Faculty Articles and Other Publications
This Article introduces participatory defense as a powerful new model for improving public defense and challenging mass incarceration. This grassroots movement empowers the key stakeholders — people who face criminal charges, their families, and their communities — to become change agents who force greater transparency, accountability, and fairness from criminal justice systems. After introducing the model’s core principles and goals, the Article offers innovative analyses from doctrinal, theoretical and empirical perspectives. First, the Article connects participatory defense with the crisis-ridden history of the constitutional right to counsel, including that doctrine’s roots in the Due Process right to be heard. Second, …

Social And Environmental Justice And The Water-Energy Nexus: A Quest In Progress For Rural People, Karen V. Harper-Dorton Ph.D., Stacia J. Harper
Contemporary Rural Social Work Journal
Access to affordable and reliable clean water and energy is necessary for economic development, health, and well-being of all people worldwide. Unavailable, unaffordable, or unreliable water and energy resources represent social and environmental injustices that disproportionately burden poor people, especially those in rural areas. Furthermore, there is an inextricable link between water and energy: clean water requires power for delivery and sanitation, and power production requires large amounts of water. This water-energy nexus connects two vital resources for humanity with more attention to economic concerns than to human or environmental issues. This paper addresses social and environmental justice issues that …
Rural Community Transition And Resilience: What Now For Social Work?, Jonathan Scherch
Rural Community Transition And Resilience: What Now For Social Work?, Jonathan Scherch
Contemporary Rural Social Work Journal
Rural communities, like all communities, face myriad social, economic and ecological challenges as they endeavor to resolve precarious dependencies on critical, energy-intensive and supply-chain extensive resource systems. With increasing impacts of climate change and related incidents of human and more-than-human displacements, including losses of life and habitat, rural communities have become beset with frequent, prolonged and persistent recovery and coping obligations. The progressive resolution of injustices will need to occur in the face of serious ecological stressors. Designing for and increasingly demonstrating social work practices that prioritize the multi-modal skills of sustainable living may well be the most effective means …

Leveraging Library Ecology: Growing Beyond Boundaries To Cultivate A Sustainable Knowledge Community Through Team-Based Librarianship, Ellen R. Urton, Meagan J. Duever, Casey D. Hoeve, Jenny K. Oleen, David Vail
University of Nebraska-Lincoln Libraries: Faculty Publications
Higher education increasingly challenges libraries to thrive while adapting to fiscal realities, imploring institutions to accomplish more with less, and leverage assets creatively. When competing demands vie for attention, interdisciplinary concepts such as sustainability may be neglected, or simply absent from a library’s mission. A team-based community of librarians can galvanize existing assets wherever they reside within an organization. This approach requires that librarians transcend traditional boundaries to reveal untapped or underutilized expertise. Interdepartmental teams within a library can address topics difficult to assign to one designated specialist, and access the education, interests, or networks possessed by multiple individuals across …

Emotions In Teaching Environmental Education, Cassie F. Quigley
Emotions In Teaching Environmental Education, Cassie F. Quigley
Publications
This op-ed article examines the emotional impact of teaching environmental science and considers how certain emotions can broaden viewpoints and other emotions narrow them. Specifically, it investigates how the topic of climate change became an emotional debate in a science classroom because of religious beliefs. Through reflective practice and examination of positionality, the author explored how certain teaching practices of pre-service science teachers created a productive space and other practices closed down the conversations. This article is framed with theories that explore both divergent and shared viewpoints.

Manager Perspectives On Communication And Public Engagement In Ecological Restoration Project Success, Caroline Gottschalk Druschke, Kristen C. Hychka
Professional and Public Writing Faculty Publications
We look to a particular social-ecological system, the restoration community in Rhode Island, USA and the rivers, wetlands, marshes, and estuaries they work to protect, to draw connections between communication, community involvement, and ecological restoration project success. Offering real-world examples drawn from interviews with 27 local, state, federal, and nonprofit restoration managers, we synthesize the mechanisms that managers found effective to argue that the communication employed by resource managers in each phase of the restoration process, in prioritization, implementation, and monitoring, and for garnering broad-based support, shapes the quality of public engagement in natural resources management, which, in turn, can …
Habermas On Solidarity And Praxis: Between Institutional Reform And Redemptive Revolution In Critical Theory And The Challenge Of Praxis, David Ingram
Philosophy: Faculty Publications and Other Works
Since its inception critical theory has been ambivalent about what kind of political practice it should promote and in the name of what kind of solidarity. Oversimplifying somewhat, the choices fall somewhere between two extremes: Should it promote institutional reform in the name of achieving democratic solidarity? Or should it promote anarchic revolution in the name of achieving solidarity with suppressed nature, redeeming integral life in its totality from narrow self-interest and instrumental reason?

Land Use Planning For Solar Energy: Resource Guide, Jessica A. Bacher, John R. Nolon, Tiffany Zezula
Environmental Law Program Publications @ Haub Law
This document was created to help New York State localities develop and adopt solar friendly policies and plans. It begins by presenting the local government’s role in land use planning and regulation and introduces common characteristics of “solar friendly” communities. The resource then describes how municipalities should begin a solar energy initiative through an official policy statement that provides support for solar energy and that authorizes a task force to shepherd the process, appropriate studies, training programs for staff and board members, inter-municipal partnerships, and outside funding sources. Next, the document explains how municipalities should engage the entire community in …

Microgrids & District Energy: Pathways To Sustainable Urban Development, Dan Leonhardt, Tom Bourgeois, Brad Bradford, Jordan Gerow, Nick Martin, Laxmi Rao
Environmental Law Program Publications @ Haub Law
A microgrid is an energy system specifically designed to meet some of the energy needs of a group of buildings, a campus, or an entire community. It can include local facilities that generate electricity, heating, and/or cooling; store energy; distribute the energy generated; and manage energy consumption intelligently and in real time. Microgrids enable economies of scale that facilitate local production of energy in ways that can advance cost reduction, sustainability, economic development, and resilience goals. As they often involve multiple stakeholders, and may encompass numerous distinct property boundaries, municipal involvement is often a key factor for successful implementation.

Educating Pastoralists And Extension Officers On Diverse Livestock Diseases In A Changing Environment In Tanzania, Christopher Gustafson, Elizabeth Vanwormer, Rudovick Kazwala, Asha Makweta, Goodluck Paul, Woutrina Smith, Jonna A. K. Mazet
Department of Agricultural Economics: Faculty Publications
East African pastoralists and their livestock are vulnerable to alterations in resource availability and disease transmission and frequently face poor access to livestock health services. Government veterinarians tasked with guiding health services must prioritize livestock health risks and allocate limited resources across disparate ecosystems with different disease threats. To identify livestock diseases of concern and strategies for improving herd health and resilience, we conducted community focus groups with pastoralists and interviewed pastoralist household leaders, village extension officers, and government veterinary officials in south-central Tanzania, an area experiencing rapid population growth and environmental change. All participants discussed pastoralist access to livestock …

Determining The Potential Scalability Of Transport Interventions For Improving Maternal, Child, And Newborn Health In Pakistan, Naeem Uddin Mian, Mariam Zahid Malik, Sarosh Iqbal, Muhammad Adeel Alvi, Zahid Memon, Muhammad Ashraf Chaudhry, Ashraf Majrooh, Shehzad Hussain Awan
Centre of Excellence in Women and Child Health
Background: Pakistan is far behind in achieving the Millennium Development Goals regarding the reduction of child and maternal mortality. Amongst other factors, transport barriers make the requisite obstetric care inaccessible for women during pregnancy and at birth, when complications may become life threatening for mother and child. The significance of efficient transport in maternal and neonatal health calls for identifying which currently implemented transport interventions have potential for scalability.
Methods: A qualitative appraisal of data and information about selected transport interventions generated primarily by beneficiaries, coordinators, and heads of organizations working with maternal, child, and newborn health programs …
Implementing (Environmental) Justice: Equity And Performance In California's S.B. 535, Meagan Tokunaga
Implementing (Environmental) Justice: Equity And Performance In California's S.B. 535, Meagan Tokunaga
Pomona Senior Theses
This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? In regards to the first question, I utilize a case study of the policy’s implementation within 17 local governments …

Planning For A Community Supported Farmers Market In A Rural Usda Food Desert, Carrie Lynn Engelbright
Walden Dissertations and Doctoral Studies
A community initiative to develop and sustain a farmer's market can address insufficient access to fresh and affordable fruits and vegetables for individuals working and residing in a United States Department of Agriculture (USDA) designated food desert. This project addressed a particular USDA food desert in South Wood County, Wisconsin. The purpose of this project was to develop and plan for implementation and evaluation of a community-supported farmers market in South Wood County, with the goal to increase access to fruits and vegetables. Project objectives included development of a sustainable community infrastructure to support the market, development of policies and …
