Evidentiary Rulings As Police Reform, Seth W. Stoughton
Evidentiary Rulings As Police Reform, Seth W. Stoughton
Faculty Publications
How can law be a mechanism for police reform? The most familiar answer, for legal scholars who work on the regulation of law enforcement, is as a deterrent: the law sets some limit on police behavior and imposes some sanction for violations. But the deterrent model is not the only method through which the law can affect police behaviors. In this article, Stoughton contends that evidentiary considerations have the potential to change both police training and agency culture. Stoughton’s contention is based on the observation that evidentiary considerations have shaped not just police behavior but also the culture of policing …

"Home Rule" Vs. "Dillon's Rule" For Washington Cities, Hugh Spitzer
"Home Rule" Vs. "Dillon's Rule" For Washington Cities, Hugh Spitzer
Seattle University Law Review
This Article focuses on the tension between the late-nineteenth century “Dillon’s Rule” limiting city powers, and the “home rule” approach that gained traction in the early and mid-twentieth century. Washington’s constitution allows cities to exercise all the police powers possessed by the state government, so long as local regulations do not conflict with general laws. The constitution also vests charter cities with control over their form of government. But all city powers are subject to “general laws” adopted by the legislature. Further, judicial rulings on city powers to provide public services have fluctuated, ranging from decisions citing the “Dillon’s Rule” …
Family Planning, Pregnancy, And Birth In Guatemala: Maya Women And Modern Healthcare, Kelsay Payton
Family Planning, Pregnancy, And Birth In Guatemala: Maya Women And Modern Healthcare, Kelsay Payton
Honors Theses
Within Maya populations in rural Guatemala, childbearing is considered a sacred and spiritual experience, in addition to a physical one. This country is home to some of the highest rates of maternal and infant mortality in Latin America, along with the largest disparities in health care, primarily between the indigenous Maya and ladino women (Schooley 2009). The use of biomedical reproductive services remains surprisingly low among the Maya, while it is continually rising in the ladino populations. To increase the overall reproductive health care in these indigenous communities, attention must be given to the understanding of Maya’s beliefs, therefore enabling …

"Our goal here is to ensure commercially viable domestic launch service providers that will give us assured access to space for our national security space mission."
Secretary of the Air Force Deborah Lee James, Air Force Association Air Force Update -Orlando, Fla. -February 13, 2015
"The U.S. government now has an opportunity to leverage the commercial launch market more than we have in the past, to drive price points on the [national security] launch solution that would be more competitive for commercial launch."

Herd Immunity: Does Social Media Affect Adherence To The Cdc Childhood Vaccination Schedule?, Katherine Bolton, Kendall Memory, Cody Mcmillan
Herd Immunity: Does Social Media Affect Adherence To The Cdc Childhood Vaccination Schedule?, Katherine Bolton, Kendall Memory, Cody Mcmillan
Pursuit - The Journal of Undergraduate Research at The University of Tennessee
Social Media can alter herd immunity by having a subtle yet pervasive impact on the adherence to the Childhood Vaccination Schedule recommended by the Center for Disease Control (CDC). Parents of children (newborn to young adults) utilize social media to acquire medical information such as the CDC’s Recommended Childhood Vaccination Schedule. Complying with anti-vaccination messages can result in parents not vaccinating their children, leading to a decline in the public’s herd immunity against known pathogens. However, there is a dearth of information about the possible impact of social media on herd immunity from childhood vaccination. Thus, this literature review will …

Scelus Et Poena: A Comparison Of Legal Bias In Ancient Rome And Contemporary America, Aaron R. Caffrey
Scelus Et Poena: A Comparison Of Legal Bias In Ancient Rome And Contemporary America, Aaron R. Caffrey
Classics Honors Papers
Of the many advances made by the ancient Romans, perhaps their greatest contribution to contemporary Western society stemmed from their sophisticated legal system. Ancient senators, jurists, and eventually emperors set forth policies that encompassed the expectations of Roman citizens in respect to property, family, and behavior. Roman law allowed for the creation of an efficient government bureaucracy, promoting an unprecedented era of peace and prosperity that stretched over the first two centuries of the Common Era. This peace, however, did not apply to all individuals under control of the Roman government. While wealthy and dignified citizens enjoyed leniency in legal …

Mass incarceration. In recent years it’s become clear that the size of America’s prison population is unsustainable – and isn’t needed to protect public safety.
In this remarkable bipartisan collaboration, the country’s most prominent public figures and experts join together to propose ideas for change. In these original essays, many authors speak out for the first time on the issue. The vast majority agree that reducing our incarcerated population is a priority. Marking a clear political shift on crime and punishment in America, these sentiments are a far cry from politicians racing to be the most punitive in the 1980s …

Two-Dimensional Hydraulic Modeling Of Dam Breach Inundation, Joseph T. Smith
Two-Dimensional Hydraulic Modeling Of Dam Breach Inundation, Joseph T. Smith
Clark Fork Symposium Archives
There are about 194 permitted dams within the Clark Fork Watershed in Montana alone; 51 of these are classified as high hazard. Congruent with state and federal guidelines, all of these high hazard dams are required to have an Emergency Action Plan (EAP) that includes dam breach inundation mapping. The purpose of having an EAP is to protect public safety. Unfortunately, many of these EAP’s are outdated and contain inaccurate data.
Historically, one-dimensional hydraulic modeling software, such as HEC-RAS, has been the primary method to model dam breach inundation. One-dimensional models have yielded good results, but can be challenging to …
