Wireless sensor networks (WSNs) are key components in the emergent cyber physical systems (CPSs). They may include hundreds of spatially distributed sensors which interact to solve complex tasks going beyond their individual capabilities. Due to the limited capabilities of sensors, sensor actions cannot meet CPS requirements while controlling and coordinating the operations of physical and engineered systems. To overcome these constraints, we explore the ecosystem metaphor for WSNs with the aim of taking advantage of the efficient adaptation behavior and communication mechanisms of living organisms. By mapping these organisms onto sensors and ecosystems onto WSNs, we highlight shortcomings that prevent …

There are a multitude of environmental factors that influence public health. The purpose of this manuscript is to evaluate the Southern Nevada community with respect to environmental conditions and health, including both positive and negative traits, and develop realistic goals and strategies aimed at improving these conditions. Southern Nevada is located in one of the most arid regions of North America. Since annual rainfall averages less than four inches per year, Southern Nevada depends upon the Colorado River for its water supply. It is predicted that water flow to the area will decrease by 5% to 20% by 2050. As …

Community design and access to services are essential components of healthy and sustainable communities. The purpose of this manuscript is to evaluate Southern Nevada with respect to community design and access, including both positive and negative traits, and to suggest realistic changes that could be made to improve these conditions. The region’s network of parks and open space recreation areas is one of its strongest assets. Clark County enjoys over 42 million acres of federal and state lands which offer a large variety of recreational opportunities. Failure to complete high school has a direct impact on a person’s earning potential and quality of life. Higher levels of education are associated with better health. Because of this association, it is important for children and adults to have access to quality education. The percentage of adults who have successfully pursued higher education in Southern Nevada is lower than the peer Mountain West metropolitan areas and the national average. Nevada high school graduation rates are the lowest in the nation. High school graduation rates and dropout rates vary by race/ethnicity in the Clark County School District. High school graduation …

Comparing Three Methods For Estimating Ozone Depleting Substance Substitute Greenhouse Gases: Case Study Of The New York City Region, Wallace A. Murray Iii

This thesis evaluates the United States Environmental Protection Agency (EPA) method for estimating emissions from one source, Ozone Depleting Substances Substitutes (ODS substitutes) by comparing results for the New York City Metropolitan Statistical Area (NYC-MSA) with results from two other methodologies. The EPA’s method utilizes population data and GDP data to estimate and geographically allocate emissions, with little regard for the geographies of industrial activity. The two alternative methods use data for industrial employment and activity to provide results for comparison and perhaps a more accurate accounting and allocation of emissions throughout the NYC-MSA.

Currently, 3.9 billion people live in cities, representing 54% of the world’s population.1 Cities, as hubs of fossil fuel-based economic activity, emit over 70% of global energy-related greenhouse gas (GHG) emissions. The world’s 50 largest cities are collectively the third largest emitter of energy-related GHGs, after China and the U.S.2 In many North American cities, transportation accounts for the largest share of emissions, while industry and buildings are major sources in many Asian cities. This document is designed to help New York State localities amend zoning and other land use regulations to permit the development of solar energy systems in their jurisdictions. While it applies to many types of solar energy systems, this resource guide focuses primarily on solar electric or photovoltaic (PV) systems. It begins by describing the local government’s role in land use planning and regulation. It then discusses the importance of defining all solar energy systems that a community wants to allow in existing zoning districts and shows how to incorporate those definitions in the zoning ordinance. This report documents the removal of individuals buried within Campbell’s Bayou Cemetery (41GV171) to avoid potential impact to the remains during implementation of remediation activities at the Malone Service Company Superfund Site (Site) in Texas City, TX. An oil recovery and waste processing facility had operated at the Site for more than 30 years, ending in the mid1990s. The facility had stored, processed, and disposed of industrial solid wastes and hazardous wastes. This paper is based on the premise that how humans are treated and their needs met defines a community culture. Cultures that do not meet the needs of their people will wither. It is a very personal statement and is not intended to be a lengthy treatise of library technologies, collections, service models or architecture. It focuses on the messiness of dealing with the complex realities of today’s culture and the intersection of the library as a place of service and a sustainable part of a community.

Manager Perspectives On Communication And Public Engagement In Ecological Restoration Project Success, Caroline Gottschalk Druschke, Kristen C. Hychka

We look to a particular social-ecological system, the restoration community in Rhode Island, USA and the rivers, wetlands, marshes, and estuaries they work to protect, to draw connections between communication, community involvement, and ecological restoration project success. Offering real-world examples drawn from interviews with 27 local, state, federal, and nonprofit restoration managers, we synthesize the mechanisms that managers found effective to argue that the communication employed by resource managers in each phase of the restoration process, in prioritization, implementation, and monitoring, and for garnering broad-based support, shapes the quality of public engagement in natural resources management, which, in turn, can …

Environmental Justice As Civil Rights, Wyatt G. Sassman
Richmond Journal of Law and the Public Interest
Environmental justice litigation using the Equal Protection Clause and civil rights statutes has largely failed. This article explains that failure as a result of a general shift by federal courts to limit the scope of civil rights law rather than an improper characterization of environmental justice as a civil rights issue. This explanation is important to both encourage and caution environmental justice advocates and scholars as they approach claims under Title VIII. I suggest that Title VIII's ability to bridge property and dignity may still present a powerful and much-needed tool for bringing equality to environmental law, but that, based …

Recent experience reminds us the United States is anything but immune to the effects of major natural disasters; in 2012 Hurricane Sandy demolished the entire eastern seaboard, impacted 24 states and caused $50 billion to $68 billion of damage. As natural disasters occur with increasing frequency, there is growing interest and scholarship in disaster relief governance. Empirical researth regarding the mechanisms of post-disaster local governance is therefore timely given the scale and magnitude of suffering involved. Commenting Across The Disciplines: Partnering With Writing Centers To Train Faculty To Respond Effectively To Student Writing, Andrea Scott

Faculty and writing center tutors bring expertise to writing as practice and process. Yet at many institutions, the two groups work in relative isolation, missing opportunities to learn from each other. In this article, I describe a faculty development initiative in a multidisciplinary writing program that brings together new faculty and experienced undergraduate tutors to workshop instructors’ comments on first-year writing. The purpose of these workshops is to assist faculty in crafting inquiry-driven written responses that pave the way for collaborative faculty-student conferences.
