical hospitality—shaped their aspirations and prepared them to make meaningful contributions in the world beyond college.

Baker/Koob Endowments Awarded Projects
The Garden Project, San Luis Obispo is a program that rehabilitates inmates through restorative justice practices at the San Luis Obispo County Jail. The program offers inmates at both the men’s and women’s honor farms opportunities to connect to the land through physical gardening practices, establish relationships with other inmates as well as outside volunteers, gain vocational skills that will benefit inmates upon their release, and ultimately empower inmates to become confident and productive members of the community.

Patterns Of Lone Actor Terrorism In The United States, Brent L. Smith, Paxton Roberts, Jeff Gruenewald, Brent R. Klein
Research Projects
This research explores the differences in geospatial and temporal patterns between lone actor and group-based terrorists in the United States. These include differences in demographics, precursor activities, proximity to the terrorism incidents, and longevity of conducting terrorist activities. Data for this analysis were derived from the American Terrorism Study (ATS). The ATS includes information on federal criminal cases resulting from FBI investigations for “terrorism or terrorism-related activities.” The analysis includes data from 264 prevented or completed terrorism incidents in the United States from 1980-present. These incidents involved 314 indictees charged with over 3,000 federal criminal counts. They were responsible for …

Public Corruption In Helena, Arkansas: Analysis And Recommendations, Harvard Law School Mississippi Delta Project
Public Corruption In Helena, Arkansas: Analysis And Recommendations, Harvard Law School Mississippi Delta Project
Delta Directions: Publications
In Spring 2014, Mississippi Delta Project’s Economic Development team researched the causes of and possible solutions for the high crime rate in Helena-West Helena, Arkansas (“Helena”). In connection with this research, the team conducted a series of interviews with Helena citizens and community leaders. The team’s research and interviews revealed that recent events had frayed the community’s faith in its public institutions. In October 2011, the now well-known federal drug investigation called Operation Delta Blues culminated with the arrest of five local law enforcement officials on charges of attempted racketeering.1 During its investigation, the Economic Development team learned of additional …

Wagadu: A Journal of Transnational Women's & Gender Studies
Angela Y Davis and Assata Olugbala Shakur have many overlapping histories of struggle in the face of state repression. Knowledge, Recklessness And The Connection Requirement Between Actus Reus And Mens Rea, Alexander F. Sarch
Knowledge, Recklessness And The Connection Requirement Between Actus Reus And Mens Rea, Alexander F. Sarch
Dickinson Law Review (1908-2003)
It is a foundational, but underappreciated principle of criminal liability that being guilty of a crime requires not only possessing the requisite mens rea and actus reus, but also that this mens rea be appropriately connected to the actus reus. That is, the former must "concur with" or "actuate" the latter. While there has been substantial discussion of the connection requirement as applied to the mens rea of intent, the meaning of this requirement as applied to knowledge and recklessness has received far less attention. In this Article, I consider one of the few sophisticated attempts to spell out the …

Embedded Librarian Ideas: Best Practices Explored And Redefined, Carl R. Andrews
Publications and Research
This paper explores the multitude of ways in which embedded librarianship can be implemented. Although the paper is primarily targeted to academic librarians in higher education settings, the literature examined and the ideas presented can support secondary and college level inter-disciplinary teaching initiatives. The ideas presented are sourced from scholarly journal articles, monographs, and best practices implemented by the author. Attention is given to programs where Information Literacy is infused into a school’s General Education curriculum. Academic librarian pedagogy, outreach, and networking strategies are also highlighted. The author is especially interested in projects that address student academic success after an …
Hybrid Tribunals And The Composition Of The Court: In Search Of Sociological Legitimacy, Harry Hobbs
Hybrid Tribunals And The Composition Of The Court: In Search Of Sociological Legitimacy, Harry Hobbs
Chicago Journal of International Law
Sociological legitimacy is a critical yet undertheorized element of a successful international criminal tribunal. This Article examines the link between sociological legitimacy and the composition of hybrid courts by analyzing the practice of five international criminal tribunals: the ICC, ICTY, ICTR, SCSL, and the ECCC. It finds that the presence of local judges on international criminal courts offers a firmer normative basis for enhancing their legitimacy among the local community. However, the Article also finds that despite impressive scholarly efforts to demystify the “homogenous” international community, international judges are not sufficiently particularized. The solution I offer is both principled and …
Why Only Gideon?: Martinez V. Ryan And The “Equitable” Right To Counsel In Habeas Corpus, Emily Garcia Uhrig
Why Only Gideon?: Martinez V. Ryan And The “Equitable” Right To Counsel In Habeas Corpus, Emily Garcia Uhrig
Missouri Law Review
In 2012, the U.S. Supreme Court, in Martinez v. Ryan, recognized for the first time a limited right to assistance of counsel in post conviction proceedings. Unexpectedly, the Court traced this right to equitable, rather than constitutional, authority. Moreover, the right extends only to initial-review post conviction proceedings, i.e., proceedings that offer the first meaningful opportunity for an inmate to raise the claim at issue. Likewise, the right extends only to substantial claims of ineffective assistance of trial counsel. The Court’s depiction of this limited right to post conviction counsel as “equitable” avoided the pitfalls that would have been posed …

Administering A Victim Impact Curriculum To Inmates: A Multi-Site Replication, Christopher M. Sedelmaier, Mario Thomas Gaboury
Criminal Justice Faculty Publications
While restorative justice has been the topic of much research, a specific type of program included in restorative justice, Impact of Crime on Victims programs, has not been widely studied or assessed for effectiveness. This study examines Impact of Crime (IOC) on Victims Curriculum Development Programs. Offenders from programs in California, Ohio, Tennessee, and Virginia were participants in this research. A four state evaluation methodology was developed in order to assess the effectiveness of these programs in educating offenders about victims’ right and victim facts, as well as increasing their sensitivity to victims’ difficulties. The findings in this evaluation lend …
