Countervailing Effects: What The Fda Would Have To Know To Evaluate Tobacco Regulations, James Prieger, Jonathan D. Kulick, Mark A. R. Kleiman
School of Public Policy Working Papers
The Family Smoking Prevention and Tobacco Control Act [P.L. 111-31] gives the US Food and Drug Administration (FDA) the authority to regulate tobacco products, including placing restrictions on product composition, sale, and distribution. A complete accounting of the costs and benefits of any tobacco regulation includes harms from possible illicit trade in tobacco products (ITTP): costs of enforcement, violence, incarceration, etc. Indeed, the law instructs the FDA to take into account the “countervailing effects” of regulation on public health, “such as the creation of a significant demand for contraband or other tobacco products that do not meet the requirements.” While …

Hispanics At The Starting Line: Poverty Among Newborn Infants In Established Gateways And New Destinations, Daniel T. Lichter, Scott R. Sanders, Kenneth M. Johnson

High rates of Hispanic fertility raise an important question: Do Hispanic newborn babies start life's race behind the starting line, poor and disadvantaged? To address this question, we link the newborn infants identified with the new fertility question in the 2006–2010 American Community Survey (ACS) to the poverty status of mothers. Our results document the disproportionately large share (40 percent) of Hispanic babies who are born into poverty. The prospect of poverty is especially high in new Hispanic destinations, especially those in rural areas. For Hispanic newborn babies, poverty cannot be reduced to supply-side explanations that emphasize maladaptive behavioral decision-making …

This report summarizes research undertaken by the Carsey School of Public Policy to evaluate impacts of the Community Development Financial Institutions (CDFI) Fund on CDFIs and of the CDFI industry on the people and communities it serves. In summary, we find a variety of evidence indicating that CDFIs are advancing the statutory purposes of the CDFI Fund to promote economic revitalization and community development through the provision of credit, capital and financial services to underserved populations and communities in the United States

Regional Patterns In The Otolith Chemistry Of Juvenile Spotted Seatrout (Cynoscion Nebulosus) Differ Under Contrasting Hydrological Regimes, Chet F. Rakocinski, Bruce H. Comyns, Mark S. Peterson, Alan M. Shiller
Faculty Publications
The value of using otolith chemistry to characterize recruitment in terms of natal source regions depends on how consistently spatio-temporal variation can be resolved. The objective of this study was to compare regional classification patterns in the otolith chemistry of juvenile Spotted Seatrout (Cynoscion nebulosus) between two years experiencing disparate hydrological regimes, and separated by a five year interlude. Spatial patterns in the whole-otolith chemistry of juveniles of this estuarine-dependent species were compared between years using five otolith elements and two stable isotopes. Consistent size-related trends in uptake and deposition were evidenced by parallel ontogenetic relationships for six otolith variables. …

The Evolution Of Non-Market Valuation Of U.S. Coastal And Marine Resources, Douglas Lipton, Dan K. Lew, Kristy Wallmo, Peter Wiley, Anthony Dvarskas
The Evolution Of Non-Market Valuation Of U.S. Coastal And Marine Resources, Douglas Lipton, Dan K. Lew, Kristy Wallmo, Peter Wiley, Anthony Dvarskas
Journal of Ocean and Coastal Economics
At the federal level, particularly within the National Oceanic and Atmospheric Administration (NOAA), regulatory and programmatic needs have driven the continued development and application of non-market valuation approaches to marine and coastal resources. The evolution of these valuation approaches not only entails adopting the recommendations of the 1993 NOAA blue ribbon panel on contingent valuation, but also an expansion of stated preference approaches with increased use of stated preference choice experiments. Revealed preference approaches have also advanced with more sophisticated random utility models. We provide an overview of this evolution in the areas of natural resources damage assessment, protected resources, …
Rebuilding The Classification System Of The Ocean Economy, Dr. Kwang Seo Park, Dr. Judith T. Kildow
Rebuilding The Classification System Of The Ocean Economy, Dr. Kwang Seo Park, Dr. Judith T. Kildow
Journal of Ocean and Coastal Economics
Many ocean countries have attempted to estimate the size of the ocean economy or industry. However, it is difficult to compare the ocean economy among countries because the definition, classification standard, and scope vary within each country. This study aims to provide concrete practical proposals for universal definition, classification standard, and scope of the ocean economy. With regard to the definition of the ocean economy, a combination of industrial and geographical perspectives is considered simultaneously. As a result, the ocean economy is defined as the economic activities that directly or indirectly take place in the ocean and use outputs from …

Introduction: Highways Of The South, Daniel R. Quiles
Introduction: Highways Of The South, Daniel R. Quiles
Artl@s Bulletin
This introduction serves as a brief overview of this guest-edited issue of Artl@s Bulletin, which is dedicated to international networks in modern and contemporary Latin American art. Following a brief synopsis of the history of the field’s methodologies related to circulation, the articles that appear in this issue are summarized and compared. The author argues that a network- or circulation-based focus invariably incorporates heterogenous, even oppositional criteria.

All Creative Being: Interview With Anna Bella Geiger, Sarah Poppel
Artl@s Bulletin
In the following interview with Anna Bella Geiger, the Brazilian artist talks about her trajectory and various influences, which have always been deeply marked by the lived situation in Brazil, especially during the dictatorship (1964-1985). Starting with the beginnings of her artistic practice in the early 1950s, she details her affiliation with abstract art, her view of the Brazilian art scene during the 1950s and 1960s and reveals the roots of her topographic works and the importance of her pedagogical experiences.
Vectors Or Constellations? Curatorial Narratives Of Latin American Art, Camila Maroja, Abigail Winograd
Vectors Or Constellations? Curatorial Narratives Of Latin American Art, Camila Maroja, Abigail Winograd
Artl@s Bulletin
This paper examines the curatorial visions guiding the Mercosul Biennial (1997), curated by Frederico Morais, and Inverted Utopias (2004), co-curated by Mari Carmen Ramírez and Héctor Olea. Both strove to shift the association of Latin American art with the fantastic that had dominated the region’s historiography. The structural metaphors used to frame these shows demonstrated differing aims: Morais’s desire to create an autochthonous historiography versus Ramírez and Olea’s wish to revise constructions of global modernism. Nonetheless, both exhibitions showcased similar works and helped to consolidate a revised vision of Latin American art.

Between Paris And The “Third World”: Lea Lublin’S Long 1960s, Isabel Plante
Artl@s Bulletin
Lea Lublin resided for the most part in Paris from 1964 on, and by 1965 she started orienting her work toward establishing a methodology for reading images, based on different parameters of perception and participation related to the devices involved in their exhibition. Until 1972 she articulated a considerable portion of her projects between Paris, Buenos Aires and Santiago de Chile. These networks of production and circulation were decisive in constructing the meaning of her works in terms of exploring the status of representation and culture. We propose a study that would restore the geopolitical density and translocal nature of …
Crossing The Atlantic: Emilio Pettoruti's Italian Immersion, Lauren A. Kaplan
Crossing The Atlantic: Emilio Pettoruti's Italian Immersion, Lauren A. Kaplan
Artl@s Bulletin
The painter Emilio Pettoruti (1892-1971) was born to Italian parents in the Argentine province of La Plata. In 1913, he sailed to Florence for artistic training and remained in Europe for eleven years. This article focuses on this formative stint, during which Pettoruti studied Quattrocento masters, conferred with Italian Futurists, and met French Cubists. Ultimately, the painter became a paragon of civiltá italiana, a cosmopolitan culture born in Italy but meant for global dissemination. Upon returning to Buenos Aires in 1924, he exposing the Argentine public to this culture, strengthening the already robust bond between the two countries.

Journal of Ocean and Coastal Economics
Availability and easy access to a wide range of natural and human-activity data on the oceans and coastal regions of Europe is the basis for strategic decision-making on coastal and marine policy. Strategies within Europe’s Integrated Maritime Policy, including the Maritime Strategy for the Atlantic Area, Blue Growth, Maritime Spatial Planning and Marine Data and Knowledge, require coherent and comparable socio-economic data across European countries. Similarly, the Marine Strategy Framework Directive requires member states to carry out economic and social analysis of their waters and the reformed Common Fisheries Policy includes a social dimension requiring socio-economic data. However, the availability …
What Have We Learned From The Deepwater Horizon Disaster? An Economist’S Perspective, Daniel R. Petrolia
What Have We Learned From The Deepwater Horizon Disaster? An Economist’S Perspective, Daniel R. Petrolia
Journal of Ocean and Coastal Economics
This paper outlines what we have learned about the impacts of the Deepwater Horizon (DWH) oil disaster from the economics discipline as well as what effect the DWH disaster has had on the economics discipline. It appears that what we know about the economic impact of the DWH spill today is limited, possibly because such analysis is tied up in the federal Natural Resource Damage Assessment (NRDA) process and other state-led efforts. There is evidence, however, that the NRDA process has changed over time to de-emphasize economic valuation of damages. There is also evidence that economists may be producing fewer …
