Tax Extension To Fund Education. Initiative Constitutional Amendment.

Initiatives

Extends by twelve years the temporary personal income tax increases enacted in 2012 on earnings over $250,000 (for single filers; over $500,000 for joint filers; over $340,000 for heads of household). Allocates these tax revenues 89% to K-12 schools and 11% to California Community Colleges. Bars use of these revenues for administrative costs, but provides local school governing boards discretion to decide, in open meetings and subject to annual audit, how these revenues are to be spent. Beginning in 2019, exempts these revenues from annual transfers to the state budget stabilization account. Summary of estimate by Legislative Analyst and Director …

The number of commercial spaceflights will be increasing by orders of magnitude over the next several decades. The current volume of space traffic can be managed on a case-by-case basis and there is little impact to the National Airspace System (NAS). This will change as more spaceports become operational, commercial sub-orbital flight companies begin serving their customers and as the cost of these flights begin to decrease. As the number of activities in space and near-space increase, both government and industry will need to consider the best practice to maintain safe operations for their activities. The National Airspace is already extremely complicated with over 5,000 flights taking off and landing daily. Standards and eventually some type of certification will need to be developed for the launch vehicles in the commercial space industry. The implementation of standards and certification will help to ensure that the spacecraft will not be a danger to the other vehicles operating in the NAS. Improving The Integration Of Launch And Reentry Operations Into The National Airspace System, Gwendolyn Mazzotta, Daniel P. Murray

With increasing commercial space activities occurring in the National Airspace System, the FAA has identified a need for more efficient management of the NAS with respect to commercial space operations. Current methods for integration of aviation and space activities employ a segregation approach, in which hazard areas are constructed around launch and reentry operations and sections of airspace are closed to other users. Mission objectives and vehicle characteristics dictate the extent of the closure in terms of location, duration, and volume of airspace affected. Integrating Erau’S Suborbital Space Flight Simulator - Ads Data Into Nextgen Testbed Simulations, Pedro Llanos, Randy Triplett

The static Suborbital Space Flight Simulator (SSFS) in the Applied Aviation Sciences (AAS) department at Embry-Riddle Aeronautical University (ERAU) is working together with the Next Generation ERAU Advanced Research (NEAR) laboratory on Daytona Beach campus. The NEAR lab will support the SSFS by using an Energy Management Display Indicator (EMDI) display for rendering live ADS-B data. The data simulated at the SSFS lab will be later shared and transferred to the Next Generation Test Bed (NGTB) at Daytona International airport to be integrated into the National Air System for research and educational purposes.
