Matural Exams In Kosovo: An Analysis On 2014 Test Results, Genta Agaj Feb 2015

Matural Exams In Kosovo: An Analysis On 2014 Test Results, Genta Agaj

Theses

The focus of this research project was to address some of the criticisms associated with Kosovo’s standardized tests - Matura Exams. The main goal of the project was to statistically analyze students’ test results using three statistical techniques. This problem was tackled by obtaining the 2014 results for the Municipality of Prishtina.

First, Prishtina’s Matura Exam test results were checked for normality. The results from this test suggested that even though Matura Exam is supposed to have normally-distributed results, it failed to do so. Its implications include students and universities not being able to compare individual results with the population …

Self-Efficacy And Instructional Leadership: Does Mentoring Make A Difference?, Julie Diane Helber Feb 2015

Self-Efficacy And Instructional Leadership: Does Mentoring Make A Difference?, Julie Diane Helber

Master's Theses and Doctoral Dissertations

The responsibility of principals has shifted significantly over the past few decades. During 1960s and 1970s school leaders were expected to be organizers and managers of schools and to serve as buffers to the organization to protect a weak technical core. Standards-based reform, beginning in the 1980s, was in direct conflict with this mindset. Instead of protecting a weak technical core, school leaders had to focus on instruction guided by standards and demonstrate alignment to such standards. Today, there is an increased attention on academic achievement and accountability in schools (Leithwood, Jantzi, & Steinbach, 1999). Principals are being held responsible …

Born Naked By Farley Mowat, Ted Geier Feb 2015

Born Naked By Farley Mowat, Ted Geier

The Goose

Farley Mowat's charming childhood memoir covers the usual Mowat terrain: riotous humour, humble reverence, and a meticulous accounting of the little things that make life--all life--dear to us. Mowat's work deserves regular attention in animal studies and environmental literary studies. His autobiographical techniques, as this review suggests, can be both assets and occasional impediments. But there is no replacing or replicating a Farley Mowat, and Born Naked deserves to be read immediately and repeatedly as one of the lasting legacies of a long life, well-lived.

Following Fisher: Narrowly Tailoring Affirmative Action, Eang L. Ngov

Catholic University Law Review

Affirmative action has been at the forefront of educational policies and to this day continues to enliven debates. For decades, schools have litigated over whether affirmative action can be used to create a diverse student body. Now, the litigation has shifted to whether affirmative action policies are narrowly tailored. The Supreme Court’s most recent affirmative action case, Fisher v. University of Texas at Austin, requires that schools prove that there are no workable race neutral alternatives in order to demonstrate that their affirmative action programs are narrowly tailored. This article examines the available race neutral alternatives: percentage plans; socioeconomic …

The Use Of A Statistical Model Of Storm Surge As A Bias Correction For Dynamical Surge Models And Its Applicability Along The U.S. East Coast, Haydee Salmun, Andrea Molod Feb 2015

The Use Of A Statistical Model Of Storm Surge As A Bias Correction For Dynamical Surge Models And Its Applicability Along The U.S. East Coast, Haydee Salmun, Andrea Molod

Publications and Research

The present study extends the applicability of a statistical model for prediction of storm surge originally developed for The Battery, NY in two ways: I. the statistical model is used as a biascorrection for operationally produced dynamical surge forecasts, and II. the statistical model is applied to the region of the east coast of the U.S. susceptible to winter extratropical storms. The statistical prediction is based on a regression relation between the “storm maximum” storm surge and the storm composite significant wave height predicted ata nearby location. The use of the statistical surge prediction as an alternative bias correction for …

Food As A Key Resource For Security And Stability: Implications Of Changes In The Global Food System 1950-2000, Bryan L. Mcdonald

Penn State Journal of Law & International Affairs (2012 - Present)

Food security remains an urgent problem affecting the national security and interests of states, as well as the human security of people and communities around the world. This article examines the changing landscape of food security threats and vulnerabilities by examining three sets of concerns that are converging to amplify, disrupt, and transform food relations: nutrition, food safety, and global environmental change. Ensuring food security will require utilization of a range of capabilities from the state, private, and non-state sectors to confront world food problems and build a sustainable and resilient world food network.

Modeling Associations Between Public Understanding, Engagement And Forest Conditions In Theinland Northwest, Usa, Joel N. Hartter, Forrest R. Stevens, Lawrence C. Hamilton, Russell G. Congalton, Mark J. Ducey, Paul T. Oester

Sociology

Opinions about public lands and the actions of private non-industrial forest owners in the western United States play important roles in forested landscape management as both public and private forests face increasing risks from large wildfires, pests and disease. This work presents the responses from two surveys, a random-sample telephone survey of more than 1500 residents and a mail survey targeting owners of parcels with 10 or more acres of forest. These surveys were conducted in three counties (Wallowa, Union, and Baker) in northeast Oregon, USA. We analyze these survey data using structural equation models in order to assess how …

Immigrant Women's Experiences Of Maternity-Care Services In Canada: A Systematic Review Using A Narrative Synthesis, Gina M A. Higginbottom, Myfanwy Morgan, Mirande Alexandre, Yvonne Chiu, Joan Forgeron, Deb Kocay, Rubina Barolia

School of Nursing & Midwifery

Background: Canada's diverse society and its statutory commitment to multiculturalism means that a synthesis of knowledge related to the healthcare experiences of immigrants is essential to realise the health potential for future Canadians. Although concerns about the maternity experiences of immigrants in Canada are relatively new, recent national guidelines explicitly call for the tailoring of services to user needs. We therefore assessed the experiences of immigrant women accessing maternity-care services in Canada. In particular, we investigated the experiences of immigrant women in Canada in accessing and navigating maternity and related healthcare services from conception to 6 months postpartum in Canada. …

From Scarcity To Abundance: The Changing Dynamics Of Energy Conflict, Michael T. Klare Feb 2015

From Scarcity To Abundance: The Changing Dynamics Of Energy Conflict, Michael T. Klare

Penn State Journal of Law & International Affairs (2012 - Present)

Energy security and geopolitics have played a pivotal role in international affairs for a very long time, ever since the development of oil-powered vehicles and weapons of war. Until recently, the geopolitics of energy have largely been governed by perceptions of scarcity—the assumption that oil and other energy reserves were relatively limited, and that competition over their exploitation would lead to recurring crisis and conflict. However, the recent utilization of advanced extractive technologies—including deep-sea drilling and hydraulic fracturing—have resulted in unexpected production gains and fostered a sense that abundance, rather than scarcity, will govern the future energy picture. …

Targeting And Detention In Non-International Armed Conflict: Serdar Mohammed And The Limits Of Human Rights Convergence, Aurel Sari, Sean Aughey Feb 2015

Targeting And Detention In Non-International Armed Conflict: Serdar Mohammed And The Limits Of Human Rights Convergence, Aurel Sari, Sean Aughey

International Law Studies

In recent years, the United Kingdom has seen a steady flow of legal challenges arising out of its involvement in the armed conflicts in Afghanistan and Iraq. Among these, the case of Serdar Mohammed, decided by the English High Court in May 2014, is of particular interest because of its wider implications. In essence, the High Court’s judgment in Mohammed questions the existence of a legal basis under the law of armed conflict for the conduct of status-based operations in non-international armed conflicts. This article demonstrates that the restrictive approach adopted by the High Court in Mohammed is mistaken as …

Section 702 And The Collection Of International Telephone And Internet Content, Laura K. Donohue

Georgetown Law Faculty Publications and Other Works

Section 702 of the Foreign Intelligence Surveillance Act (FISA) authorizes the NSA to collect the electronic communications of non-U.S. targets located overseas. Recent media reports and declassified documents reveal a more extensive program than publicly understood. The article begins by considering the origins of the current programs and the relevant authorities, particularly the transfer of part of the post-9/11 President’s Surveillance Program to FISA. It outlines the contours of the 2007 Protect America Act, before its replacement in 2008 by the FISA Amendments Act (FAA). The section ends with a brief discussion of the current state of foreign intelligence collection …
