This case study investigates the digital literacy acquisition process for learners within a corrections setting. The digital literacy program was part of the reentry program available to some individuals approaching their release date. The case study describes the lab within a prison, and details of how mentor-facilitated, self-paced learning was organized. Examination of the learner path in a corrections setting highlights how learners perceived the relevance of digital literacy in their lives; how they overcame their fears of computers or technology and their self-confidence grew; and potential changes in their self-identity, which often led to imagining new and different possible …

Parties, Politics And Regulation: Evidence From Clean Air Act Enforcement, Robert Innes, Arnab Mitra

Does local Federal regulation respond to the preferences of local Congressional representatives? For example, do Republican Congressmen reduce local enforcement of Clean Air laws in their districts? We use facility-level panel data on Clean Air Act inspections over 1989–2005 to study the causal effect of a Congressman's party affiliation on local enforcement. Random assignment of electoral outcomes is obtained with a Regression Discontinuity design. We find that new Republican (vs. Democratic) Representatives significantly depress inspection rates for local polluting facilities in the first year after their election. (JEL D73, Q52, Q53)

In the last decade, researchers have gained a greater understanding of the pathophysiologic mechanisms of type 2 diabetes as a chronic and progressive disease. One of the more recent treatment targets is the kidney. The kidneys become maladaptive in diabetes by increasing the reabsorption of glucose above the normal physiologic renal threshold. This discovery has led to the development of the sodium/glucose cotransporter 2 inhibitors (SGLT2). These agents readjust the renal threshold for glucose reabsorption to a lower level and decrease glucose reabsorption, while increasing urinary glucose when the glucose is above the renal threshold and subsequently lowering plasma glucose. …

Objective: Depression affects one in four adults with type 2 diabetes (T2DM) and is associated with worsened diabetes complications, increased health care costs and early mortality. Rural and low-income urban areas, including the Appalachian region, represent an epicenter of the T2DM epidemic. Program ACTIVE II is a comparative effectiveness treatment trial designed to test whether a combination of cognitive behavioral therapy (CBT) and community-based exercise (EXER) will offer greater improvements in diabetes and depression outcomes compared to individual treatment approaches and usual care (UC). Background: Cervical cancer is the leading cause of cancer related death among women in developing countries. Cervical cancer is preceded by cervical surface epithelial cell abnormalities (ECA) which can be detected by Pap smear test. Simultaneous human papillomavirus and human immunodeficiency virus (HIV) infection increases cervical cancer. Data on the prevalence and predictors of ECA among women in Ethiopia is limited. Hence, we aimed to determine the prevalence and associated factors of ECA among women.

Program/Project Purpose: In Tanzania, early neonatal morality remains high despite the county’s efforts towards improving health indicators. It’s estimated that birth asphyxia is involved in up to 30% of early neonatal deaths in developing countries, and is associated with high neurological morbidity for those who survive. Early interventions targeting birth asphyxia were not successful; likely due to low national priority, limited resources, and targeting limited types of providers. Helping Babies Breath (HBB) is an evidence-based neonatal resuscitation program designed for resource- limited settings. Writing About Writing And The Multimajor Professional Writing Course, Sarah Read, Michael J. Michaud

This article connects the pedagogy of the multimajor professional writing (MMPW) course with two important contemporary discussions in composition studies: the pedagogy called writing about writing (WAW) and the conversation about the transferability of rhetorical knowledge from school to work. The authors argued that the capaciousness of the WAW approach accommodates the best of genre-based and client-based pedagogies for the MMPW course and provides a framework for expanding the course beyond skill-based outcomes to include preparing students to be learning transformers. The article includes two iterations of what a writing about writing -- professional writing course can look like.

Community Dynamics Of Grassland Birds, Rangeland Vegetation, And Black-Tailed Prairie Dogs On Grazed Mixed-Grass Prairie, Amanda Rose Lipinski

Investigators surveyed vegetation and grassland bird communities on and off black-tailed prairie dog (Cynomys ludovicianus) towns to investigate community drivers, interactions, and species associations. This study was conducted within the Standing Rock Indian Reservation, near McLaughlin, South Dakota, USA, on grazed mixed-grass prairie. Sampling of birds and vegetation communities in 2012 and 2013 using fixed-width belt transects revealed community differences relative to prairie dog presence or absence (p<0.01) with percent cover bare ground being most strongly correlated (r2≥0.93) with the principal NMS axis in both years. All bird species, excluding Lark Sparrows, nested exclusively on or off prairie dog towns. After PCA, nests and random locations sampled for vegetation were not significantly different (MANOVA p>0.05) within their habitat type (town or off-town), except for Brewer’s blackbird nests (p<0.01). Lack of significance may be due to limitations in sample sizes and the homogeneous nature of habitat at the scale sampled.

An Assessment Of Annual Forages To Extend Grazing For Beef Cattle In South Central North Dakota, Erin Marie Gaugler

This study was designed to test 3 grazing treatments using 2 cropping systems during 2012 to 2014. Angus crossbred beef heifers in mid-gestation were assigned to treatments from mid-October to late November or early December. Single- and dual-crop systems were subjected to the following grazing treatments: 1) full use, 2) 50 percent degree of disappearance and 3) no use. A drylot served as the control. Herbage production, livestock performance, economic efficiency and soil health were monitored. Costs associated with the cocktail mixture ranged from $37.56 to $44.50/hectare. Average daily gain was highest in the drylot and was the only treatment …

Vaccines are the most important line of defense to protect public health and the spread of disease during influenza pandemics. Yet the 2009 experience with pandemic H1N1 influenza showed that manufacturers, wealthy and poor governments were completely unprepared for the demands that global demand for vaccine production and distribution might impose. This chapter analyzes the failures of the system in 2009-10 with the aim of facilitating greater preparedness for future influenza pandemics.

One of the most controversial aspect of the Supreme Court's decisions in Citizens United and Hobby Lobby is its treatment of corporate personhood. Many members of the public object to the notion that corporations should have the same rights as human beings. Yet many scholars claim that this concern is misplaced. In this article I argue that concern about corporate personhood is not misplaced because the personhood metaphor conceals the degree to which there has not been an adequate justification given for extending fundamental rights to corporations. In a series of cases beginning with its 1981 decision in Montana v. United States, the US. Supreme Court has diminished the civil authority of Indian tribal governments over nonmembers within the tribes' territories. Initially, the Court confined itself to hobbling tribes' inherent sovereign authority over non-tribal members only on non-Indian ('fee") lands within reservations. In 2001, however, the Court ruled for the first time that a tribe did not possess inherent jurisdiction over a lawsuit against state officers that arose on Indian ("trust') lands. The construction and application of biological network models is an approach that offers a holistic way to understand biological processes involved in disease. Chronic obstructive pulmonary disease (COPD) is a progressive inflammatory disease of the airways for which therapeutic options currently are limited after diagnosis, even in its earliest stage. COPD network models are important tools to better understand the biological components and processes underlying initial disease development. In this essay, we attempt to lay the initial groundwork for a clearer understanding of rule of law both as a concept and as a distinct field. We respond to the assertions that the rule of law field is non-existent or incoherent, and assert that a field of rule of law is not impossible to ascertain.
