New York’S “Close To Home” Initiative — Lessons Learned, Jeffrey A. Butts
New York’S “Close To Home” Initiative — Lessons Learned, Jeffrey A. Butts
Publications and Research
The Close to Home initiative is a policy reform that brings young people home from far-away correctional institutions to be served by programs closer to their families. New York plans to implement a second phase of the program in March 2015, bringing back youth from “limited-secure” programs that house more serious offenders. The program appears to be effective in helping youth maintain positive connections to their families and communities, increasing Regent Exams scores of justice-involved youth, and returning youth to their neighborhood schools following placement. Although more research and analysis needs to be done on the effects of Close to …

The report presents an overview of John Jay College of Criminal Justice's Research and Evaluation Center's study of the Osborne Association's Close to Home initiative, which aimed to reform the juvenile justice system by placing young offenders in community-based programs instead of distant facilities. It analyzed early outcomes, focusing on placement rates, arrest trends, system expansion, and detention impacts, highlighting successes and areas needing further research.
A Solution In Search Of A Problem: The Difficulty With State Constitutional "Right To Hunt" Amendments, Stacey Gordon
A Solution In Search Of A Problem: The Difficulty With State Constitutional "Right To Hunt" Amendments, Stacey Gordon
Public Land & Resources Law Review
This article explores the facets of hunting amendments. Part I traces the legal history of protections for hunting, from early laws to preserve hunting for the people to modern hunter harassment statutes. Part II analyzes the forms of hunting amendments—some guarantee a right, others only recognize a heritage; some are fundamental rights, others are less strong; some are limited by private property rights, others are absolute. Nonetheless, they have a common source. Part III considers the impacts— possibly unintended consequences—of hunting amendments. Finally, Part IV suggests that while there are unrecognized common values between hunters and animal welfare groups that …

The First Amendment’S Public Forum, John D. Inazu
The First Amendment’S Public Forum, John D. Inazu
William & Mary Law Review
The quintessential city park symbolizes a core feature of a democratic polity: the freedom of all citizens to express their views in public spaces free from the constraints of government imposed orthodoxy. The city park finds an unlikely cousin in the federal tax code’s recognition of deductions for contributions made to charitable, religious, and educational organizations. Together, these three categories of tax-exempt organizations encompass a vast array of groups in civil society.
The city park is a traditional public forum under First Amendment doctrine, and the charitable, educational, and religious deductions under the federal tax code function much like a …

Reconciling Privacy And Speech In The Era Of Big Data: A Comparative Legal Analysis, Ronald J. Krotoszynski Jr.
Reconciling Privacy And Speech In The Era Of Big Data: A Comparative Legal Analysis, Ronald J. Krotoszynski Jr.
William & Mary Law Review
In both the United States and the nations of Western Europe, significant constitutional commitments safeguard both expressive freedom (including freedom of speech and of the press) and also a generalized constitutional right of privacy. With some regularity, however, these rights will come into conflict, as the protection of one right can be achieved only at the cost of abridging or denying the other. When a government official or public figure objects to the publication of an embarrassing photograph, perhaps taken by an invasive paparazzo, it is simply not possible to fully vindicate both a newspaper’s interest in publishing the photograph …

Land Acquisition In The State Of Alaska: Akiachak Native Community V. Salazar, Wesley J. Furlong
Land Acquisition In The State Of Alaska: Akiachak Native Community V. Salazar, Wesley J. Furlong
Public Land & Resources Law Review
Akiachak Native Community v. Salazar and the BIA’s repeal of the Alaska Exception are set to mark sweeping changes for Alaska Natives. Following the United States District Court for the District of Columbia’s holding that the prohibition of trust acquisitions in Alaska violates the IRA, and before the United States Court of Appeals for the D.C. Circuit could issue an opinion on the merits, the BIA repealed its rule prohibiting such acquisitions. The potential for drastic changes to the landscape of native communities and villages in Alaska is highly likely.

Undocumented Hispanic Students And The Postsecondary Transition: A Narrative Perspective, Alfred Trafford
Undocumented Hispanic Students And The Postsecondary Transition: A Narrative Perspective, Alfred Trafford
Theses and Dissertations
Undocumented students transition to college in extremely low numbers due to a high degree of marginalization, inequity in access to higher education, and constitutional confusion regarding federal and state issues of supremacy and inferiority in immigration, tuition, and financial aid policies. Such students must contend not only with traditional challenges of teenagers in high school "including identity and development concerns and academic and social pressures" but also with the issue of not being in the United States legally. A narrative strategy of inquiry was used to collect, analyze, and interpret data from extensive participant interviews and a research journal; the …

Leveraging Commercial Cloud Navigation And Maps For Special Event Route Management, Michelle Mekker, Darcy M. Bullock, Steve M. Remias, Howell Li
Leveraging Commercial Cloud Navigation And Maps For Special Event Route Management, Michelle Mekker, Darcy M. Bullock, Steve M. Remias, Howell Li
Purdue Road School
Universities and sports venues routinely host large events that often attract over 100,000 attendants. These special events create and encounter unique challenges, such as motorists unfamiliar with the area, streets that must be closed for security and crowd management, non-traditional parking, and strong demand immediately after the event. Traditionally, special parking and routing plans have been communicated by static maps and, more recently, static maps posted on web sites.
This presentation discusses the implementation of cloud-based maps (maps.google.com) that provide recommended turn by turn directions to and from 26 parking lots associated with the Purdue Football home game activities. These …

Presentation Title: Railroad Quiet Zones
Abstract: In 2005, the Federal Railroad Administration (FRA) provided communities with the opportunity to reduce locomotive horn noise without compromising public safety. The proposed Marion Branch Quiet Zone, located in Goshen, Indiana, will not only improve public safety, it will also enhance the quality of life and raise home values for adjacent residents.
This intricate process involves creative problem-solving and knowledge of the multiple parties involved. It will take a …
