Minimization Criteria For Off-Road Vehicle Use, Louisa S. Eberle Dec 2015

Minimization Criteria For Off-Road Vehicle Use, Louisa S. Eberle

Michigan Journal of Environmental & Administrative Law

President Nixon recognized the controversy surrounding off-road vehicle (ORV) use on public lands when he signed Executive Order 11,644 in 1972. The Executive Order set out minimization criteria that bound federal land management agencies’ ORV area and trail designations. Forty years later, agencies are still struggling to implement the minimization criteria. Recent court opinions have struck down implementation attempts by the National Park Service, Bureau of Land Management, and Forest Service. This note argues that agencies require additional guidance for ORV management, particularly in light of case law that sets a floor for achieving minimization. After examining how the mandate …

Classical Codes For Quantum Broadcast Channels, Ivan Savov, Mark M. Wilde Dec 2015

Classical Codes For Quantum Broadcast Channels, Ivan Savov, Mark M. Wilde

Faculty Publications

We present two approaches for transmitting classical information over quantum broadcast channels. The first technique is a quantum generalization of the superposition coding scheme for the classical broadcast channel. We use a quantum simultaneous nonunique decoder and obtain a proof of the rate region stated in Yard et al., IEEE Trans. Inf. Theory 57 (10), 2011. Our second result is a quantum generalization of the Marton coding scheme. The error analysis for the quantum Marton region makes use of ideas in our earlier work and an idea recently presented by Radhakrishnan et al. in arXiv:1410.3248. Both results exploit recent advances …

Paternally Expressed Gene 3 (Peg3) is an imprinted gene that controls milk letdown and maternal-caring behaviors. In this study, a conditional knockout allele has been developed in Mus musculus to further characterize these known functions of Peg3 in a tissue-specific manner. The mutant line was first crossed with a germline Cre. The progeny of this cross displayed growth retardation phenotypes. This is consistent with …

Salad: A Multimodal Approach For Contextual Video Advertising, Chen Xiang, Tam Nguyen, Mohan Kankanhalli Dec 2015

Salad: A Multimodal Approach For Contextual Video Advertising, Chen Xiang, Tam Nguyen, Mohan Kankanhalli

Computer Science Faculty Publications

The explosive growth of multimedia data on Internet has created huge opportunities for online video advertising. In this paper, we propose a novel advertising technique called SalAd, which utilizes textual information, visual content and the webpage saliency, to automatically associate the most suitable companion ads with online videos. Unlike most existing approaches that only focus on selecting the most relevant ads, SalAd further considers the saliency of selected ads to reduce intentional ignorance. SalAd consists of three basic steps. Given an online video and a set of advertisements, we first roughly identify a set of relevant ads based on the …

An Immersive Telepresence System Using Rgb-D Sensors And Head-Mounted Display, Xinzhong Lu, Ju Shen, Saverio Perugini, Jianjun Yang Dec 2015

An Immersive Telepresence System Using Rgb-D Sensors And Head-Mounted Display, Xinzhong Lu, Ju Shen, Saverio Perugini, Jianjun Yang

Computer Science Faculty Publications

We present a tele-immersive system that enables people to interact with each other in a virtual world using body gestures in addition to verbal communication. Beyond the obvious applications, including general online conversations and gaming, we hypothesize that our proposed system would be particularly beneficial to education by offering rich visual contents and interactivity. One distinct feature is the integration of egocentric pose recognition that allows participants to use their gestures to demonstrate and manipulate virtual objects simultaneously. This functionality enables the instructor to effectively and efficiently explain and illustrate complex concepts or sophisticated problems in an intuitive manner. The …

Of Minds, Morals, And Methods: Combining Moral Meteorology And Disaster Relief In Historiography Of China’S Disaster Management, Wee-Kiat Lim Dec 2015

Of Minds, Morals, And Methods: Combining Moral Meteorology And Disaster Relief In Historiography Of China’S Disaster Management, Wee-Kiat Lim

CCX Research

In this working paper, I argue that disaster management in high Qing period can be better understood by simultaneously considering the historiographies of how governing elites understood disasters at the metaphysical level and the administration of disaster relief. During High Qing late imperial China, the regime encountered rapid changes in population, economy, and environment. Following how environmental historian Mark Elvin describes the prevalent ideology that guided Chinese governing elites on implicating human conduct with the manifestation of disasters as “moral meteorology”, I link it to the granary system so as to underscore how these two related but separate streams of …

First Thoughts On Implementing The Framework For Information Literacy, Trudi E. Jacobson, Craig Gibson Dec 2015

First Thoughts On Implementing The Framework For Information Literacy, Trudi E. Jacobson, Craig Gibson

Communications in Information Literacy

Following the action of the ACRL Board in February 2015 in accepting the Framework for Information Literacy for Higher Education as one of the "constellation of documents" that promote and guide information literacy instruction and program development, discussion in the library community continues about steps in implementing the Framework. The spectrum of possibilities for implementing the Framework encompasses both curricular and co-curricular settings within colleges and universities. At this early stage of implementing the Framework, we suggest five curricular and instructional structures that can be thought of as a continuum of deepened engagement with its core ideas. The second half …

From Text To Context: Literacy Practices Of Native Speakers Of Arabic In Arabic And English, Ghada Gherwash Dec 2015

From Text To Context: Literacy Practices Of Native Speakers Of Arabic In Arabic And English, Ghada Gherwash

Open Access Dissertations

Previous studies that looked at the written product of native speakers of Arabic in their second language (L2), English, have identified traces of Arabic rhetoric (L1), mainly Classical Arabic, in their writing (e.g., Atari, 1983; Kaplan, 1966; Ostler, 1987). These studies focused primarily on the L2-written texts, where the written product is used to make inferences about the rhetorical structures of the writers’ L1. The results from these studies portrayed the native-Arab writer’s text as highly influenced by Classical Arabic. This was evidenced by “foreign” rhetorical structures that Arab writers employ when producing texts in their L2 that are considered …

Generalized Techniques For Using System Execution Traces To Support Software Performance Analysis, Thelge Manjula Peiris Dec 2015

Generalized Techniques For Using System Execution Traces To Support Software Performance Analysis, Thelge Manjula Peiris

Open Access Dissertations

This dissertation proposes generalized techniques to support software performance analysis using system execution traces in the absence of software development artifacts such as source code. The proposed techniques do not require modifications to the source code, or to the software binaries, for the purpose of software analysis (non-intrusive). The proposed techniques are also not tightly coupled to the architecture specific details of the system being analyzed. This dissertation extends the current techniques of using system execution traces to evaluate software performance properties, such as response times, service times. The dissertation also proposes a novel technique to auto-construct a dataflow model …

Project Gate Self-Assurance Review Framework For Major Alaskan Oil And Gas Projects, Anca Bertus

Student Projects for Graduate Degrees

Major Alaska oil and gas capital projects can fail or have poor outcomes, including significant cost and schedule overruns if the projects are not ready to proceed into subsequent project stages. A comprehensive project gate assurance review ensures their readiness for the next project gate. Internal Subject Matter Experts (SMEs) should be leveraged in the review process to determine whether all design, construction, commissioning, and operational issues have been formally and properly addressed by the project team. A new project gate Self-Assurance Review Framework (SARF) applicable to major Alaskan oil and gas companies to improve project delivery is proposed in …

The Litigation Privilege: Its Place In Contemporary Jurisprudence, Louise Lark Hill Dec 2015

The Litigation Privilege: Its Place In Contemporary Jurisprudence, Louise Lark Hill

Hofstra Law Review

Historically, lawyers have been immune from civil liability for statements related to litigation which may injure or offend an opposing party during the litigation process. This protection is referred to as the “litigation privilege,” which originated in medieval English jurisprudence and continues to be recognized in the United States today. The rationale supporting the litigation privilege is that the integrity of the adversary system outweighs any monetary interest of a party injured by her adversary. Remedies other than lawsuits are available to parties who feel they have been damaged “by malicious statements or conduct during litigation.” For instance, misconduct in …

A No-Fault Remedy For Legal Malpractce?, Melissa Mortazavi Dec 2015

A No-Fault Remedy For Legal Malpractce?, Melissa Mortazavi

Hofstra Law Review

The last forty years have seen a marked rise in legal malpractice lawsuits. Recent numbers show that no abatement is in sight; instead the number of large legal malpractice claims is steadily increasing. Although lawyers have a personal interest in limiting liability, they also have a professional one in protecting clients from harm arising due to malpractice. But how can the legal profession curtail and manage malpractice liability while also providing relief to injured clients? Applying existing tort scholarship on no-fault alternative systems to professional legal services, this Article argues that no-fault may be a viable option in many common …
