Globally workplace violence is a pressing concern. It is an ever increasing problem and thus an extensive field to research. Despite an increase in interest, there are specific areas of workplace violence that remain relatively unexplored, and this is further compounded because workplace violence is not clearly defined and neither is it readily understood (Dolan 2000, Webster et al 2007). Women’s experiences of workplace violence have been overlooked, primarily because women exist within a patriarchal society, and many are deemed of a lesser value than men. Relationships Between Law Enforcement Officer-Involved Vehicle Collisions And Other Police Behaviors, John Andrew Hansen

Specialization and versatility regarding officer negative outcomes have different implications for agency policies and practices. Versatility suggests interventions that address several problematic behaviors, while specialization may necessitate more targeted interventions. If officers who engage in one form of negative behavior are also more likely to be involved in other undesired outcomes than co-monitoring behaviors via early intervention systems or other mechanisms may be an effective means of identifying problematic officers. The threat posed by officer-involved motor vehicle collisions to the safety of police and the public has received increased attention from practitioners and researchers in the past decade or so. …

The Evidentiary Rules Of Engagement In The War Against Domestic Violence, Erin R. Collins

Our criminal justice system promises defendants a fair and just adjudication of guilt, regardless of the character of the alleged offense. Yet, from mandatory arrest to "no-drop" prosecution policies, the system's front-end response to domestic violence reflects the belief that it differs from other crimes in ways that permit or require the adaptation of criminal justice response mechanisms. Although scholars debate whether these differential responses are effective or normatively sound, the scholarship leaves untouched the presumption that, once the adjudicatory phase is underway, the system treats domestic violence offenses like any other crime.

The Future Of Sex Offense Courts: How Expanding Specialized Sex Offense Courts Can Help Reduce Recidivism And Improve Victim Reporting, Catharine Richmond, Melissa Richmond

Specialty sex offense courts are a nascent judicial innovation that seek to improve general public safety by reducing recidivism. Decreased recidivism results from swifter, personalized, experienced, and consistent judicial action that encourages sex offenders to take more responsibility and seek rehabilitative assistance. In these specialized courts, communities of stakeholders work collaboratively to prevent future crime. Although somewhat counterintuitive, specialty courts that offer such intensive and specific attention are often more cost effective and efficient than their traditional counterparts are. The purpose of the Article is to look at the recognition-or lack thereof-of transsexual people at common law in relation to the "proper" sex and gender with which they associate themselves. This Article will begin by addressing and defining transsexualism and how the medical community's position on this topic has evolved over the years. It will then look at the historical foundations of transsexualism in the common law, especially at the Corbett decision that held sway in England and Wales for over thirty-five years and was followed internationally. The mid-1990s brought sex offenders to the forefront of policy issues due to several highly publicized cases of abduction, sexual assault, and murder involving children. Following these cases, a number of sex offender management policies were passed to quell public concern over the safety of children due to sex offenders. Most notably, these new sex offender management policies mandated the creation of publicly available registries of sex offenders and enacted residence restrictions that forbid sex offenders from residing within certain distances from areas where children commonly congregate.

Rogue Signal Threat On Trust-Based Cooperative Spectrum Sensing In Cognitive Radio Networks, David S. Jackson

Cognitive Radio Networks (CRNs) are a next generation network that is expected to solve the wireless spectrum shortage problem, which is the shrinking of available wireless spectrum resources needed to facilitate future wireless applications. The first CRN standard, the IEEE 802.22, addresses this particular problem by allowing CRNs to share geographically unused TV spectrum to mitigate the spectrum shortage. Equipped with reasoning and learning engines, cognitive radios operate autonomously to locate unused channels to maximize its own bandwidth and Quality-of-Service (QoS). However, their increased capabilities over traditional radios introduce a new dimension of security threats.

The police shooting of Michael Brown, and the other recent police shootings of black men and boys, gave rise to many important discussions about race, inequality, power, and policing. But one issue not as widely discussed was the the role and propriety of police unions. This Essay describes the history and uniqueness of public sector unions, such as police unions, and why they are both useful and problematic.

In the everyday interactions between law enforcement and the citizens of their communities, officers attempt to gain compliance verbally, before resorting to physical force, if necessary. This dissertation examined the use of persuasive verbal messages by law enforcement officers when encountering citizens. Wildland-urban interface growth and factors increasing the probability of wildfire suggest that annual spending on wildfire risk mitigation and suppression will continue to increase. With limited information about the benefits and costs of risk mitigation, land managers and homeowners may under- or over-invest in risk mitigation, where costs are disproportionate to the expected benefits of the strategy. This study accounted for expected increases in wildfire risk (due to growth of the WUI, climate change and vegetation growth) over time in Flathead County, Montana, and estimated the expected avoided loss in structure values associated with three treatment levels that would require …

Many California cities have recently implemented pay-to-stay jail programs at the local level. Pay-to-stay programs provide a safe and private incarceration experience for those who can afford the nightly fee. This study provides a theoretical analysis of the pay-to-stay jail program in relation to mass incarceration and the ever-expanding prison economy. It examines pay-to-stay programs as a new method of stratified punishment, reproducing race and class oppression within the U.S. penal regime. A case study of the Fremont pay-to-stay program offers insight into the implementation, operation, and application process for inmates seeking segregation from general county jail populations. Southern Chivalry: Perception Of Health & Environmental Justice In A Small Southern Neighborhood, Brian S. Brijbag

This paper analyzes heath risk and how it is communicated to, and understood within, a predominantly African American neighborhood in central Florida. Residents accuse the county department of public works of purposeful contamination and discrimination over a period of 30 years. I raise the questions of how risk is perceived and what roles race or class may play. I also developed a model for risk communication that includes all stakeholders. Finally, I expand the conversation of health disparities to include issues of widening gaps in perceptions of health.

Instruction in engineering ethics is an important aspect of professional development. For universities, it is an element of program assessment and is considered for accreditation. For engineering students, it addresses relationships in professional life and is a topic for professional licensure. A common instructional objective is for students to have an ability to continue developing their ethical knowledge and judgment. There is an unaddressed anomaly with respect to regulating online pharmacies when compared with traditional pharmacies. Online pharmacies serve the same ends as traditional brick and mortar pharmacies, i.e., to bring medication to consumers as a part of a profitable business. The raison d’étre of traditional pharmacy regulation—to protect consumers —should logically apply to online sources of the same inherently dangerous pharmaceuticals. However, traditional pharmacies are regulated, while online pharmacies have long eluded effective regulation and now constitute a lawless source of purchase and abuse that is far from real physician control, effective standards, or accountability....

Following the blackout of the electric grid in the 1965 it was hypothesized that large central generation would lead to continued reliability problems. More recently, following Hurricane Sandy, there have been additional criticisms of the risks that large centralized electric systems face in terms of system restoration following catastrophic storms. Together these concerns have led some in the electric industry to conclude that bigger is not always better. In the last decade, a number of states have expanded the jurisdiction of their juvenile courts by increasing the maximum age to 18. Proponents argue that these expansions reduce crime by increasing access to the beneficial features of the juvenile justice system. Critics counter that the expansions risk increasing crime by reducing deterrence. In 2010, Illinois raised the maximum age for juvenile court for offenders who commit a misdemeanor. By examining the effect of this law on juvenile offenders in Chicago, this paper provides the first empirical estimates of the consequences of recent legislative activity to raise the age of …

Baptizing O'Brien: Towards Intermediate Protection Of Religiously Motivated Expressive Conduct, Daniel J. Hay

Despite the relative prominence of religious expression in society' and its elevated status in constitutional law, the Supreme Court has struggled to articulate a consistent standard of review for neutral, generally applicable laws that indirectly burden religious expression. Since the late nineteenth century, the Court has vacillated between a highly deferential belief-action dichotomy and a more searching (albeit selectively applied) compelling interest test. Currently, the Court embraces a hybrid categorical-rational basis standard that relies in part upon a highly criticized assumption that the political process will be solicitous of minority religious practice.
