Foreign policy decision-making is often an obscured process, particularly when it involves threats to national security or national interests. Despite the lack of transparency, though sometimes necessary, foreign policy decisions can have far-reaching consequences. Policymakers establish and affect relationships with other governments, and can commit state resources for cooperation or for conflict. The purpose of this study is to determine what types of decision units make foreign policy decisions and what factors influence the dynamics of the unit. As the military has to react and respond to cyber attacks, they also are having to develop a way to apply cyber operations to the command and control hierarchy already in use. This thesis studies the requirements for a cyber command and control (C3) and conducts an experiment to test whether a C3 approach to red teaming helps users find more vulnerabilities. Since red teaming is similar in setting to the cyber operations setting, if the team finds that a C3 helps team members find more vulnerabilities, then a C3 environment can help the military better respond to cyber attacks. …

This thesis addresses the plight of Sub-Saharan Africans who are now Canadians and are trying to settle in a new country in order to reunite with their family members. However, rather than assisting with process of resettlement, current Canadian policy has the opposite effect. It appears to create a route by which people can sponsor their loved ones, but in reality the nature of the process is arduous and filled with time delays, regulatory and processing issues and other kinds of difficulties. Although historians have debated the various causes of the fall of the Roman Empire for centuries, scholars did not consider the impact of environmental change until the early twentieth century. Initially, environmental historians believed that agricultural decline resultant from soil erosion and deforestation played a dominant role; however, scientific and historical evidence can now be utilized to demonstrate that these two factors were much less prevalent during the third through fifth centuries than they had been during the prosperous Pax Romana. ABSTRACT: Edgar Selwyn’s Men Must Fight (1933) is an obscure yet culturally relevant science fiction drama. An atypical film from its era, the movie has an unusual subject for a Classical Hollywood film- gender socialization. The film didactically argues that wars are inevitable because men are inherently violent, and that, conversely, world peace world occur if women were in power, a possibility that appears to be regrettably impossible. This article does more than describe British and American anti-terrorism laws; it shows how those laws go through conflicted government branches and the bargains struck to create the anti-terrorism laws that exist today. Instead of taking these laws as given, this Article explains why they exist. More specifically, this article focuses on the path anti-terrorism legislation followed in the United States and the United Kingdom, with particular focus on each country’s ability (or lack thereof) to indefinitely detain suspected non-citizen terrorists. Knowledge about the power and misbehavior of defense contractors is substantial; yet their power continues to grow in full view of a record of waste, fraud, corrupt activity, and the failure to perform contracts. The knowledge base about defense contractors has not been sufficient to effectively oppose their extensive power. Knowledge is needed about how the boards of directors of the defense corporations are interlocked. That work is initiated in this article by ranking the top defense contractors in terms of the number of power blocs to which the corporations belong in the defense contractors' power-bloc network.

Art has the unique ability to create new meaning from past events. As a work of literature, Kurt Vonnegut's Slaughterhouse-Five has succeeded in doing this. Vonnegut took the bombing of Dresden and make it present and relevant in the minds of young Americans during the Vietnam War. Readers made connections between the two horrific events. In our contemporary world, Slaughterhouse-Five still remains an important work of literature. Violent conflicts and horrors continue to happen as with the recent Iraq War.

The responsibility to protect (R2P) doctrine allows the international community to intervene for humanitarian purposes in events of massive violations of human rights. However, the legality of humanitarian intervention has received considerable critical attention because of its direct conflict with two fundamental norms in international law: the prohibition of the use of force, and the principle of state sovereignty. 1) To examine the changing nature of arms control and disarmament, focusing on what appear to be a few of the most promising frameworks for tackling the relationship between weapons management and the wider goals of development, security and peacebuilding

2) To reflect that thinking back onto mine action itself.

Introduction: Pediatric health care workers (HCW) often perform, promote, and advocate use of public funds for animal research (AR). We aim to determine whether HCW consider common arguments (and counterarguments) in support (or not) of AR convincing.

Design: After development and validation, an e-mail survey was sent to all pediatricians and pediatric intensive care unit nurses and respiratory therapists (RTs) affiliated with a Canadian University. We presented questions about demographics, support for AR, and common arguments (with their counterarguments) to justify the moral permissibility (or not) of AR. Situating Foucault as a philosopher of actuality, I interpret and extend Foucault's critique of police as part of a broader philosophical reflection on subjectivity, and the practices of freedom (parrhesia) and revolt that constitute our actuality as free beings. In the first chapter, I situate Foucault as a philosopher of actuality, understood as the thinking of the continuity of ourselves (" we" ) as free beings involved in struggles against authority. Masculinities, Militarism, And The Construction Of Gender In Contemporary Fiji: Performances Of Parody And Subversion As Feminist Resistance, Tui Nicola Clery

This article explores the historical and cultural construction of militarism and masculinity in Fiji. It argues that gendered identities are not fixed but are performed and shaped through embodied actions, discourse, and social relationships. Central to this analysis is the enduring significance of the warrior figure in indigenous Fijian epistemology and how this ideal has influenced contemporary masculinities. The paper also examines how indigenous Fijian masculinities have been constructed in contrast to those of the Fiji-Indian population, particularly during periods of conflict, revealing the complex interplay between gender, ethnicity, and militarism in Fijian society.

The increased use of and attention to drones, or Unmanned Aerial Vehicles (UAVs), have led to a widespread debate about their application. Much of this debate has centered on their use by governments, often for the purpose of surveillance and warfare. This focus on the state's use obscures the opportunity for civil society actors, including social movements, to make use of these technologies. This article briefly reviews the technological innovation before proceeding to a typology of civil society uses, ranging from art to digital disruption. In 2006 the American Association of State Colleges and Universities (AASCU) launched its Global Engagement Initiative and began developing a set of curricular tools for faculty to use in educating globally competent citizens. In 2011 the initiative developed a national blended model course. That course has now been delivered to more than 1,200 students on 15 campuses across the country and abroad. This paper explores the effectiveness of the national blended course in meeting its stated learning objectives. In 2013-14, pre/post-tests were conducted on three pilot campuses.
